VILLAGE OF HORTONVILLE VILLAGE BOARD SEPTEMBER 5, 2024 MEETING MINUTES APPROVED SEPTEMBER 19, 2024 President Jeanne Bellile called the meeting to order at 6:00 p.m. in the Community Center at 531 N. Nash St., Hortonville, Wisconsin. Trustees present: Grace Abitz, Bob Jewell, Shauna Keel, Jim Moeller, and Jane Olk. Trustees excused: Julie Arendt Vanden Heuvel Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth, Director of Public Works Aaron Steber, Chief of Police Kristine Brownson, Library Director Alexandrea Krause, and Attorney Ashley Lehocky. Consent Agenda Motion [Olk/Moeller] to approve as outlined. Roll call vote, 6 ayes, 0 nays, motion carried. A. August 15, 2024 Regular Board meeting minutes B. Licenses and Permits 2024-2025 Combination Class “B” and “Class B” Fermented Malt Beverage and Liquor License Kats Enterprises, LLC dba Heritage Inn Kaitlyn Peterson 224 W Main St. C. Presentation of accounts and other claims against the Village Agenda Changes None Preregistered Citizens to be heard Lynne Mischker, 304 Honeysuckle Drive said that she was here to talk about the utility owned water lateral leaks in the Horton Hills Addition no. 4 that have been affecting local properties since 2018. I have had two sump pumps put into the house, and I have had water damage to the basement to the tune of $8,000. This has been going on for six years and we can’t even use the backyard. I feel we’ve been more than patient and its past time to do something about getting ahead of the problem instead of expecting that the local property owners should continue to put up with the damage, inconvenience, and loss of property use with each leak. Matt Partika, 312 Honeysuckle Drive, I am here to follow up on Lynnes’s complaint. That water runs down 308 and then down to 312. All that I am looking for is a plan to get this taken care of. I have lost pine trees in the back; the apple trees do not do well sitting in water for three months. We know when there is a leak. I would like to see what plan can be put together. Committee Reports None Unfinished Business from previous meetings None New Business Discussion on 2024 Survey Report for the Water Supply Serving Village of Hortonville DPW Director Steber said that this is a biannual survey that the DNR does for our water system. They did find three areas where we are out of compliance. The first one is that we need to add two hydrants. Dead ends are required to terminate in a fire hydrant, if flow and pressure are sufficient, or with an approved flushing hydrant or blow off for flushing purposes. This would be at John Street and Gail Drive. The second deficiency is the cross-connection control program is not being implemented in accordance with s. NR810.15 Wis. Adm. Code. Properties should be categorized into cross- connection frequencies according to building use and risk. The third area of deficiency is not implementing a comprehensive Private Well Abandonment Program. Private wells need to have an inspection by a licensed professional every 10 years. We had 10 homeowners that were sent a certified letter regarding the expiration of their well permit, five have complied. The remaining five will be sent another certified letter and if no response we will talk to the attorney. Other things that they have found is some work that needs to be done with our wells and wellhouse. Discussion and possible action on 2024 Water System Fire Hydrant Installation Bids DPW Director Steber said that we had two areas where we needed additional hydrants. We received 2 quotes back. My recommendation would be to go with Robert J. Immel Exc., Inc. Motion [Moeller/Olk] to approve the quote from Immel in the amount of $19,630 for the installation of two hydrants. Roll call vote, 6 ayes, 0 nays, motion carried. Discussion and possible action on replacing of old hot water heater for the Village Municipal Service Center. DPW Director Steber said that the current water heater is no longer working at the municipal services center, and it is leaking from the bottom. A tankless water heater was one of the options. President Bellile asked if we needed an 80-gallon tank. She suggested a 50-gallon tank should be sufficient. Administrator Treadwell said if the board would like to go with a smaller tank, we would not bring this back to the board, we would get that installed. Motion [Moeller/Jewell] to approve the purchase of a 50-gallon hot water heater from Jeffs Water Conditioning. Roll call vote, 6 ayes, 0 nays, motion carried. Discussion and possible action accepting donation of a parcel and temporary road construction. Administrator Treadwell said that Clegg wants to donate the temporary road that enters Wildwind and lot 31 to the Village. Jim Clegg will reroute the road, through lot 31 and install two culverts. We would need to sign the donation agreement. Motion [Moeller/Olk] to accept the donation of parcels #240111379 and #240111341. Roll call vote, 6 ayes, 0 nays, motion carried. Setting up a COW to discuss 2025 Capital Improvement Projects Administrator Treadwell said that we would like to set it up before the next board meeting on September 19, 2024. Consensus was that the board agreed to have the next COW on Thursday, September 19, 2024 at 5:30 pm before the Village Board meeting. Report of Village Officials Clerk-Treasurer: The report is in the packet. Trustee Abitz asked if we could hold absentee voting hours longer than 3:00 pm daily. The clerk responded that residents always have the option of applying for an absentee ballot to be mailed to them. We do stay open until 5:00 pm on the Friday before the election. Director of Public Works: The report is in the packet. Next week we will be starting to break ground on the new playground and splashpad at Alonzo Park. Chief of Police: The report is in the packet. Trustee Moeller said that he had an anonymous letter concerning an inquiry of whether or not the Village has a drone. The Chief of Police said she is working through that with the Fire Department. The FAA says that both entities cannot have a drone (Fire Department and Police Department). The Chief of Police stated that yes, we do own one, but we don’t have one that operates. Library Director: The report is in the packet. I want to give credit to Nathan for suggesting pushing the longevity earlier. We have seen that retention in our employees. As of 2025 six of our eight employees will have longevity. As a Department Head that has had a massive amount of turnover in the last eight years since I have been here, that is huge. We have had great longevity because of this. Attorney: Nothing new Administrator: I did send out my weekly letter and with regards to Honeysuckle we are waiting for our engineer to get back to us on that. We know we have some laterals that will need to be replaced on Lincoln as well. DPW Director Steber said he wanted to get Rural Water out with a listening device as well. Any other miscellaneous topics for future discussion None Communications and Miscellaneous Business Black Otter Lake District news: We had our annual meeting last Monday on the 19th, and we had about 40 people attend. There were two main topics that were discussed. We had a presentation by the engineer that was hired and their initial study said that the lake has a very healthy fish environment, but it will never be a great swimming lake. Phosphorous is the main problem with the lake. The other topic was that the village residents approved the board commission could take the study and go before the County Board and present that and then we could have a wider participation to contribute to the lake. Building permit report: None Hortonville-Hortonia Fire District news: None Gold Cross Ambulance run reports and news: None Hortonville Civic Association: Unfortunately, we will have to postpone Octoberfest until next year. Senior Activities Committee: None Comments and suggestions from citizens present Lynne Mischker said that she is glad to hear that the lateral problem in our area is at least on the horizon.
