VILLAGE OF HORTONVILLE VILLAGE BOARD JULY 18, 2024 MEETING MINUTES APPROVED AUGUST 15, 2024 President Jeanne Bellile called the meeting to order at 6:00 p.m. in the Community Center at 531 N. Nash St., Hortonville, Wisconsin. Trustees present: Grace Abitz (by phone), Bob Jewell, Shauna Keel, Jim Moeller, Jane Olk, and Julie Arendt Vanden Heuvel. Trustees absent: Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth, Chief of Police Kristine Brownson, Library Director Alexandrea Krause and Attorney Richard Carlson. Official excused: Director of Public Works Aaron Steber Consent Agenda Motion [Moeller/Keel] to approve as outlined. Roll call vote, 7 ayes, 0 nays, motion carried. A. Presentation of accounts and other claims against the Village Agenda Changes None Preregistered Citizens to be heard None Committee Reports Library Board – See report Senior Activities – Report was in the packet Unfinished Business from previous meetings None New Business Presentation from Hawkins-Ash on the 2023 Audit Amber Ebert, manager from Hawkins-Ash was here to present on the audit. Amber Ebert, stated that the financials statements are in order. There were 38 journal entries this year and 39 last year. Ten management advisories were issued this year. Discussion and possible action on Ordinance O-8-24 to update and adopt the Comprehensive Plan Motion [Arendt Vanden Heuvel/Moeller] to approve Ordinance O-8-24 adopting the Comprehensive Plan. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Amending Commercial Club Temporary Handicap Parking Authorization – Legion 100th Anniversary Motion [Arendt Vanden Heuvel/Keel] to amending Commercial Club Temporary Handicap Parking to July 27, 2024. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Appleton Alliance Opera House Lease Renewal Consensus was to amend and have Administrator Treadwell bring back to the board. R-16-24 Amending Personal Manual Part-Time Vacation Motion [Moeller/Arendt Vanden Heuvel] to approve resolution R-16-24 amending the personal manual part-time vacation. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on the CSM of parcel 240111600 & 240111701 Motion [Moeller/Olk] to accept the CSM of parcel 240111701 and 240111701. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Z-1-24 property rezone of parcel 240049900 from (R1) Single Family Residential to (R2) Two Family Residential Motion [Arendt Vanden Heuvel/Moeller] to approve Z-1-24 the property rezone of parcel #240049900 from (R1) Single Family Residential to (R2) Two Family Residential. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on O-7-24 Amending Downtown Zoning Code Sec. 44-155 Uses Motion [Moeller/Arendt Vanden Heuvel] to approve Ordinance O-7-24 amending the Downtown Zoning Code Sec. 44-155 Uses. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Alonzo Park Playground and Splashpad award of contract. Administrator Treadwell said that the bids came in. The bids were within $1,040 of each other. The low bidder was Vinton Construction. Our total cost estimate is 1.8 million, and half of that would be covered by the state. Motion [Moeller/Jewell] to approve the Alonzo Park Playground and Splashpad award of contract to Vinton Construction Company in the amount of $924,278.55. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Alonzo Park Construction Administration Proposal. The Alonzo Park Construction Administration Proposal is for Parkitecture to come in and help with the administration. Motion [Moeller/ Olk] to approve the Alonzo Park Construction Administration Proposal from Parkitecture. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Alonzo Park Splashpad equipment approval. We will purchase the products ourselves to save money. They all have to be American Made products because of the grant we received. Motion [Moeller/Olk] to approve the Alonzo Park Splashpad Equipment in the amount of $175,492.28. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Alonzo Park Playground equipment award of contract. Motion [Moeller/Arendt Vanden Heuvel] to approve the Alonzo Park Playground Equipment award of contract in the amount of $300,583.75. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Trail routes and options Administrator Treadwell said that we hired Ayers to come up with estimates for three different route options. Melissa from Ayers is here to present. Discussion ensued on the costs and the three different proposed trails. Motion [Moeller/Arendt Vanden Heuvel] to follow the light blue path (option #2) as displayed on the path for the bike trail. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Recording of Meetings policy Administrator Treadwell said that this was asked to be put on the agenda by a board member. Trustee Arendt Vanden Heuvel would like to record all committee meetings. President Bellile said that we should be recording Village Board and the Planning and Zoning Commission. Trustee Abitz said that the details matter and she would like all meetings to be recorded. Trustee Moeller said that at the committee meetings we don’t act on anything, and it is just an open discussion. If you record the meetings, it will be very formal, and for that reason I don’t think that is a good idea. Trustee Arendt Vanden Heuvel said that all I am asking is for transparency. President Bellile said that she talked to Todd Timm from the Hortonville Area School District and asked if he taped the school board meetings. He said no they don’t tape them. Discussion ensued. Motion [Arendt Vanden Heuvel/Abitz] to record all Committees and Commission meetings, not including Library Board. Roll call vote, 3 ayes, (Keel, Arendt Vanden Heuvel, Abitz) 4 nays (Moeller, Jewell, Olk, Bellile), motion denied. Discussion on allowing Murals in the Village Administrator Treadwell said that he had a call from two different business owners in the downtown regarding the murals that are being painted. We can not regulate the content of the mural, whether it is hand drawn, or professional. We can determine size according to our sign ordinance. Attorney Carlson stated that a mural is usually the whole side of a building, he suggested seeing how other communities do it. He said he will look for examples and see what is out there. He said if you paint something it is considered a sign. Administrator Treadwell said he was looking for some direction. Trustee Jewell said he would like to know how New London does it. Consensus was to have the Administrator get more information and bring it back to the board. Report of Village Officials Clerk-Treasurer: The report is in the packet. Director of Public Works: The report is in the packet. Chief of Police: The report is in the packet. Library Director: The report is in the packet. We have a Library Board meeting on Tuesday at 4:00 pm. This is our highest year ever as far as participation. Attorney: None Administrator: My report has been off and on, as I have been trying to use up my vacation. The Wiouwash trail is being done, paving is getting done. At some time, we should approach the county regarding that strip of land before the railroad tracks. I think we should deed it over to them. Any other miscellaneous topics for future discussion I think we need to have a meeting prior to a detour situation. Trustee Keel would like to have a Public Safety meeting the next time there is a detour. Communications and Miscellaneous Business Black Otter Lake District news: We just had our last meeting on Monday, and the Annual meeting will be August 19th at 5:00 pm. We would like to increase our tax base, and we are doing a watershed study. Building permit report: The June report was in the packet. Hortonville-Hortonia Fire District news: We met on Tuesday the 9th and we went over the EMS and Fire budget. They are fully staffed. We talked about the pumper/tender that the fire department needs still, the current one is more than 25 years old. They did receive a quote from Pierce, and from Marion and they were very close. They both have a prepay discount, however their backlog is 33 months. The Fire Department fund raiser is July 26 – 27. Gold Cross Ambulance run reports and news: The June run report was submitted. Hortonville Civic Association: Octoberfest is September 21, 2024. Comments and suggestions from citizens present None Adjournment Motion [Moeller/Keel] to adjourn.
