VILLAGE OF HORTONVILLE VILLAGE BOARD AUGUST 15, 2024 MEETING MINUTES APPROVED SEPTEMBER 5, 2024 President Jeanne Bellile called the meeting to order at 6:00 p.m. in the Community Center at 531 N. Nash St., Hortonville, Wisconsin. Trustees present: Grace Abitz, Bob Jewell, Shauna Keel, Jim Moeller, Jane Olk, and Julie Arendt Vanden Heuvel. Trustees absent: Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth, Director of Public Works Aaron Steber, Chief of Police Kristine Brownson, Library Director Alexandrea Krause, and Attorney Ashley Lehocky. Consent Agenda Motion [Moeller/Arendt Vanden Heuvel] to approve as outlined. Roll call vote, 7 ayes, 0 nays, motion carried. A. July 18, 2024 Regular Board meeting minutes B. Presentation of accounts and other claims against the Village Agenda Changes None Preregistered Citizens to be heard None Committee Reports None Unfinished Business from previous meetings None New Business Discussion and possible action on Downtown Light Options Jill Fitzsimons P.E., from McMahon was here to present the light options. Jill presented five different options based on the criteria the board had put together. They all have replaceable LED boards, along with the LED driver. All of the fixtures are die cast aluminum and are very sturdy. The lights are planned for Mill to Nash, encompassing approximately one block. Jill suggested having 18-foot poles, but that will be determined with the design later on. Consensus was to have both of the lights facing down, and a four-foot arm facing the street side. Proclamation Trick or Treating in the Village of Hortonville President Bellile read the proclamation for Trick or Treating. Trick or Treating will be held on Sunday, October 27 between the hours of 3-5 pm. Discussion and possible action on Veterans Bricks Reconstruction Administrator Treadwell said that we have received a few complaints on the Veteran’s Bricks. He reached out to Mathews Monuments, and they have given us a quote on repairing and resealing the cement and edging, along with new sand and a weed barrier. Motion [Arendt Vanden Heuvel/Moeller] to use Veterans memorial funds in the amount of $8, 200 to Mathewson Monument to do the work with the Memorial Brick area. Roll call vote, 7vayes, 0 nays, motion carried. Discussion and possible action on HHFD Pumper/Tender Loan Administrator Treadwell said that the loan paperwork is in the packet. This is a nine year and 4- month loan with a balloon payment at the end. The interest rate will be 5.5 percent. Motion [Moeller/Olk] to approve the Hortonville/Hortonia pumper tender loan as presented. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion and possible action on Road Right-of-Way Permit for Utility Work update – R-17-24 DPW Director said that this is the updated utility permit fees going forward. Motion [Arendt Vanden Heuvel/Keel] to approve R-17-24 the resolution to ament the Village Road Right-of-way permit for Utility work. Roll call vote, 7 ayes, 0 nays, motion carried. Road Closure Warner St between Towne and Elementary School for Cross Country, September 10 Chief of Police Brownson said that she had a request from the school for a cross country meet that the school is having Tuesday night. I am looking to have the road crossed off between 3:30 until 7:00 pm for a cross-country meet. This is for a two-mile run and for a mile and ½ run. The detour will run down Warner Street to the crosswalk, which is located between the middle school and the elementary school. No need for a motion, consensus was that it was a staff decision, and we just wanted the board to know. Discussion and possible action on setting up another Nye Street Speed study meeting Administrator Treadwell said that he will set up another speed study potentially after talking with the residents first. Report of Village Officials Clerk-Treasurer: The report is in the packet. Director of Public Works: The report is in the packet. We did have the pre-construction meeting for the Alonzo Park Splash Pad, and construction will begin after Labor Day. Chief of Police: The report is in the packet. Library Director: We are in the last week of our summer programming, so I will have a report for the next meeting. Attorney: Nothing new Administrator: I sent out my report, and we will close Alonzo Park officially next Wednesday to begin the construction of the Splash Pad and Playground. Any other miscellaneous topics for future discussion Trustee Arendt Vanden Heuvel thanked the Clerk for recording the Joint Village Board and the Planning and Zoning Commission. Unfortunately, the video glitched out at least a dozen times, so we need to keep this on our radar. Trustee Abitz would like to see meeting attire on the next agenda. Communications and Miscellaneous Business Black Otter Lake District news: We have our annual meeting next Monday on the 19th at 5:00 pm. Building permit report: None Hortonville-Hortonia Fire District news: None Gold Cross Ambulance run reports and news: The July run report was submitted. Hortonville Civic Association: Nothing new Senior Activities Committee: The minutes were included in the packet.
