JUNE 20, 2024 MEETING MINUTES
APPROVED JULY 18, 2024
President Jeanne Bellile called the meeting to order at 6:00 p.m. in the Community Center at
531 N. Nash St., Hortonville, Wisconsin.
Trustees present: Grace Abitz, Bob Jewell, Shauna Keel, Jim Moeller, Jane Olk, and Julie
Arendt Vanden Heuvel.
Trustees absent:
Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth, Director of
Public Works Aaron Steber, Chief of Police Kristine Brownson, Library Director
Alexandrea Krause, and Attorney Ashley Lehocky.

Discussion and possible action on Adoption of the 2045 Comprehensive Plan
Administrator Treadwell said that the comp plan was too large to send in the agenda packet,
however, it is on the website.
Motion [Arendt Vanden Heuvel/Moeller] to approve the adoption of the 2045 Comprehensive
Plan.
Roll call vote, 7 ayes, 0 nays, motion carried.
Discussion and possible action on Video, Audio enhancements for the Community
Center
Administrator Treadwell said that is in the packet along with a memo. What was stated to each
of the bidders was our current problems and what they could do to fix it. The two companies in
the packet were Camera Corner, and NSV.
Camera Corner did Greenville’s and New London. Churches in the area have used NSV to
update their system.
There have been some issues with our current system as far as sound going out, or the video
would just stall at times.
Discussion on the cost being very large.
Discussion on fixing the loop would fix the acoustics for the hearing impaired.
Consensus was to direct the administrator to find out if there are any fixes for our current
system, what are our accommodations for the hearing impaired, can the current recording
equipment be updated and have a longer duration and bring this information back to the board.
Discussion and possible action on Fence at the Opera House
DPW Director Steber said that this came up in last week’s Public Works Committee meeting.
There is a fence that a section blew down next to the opera house, and as we looked at it, we
noticed there is a problem with the property line. I have three quotes to repair the entire fence,
the recommendation from Public Works Committee was to remove the fence at this time.
Motion [Moeller/Olk] to take down the fence behind the opera house and leave it down for the
time being.

Discussion and possible action on creation of another Water Utility Operator 1 position
DPW Director Steber said there are a number of reasons why we are looking at creating this
new position. We have a mandate from the EPA and the DNR to code all of our service lines in
our water/utility system. That needs to be done by October of this year. We have over 500 left to
do. We have about 900 Galaxy Meters that need to be changed out to Beacon Meters. We also
have our main water person right now that is nearing retirement. The shear volume of
information that needs to be uploaded into our new GIS System is very large.
Motion [Moeller/Keel] to create an additional Water Utility Operator 1 position.

Discussion and possible action on SBR Aqua-aerobics SCADA system
DPW Director Steber said that our SCADA system went down and what it does is monitor a
bunch of different parameters in our sludge basin, and right now we don’t have that information.
This helps us run our plant efficiently. Aqua aerobics put in our software in 2010 and so they
gave us a quote to upgrade our SCADA system to get us back into operation.
Discussion was held on the Windows 11 operating system.
Motion [Moeller/Olk] to approve the SBR Aqua-aerobics SCADA System proposal in the amount
of $43,975.00.

Discussion and possible action on repair of the corner of Main Warner and Towne
Sidewalk
This should read Warner and Towne sidewalk.
Administrator Treadwell said that we have a manhole that is for stormwater that is very odd, and
it is in the middle of the sidewalk. In order to get this in compliance we need to remove it and
come up with a solution to fix this. Any repairs to this will be completely custom and we would
have Tom Cin Metals draw up a plan.
Motion [Moeller/Arendt Vanden Heuvel] to approve the bid from Capital R Concrete & Coating
for the Warner and Towne sidewalk repair.

Report of Village Officials
Clerk-Treasurer: The report is in the packet.
Director of Public Works: The report is in the packet. I just want to let everyone know that the
RFP for the Alonzo Park Splashpad is currently out right now. Our consultant that is running that
for us has sent it out to people he thinks would be interested. That is due July 11th.
Chief of Police: The report is in the packet.
Library Director: We had over 300 people come to our carnival Tuesday night. It was the first
year that we held it at Commercial Club Park, and it was incredibly beneficial. We have over 600
people registered for our summer reading program, and we have seventeen prizes to choose
from. We gave away Brewers tickets at the carnival, Trex tickets, the Packers donated stuff, and
a lot of really exciting things this year. In the nine weeks between June 17 and August 16 we
have 58 programs planned for this summer in nine weeks.
Attorney: Nothing
Administrator: We are having Ayers give us some high estimates for each of the routes
downtown for the bike path hopefully at the next meeting.

Trustee Abitz would like all committee meetings to be recorded on the next meeting’s agenda.
Communications and Miscellaneous Business
Black Otter Lake District news: The group of volunteers have been out hot and heavy on the
lake with the cleanup. It has really improved.
Building permit report: None
Hortonville-Hortonia Fire District news: The next meeting is Tuesday, July 9.
Gold Cross Ambulance run reports and news: The May run report was submitted.
Hortonville Civic Association: Nothing new
Senior Activities Committee: It will be at the next meeting.
