The Common Council of the City of Kendallville met in regular session August 6, 2024 at 7:00 P.M.
Roll call was answered by: Mayor Lance Waters, Council Member Amy Ballard, Council Member Shari
Targgart, Attorney Jacob Atz, Council Member Tara Streb, and Council Member Christopher McCreery. Council
Member Corey Boese was absent.
Others present were: Katie Ritchie, Alex Waters, April Waters, Tanya Evard, Brian Strange, Patrick Howell,
Sidney Shartzer, Scott Derby, Brandon Cox, Lucas Pant, Matthew Gillison, John Dixon, Austin Lash, Brooke &
Scott Haney & children, Deb Blaine, Diana McCreery, Jeremy McKinley, Sarah Carrel, and Lisa Lee.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was recited by all in attendance.
MINUTES/ MEETING
Minutes from the July 16, 2024 Common Council meeting were presented for review. Council Member Tara
Streb made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes –
0 nays.
PETITIONS OR COMMENTS
No petitions or comments were given.
MAYOR
Public Hearing/ Resolution #1122- Library Issuance of Bond
Mindy London welcomed Sarah Carrel and Lisa Lee from Ice Miller to open the public hearing. After much
discussion Council Member McCreery asked for a list of the scope of work that would be done with the bond. To
give the council members time to read the list Mayor Lance Waters asked for Officer Shartzer to come forward to
conduct her oath of office. Once the oath once complete Council Member Amy Ballard requested the reading of
Resolution #1122 in its entirety. Attorney Jacob Atz read Resolution #1122 in its entirety. Council Member Amy
Ballard made a motion to approve with a second from Council Member Shari Targgart. The motion passed 4 ayes
– 0 nays.
Oath of Office/ Officer Shartzer
Mayor Lance Waters lead Officer Sidney Shartzer in her oath of office as SRO Sargent.
Resolution #1123/ Interlocal Agreement Lagrange County/ Fire Smokehouse
Council Member Amy Ballard requested the reading of Resolution #1123 in its entirety. Attorney Jacob Atz read

Council Member Tara Streb. The motion passed 4 ayes – 0 nays.
The June 5, 2024 Aviation Minutes were presented for review.
The June 2024 Humane Shelter Report was presented for review.

General Ordinance #1267/ Stop Intersections E. Grove Street- 3rd Reading
Council Member Amy Ballard requested the reading of General Ordinance #1267 in title only. Attorney Jacob
Atz read General Ordinance #1267 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Tara Streb. The motion passed 4 ayes- 0 nays.
General Ordinance #1268/ Prohibited Parking/ W. Mitchell Street- 3rd Reading
Council Member Amy Ballard requested the reading of General Ordinance #1268 in title only. Attorney Jacob
Atz read General Ordinance #1268 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays.
General Ordinance #1269/ No Parking Here to Corner/ Multiple Locations- 3rd Reading
Council Member Amy Ballard requested the reading of General Ordinance #1269 in title only. Attorney Jacob
Atz read General Ordinance #1269 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Tara Streb. The motion passed 4 ayes – 0 nays.
General Ordinance #1270/ No Parking Here to Corner/ Prospect Avenue- 3rd Reading
Council Member Amy Ballard requested the reading of General Ordinance #1270 in its entirety as locations
slightly changed to help a family with wheel chair accessibility. Attorney Jacob Atz read General Ordinance
#1270 in its entirety. Council Member Amy Ballard made a motion to approve with a second from Council
Member Tara Streb. The motion passed 4 ayes – 0 nays.
General Ordinance #1271/ Rescind Handicap Parking/ S. Oak Street- 3rd Reading
Council Member Amy Ballard requested the reading of General Ordinance #1271 in title only. Attorney Jacob
Atz read General Ordinance #1271 in title only. Council Member Amy Ballard made a motion to approve with a
second from Council Member Shari Targgart. The motion passed 4 ayes – 0 nays.
ALLOWANCE OF BILLS AND CLAIMS
Council Member Amy Ballard presented bills and claim numbers 77169 through 77300 for $1,042,138.44 for
approval. Council Member Amy Ballard made a motion to approve the bills and claims with a second by Council
Member Tara Streb. The motion passed 4 ayes-0 nays.
MOTION TO ADJOURN
Council Member Shari Targgart made a motion to adjourn the meeting with a second from Council Member Amy
Ballard. Mayor Lance Waters adjourned the meeting at 7:48 P.M.
