VILLAGE OF HORTONVILLE VILLAGE BOARD AUGUST1, 2024 MEETING MINUTES APPROVED AUGUST 15, 2024 President Jeanne Bellile called the meeting to order at 6:00 p.m. in the Community Center at 531 N. Nash St., Hortonville, Wisconsin. Trustees present: Grace Abitz, Bob Jewell, Shauna Keel, Jim Moeller, Jane Olk, and Julie Arendt Vanden Heuvel. Trustees absent: None. Officials/Staff present: Administrator Nathan Treadwell, Deputy Clerk-Treasurer Lauren Prochnow, Director of Public Works Aaron Steber, Chief of Police Kristine Brownson, and Attorney Ashley Lehocky. Consent Agenda Motion [Moeller, Olk] to remove item A, from the consent agenda, do the corrections and bring it back to the next Village Board Meeting. 7 ayes, 0 nays, motion carried. A. July 18, 2024, Regular Board meeting minutes Motion [ Moeller, Arendt Vanden Heuvel] to approve as outlined. Roll call vote, 7 ayes, 0 nays, motion carried. B. Licenses and Permits i. Temporary Class “B” Alcohol Beverage License Commercial Club of Hortonville 315 N Olk Street Harley Raffle August 17, 2024 Ernie Thorp in charge C. Presentation of accounts and other claims against the Village Agenda Changes None. Preregistered Citizens to be heard None. Committee Reports Library Board: Trustee Olk reported they met and approved the adoption of the Hortonville Personnel Manual. Allie presented the library strategic planning 2025-2029. These are great plans to meet the needs of the community. We also approved the limited term to permanent part-time position as of 2025. Our next meeting is on August 27 at 4:00 p.m. Unfinished Business from previous meetings None. New Business Discussion and possible action on Purchase of New Velocity Pumper/tender for HHFD. Fire Chief Jack Kuhnke presented to the board. Pierce truck came in at $1,182,700 for prepay it will be dropped below $1 million. It’s important to get to it. Right now, our first engine is out of standards as it’s 20 years old. The truck we want to get is 2 trucks in 1. It benefits Hortonia more as we have more water. Pierce has an outstanding crash rollover; I would prefer Pierce over Marion. Has the Town of Hortonia voted on this? Hortonia has approved the Pierce truck. They wanted to prepay it. They’ll save money to prepay. What are the implications of delaying purchase? Pricing will go up; we would have to get it refurbished, which could cost $100,000 – 350,000 to get it up to standard. What’s the plan with the truck we’re replacing? We would try to sell it. Timeline says 50-53 months until the truck is ready, is this accurate? Yes, the truck is being used as a backup, so it would be fine until the new one would come. How often do you use it? We use it on Navis calls, which are out of town. Administrator Treadwell ran different scenarios for prepay or not. What it came down to was whether the VB would increase rates. If you increased rates, you would save a few hundred thousand more. Tax increase would be $36,000 about a $16 increase on $150,000 assessed. The issue comes down to the fact we’re paying off the administration building. By 2033 you would only have $212,000 left vs $500,000 plus if you didn’t increase rates. This is our best chance to minimize burden, otherwise I would suggest not pre-paying, but still going with Pierce. With interest rates being what they are, there’s no guarantee they’ll go down. The pre-payment would be due in 30 days. If both municipalities don’t prepay, the cost will increase considerably for Hortonville because our equalized value goes up every year. Increase in property taxes would increase for 2025. Amortization schedule will be available at the next meeting. Motion [Moeller, Jewell] to approve the contract for Pierce Manufacturing, including the prepay, in the amount of $656,781.57 Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Veteran Grave Payment Reimbursement we receive every year for Veteran’s Graves perpetual fees. Motion [Arendt Vanden Heuvel, Keel] to request reimbursement from Outagamie County in the amount of $209.88 for the Veteran Grave payment. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on discussions with the County to take over parcel 240065001 Treadwell stated the parcel is the entrance to the Wiouwash Trail. This came up when the railroad was coming through. It is our property, but we can’t sell it, otherwise we can sell it to the county to maintain it. If we don’t see, we would be liable for upkeep. Recommendation would be to talk to the County regarding taking this over. Motion [ Moeller, Olk] to approve discussions with the County to take over parcel 240065001 Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Assessor Contract 2025-2029 This is for the assessor who comes around to assess property values. Every so often we need to get a market update and stay within 10% of assessed value. The idea would be to have a market update in 2025 and 2028. It’s a yearly flat fee so the costs of updates are split between 5 years. The lowest bid was Bowmar Appraisal by $5,000. Motion [ Moeller, Arendt Vanden Heuvel] to approve Bowmar Appraisal in the amount of $82,500. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Agreement between Outagamie County and the Village of Hortonville for the Acquisition of parcel 240016000 This is for Schwan Oil Company to take it over. Taxes are listed. Motion [Olk, Moeller] to approve the agreement between Outagamie County and the Village of Hortonville for acquisition of parcel 240016000 in the amount of $150.63. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Ordinance O-09-24 ROW Permitting Oversight and fees DPW Steber: This is a reworking of our ordinance for working the right of way. This makes it easier when dealing with large scale projects throughout the Village. We are working with a consultant and Attorney to reword this so in the future we can better deal with large scale projects. This is more in tune with what others have. Motion [Moeller, Olk] to Approve Ordinance O-09-24 Unanimous voice vote, motion carried. Discussion and possible action on MCC Final Payment Application for Wildwind Phase 2 and Alley 3 Steber: Final payment for the paving and final fixes that were done. Engineers took a look at it and it should be ready to go. Engineering has gone back and fixed the issues. Motion [Moeller, Arendt Vanden Heuvel] to approve Final Payment to MCC for the 2023 final paving and misc. construction in the amount of $6,433.75. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Renewing Appleton Alliance Contract The only thing that changed is the dates, still at a 3-year lease contract. This agreement was drawn up by our previous attorney, there are no issues with the contract. We do get calls from residents about rentals, but the cost to the department and Village was more than what we were charging. AAC put an HVAC system in, paid half for parking lot. The benefit of Appleton Alliance helping out has had a large impact as we don’t have funds now but may further down the road. That would be one of the better times to do an upgrade. Motion [Moeller, Keel] to approve the renewal Of Appleton Alliance Contract. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Well #2 Backup Generator This was part of our original Alonzo Park upgrades. Generator well and lift station. 4 bids came in Ehler Electric came in at $145,000, This would be a natural gas generator that would kick on for the well, as well as power the lift station across the street; this would be one less thing our crews will not have to worry about. This is water/sewer, still debating to take out a loan or go negative for water sewer this year. We’re $15,000 off. Life expectancy? About 20 years. This is a backup emergency generator and does not run all the time. When the power goes out, our public works guys need to go with a portable generator to all 3 wells to pump them down and this would allow us so we don’t need to do it manually. We only have 1 well with a backup generator and this would assist a second well. Motion [ Moeller, Arendt Vanden Heuvel] to approve the purchase of the Well #2 Backup Generator from Mueller Electric in the amount of $135,000. Roll call vote, 7 ayes, 0 nays, motion carried. Report of Village Officials Clerk-Treasurer: None. Director of Public Works: Pre-construction meeting for the Mill Street Project to start in September. Splashpad to start hopefully around the same time in September. Chief of Police: The report is in the packet. AED at Hardtails moved to Miller Park in the women’s restroom area. Sign posted right by there so people know. There is a camera to see if it would get damaged. Library Director: None. Attorney: We have a new attorney starting, Tyler Cluff, we will be bringing him in to introduce him to the board. Administrator: The report is in the packet. Working on Financials and Debt. Zoning code updates and accessory buildings. Any other miscellaneous topics for future discussion None. Communications and Miscellaneous Business Black Otter Lake District news: Annual meeting is on August 19th. Agenda listed in the packet. Building permit report: The July report was submitted. Hortonville-Hortonia Fire District news: None. Gold Cross Ambulance run reports and news: The report was submitted. Hortonville Civic Association: Keep the date of Sept 21 open, from 11-5 for Octoberfest. Senior Activities Committee: Report is in the packet.
