VILLAGE OF HORTONVILLE VILLAGE BOARD FEBRUARY 19, 2026 MEETING MINUTES APPROVED MARCH 5, 2026 President Jeanne Bellile called the meeting to order at 6:03 p.m. in the Community Center at 531 N. Nash St., Hortonville, Wisconsin. Trustees present: Bob Jewell, Shauna Keel, Carrie Lathrop, Jim Moeller, Jane Olk, and Julie Arendt Vanden Heuvel. Trustees absent: Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth, Director of Public Works Aaron Steber, Chief of Police Brian Bahr, Library Director Alexandrea Krause, and Attorney Ashley Lehocky. Consent Agenda Motion [Moeller/Arendt Vanden Heuvel] to approve as outlined. Roll call vote, 7 ayes, 0 nays, motion carried. A. Presentation of accounts and other claims against the Village Agenda Changes None Preregistered Citizens to be heard None Committee Reports Library Board – Trustee Lathrop said they had the meeting on Monday, and they went over the annual report, which was very good. Unfinished Business from previous meetings None New Business Proclamation Arbor Week Proclamation was accepted as presented. Discussion and possible action on Planning and Zoning Recommendation to approve Conditional use CU-1-26 Administrator Treadwell said that this conditional use was required as the owners are trying to sell and at one point the house was a duplex and they must have been rezoned as R1 single family. After one year it reverts back to the original zoning. The perpetuity was a topic of concern. Motion [Moeller/Arendt Vanden Heuvel] to approve the conditional use CU-1-26. Roll call vote, 7 ayes, 0 nays, motion carried. Discussion on “Less Mow May” DPW Director Steber said that we have suspended the grass cutting height for “No Mow May” and we would put it out that “Less Mow May” is an option if you chose. Discussion on Main Street Crosswalk Administrator Treadwell said that this was the crosswalk that we approved at the last meeting regarding the reconstruction of downtown. Trustee Arendt Vanden Heuvel said that we have nineteen businesses on the West side, and five on the east side of Pine Street. I think we need to move that crosswalk to the West side of the intersection. We would gain an extra parking spot if we moved it to the West side. Report of Village Officials Clerk-Treasurer: The report is in the packet. Director of Public Works: The report is in the packet. Reminder that we have a Public Works Committee meeting before the next board meeting on March 5th. Chief of Police: The report is in the packet. As of the 13th, Bryana is off probation and Jack is doing a great job with the training and is due to come off the training in early April. Library Director: A report was handed out that was taken to Madison. The first two pages of the report are what we took down to Madison for Library Legislative Day last week. We met with two senators and two representatives to talk about our Library in particular and also our libraries impact on the community. I also included a third page just for you. I have mentioned before that our municipal population is much smaller than our service population. That creates significant unique challenges for us. We are kind of in a library desert in our area where the next closest library is New London, but then the next closest library is Appleton. We really draw in a lot of Greenville, a fair amount of Grand Chute but also Dale, Ellington and a decent amount of Shiocton uses as well. The first graph shows the size comparison of circulation to actually lives here. However, with 4,400 registered library users, only 26% actually live here in the Village of Hortonville, the rest live in the municipalities around us. We had 84,000 checkouts, but only 17- 18% of that was to people here in town. We really are getting a lot of out-of-town folks using our library. The final graph is what is used to calculate our county funding. Of the residents that live in Outagamie County, only 4.5% of them have a library in their municipality. Last year we had $1,600 in revenue for printing and faxing. We are one of the only places that still do that. The biggest thing is that we have a library. We provide computer usage, printing, faxing, tax forms and things such as retirement savings, financial planning, and estate planning. Attorney: Nothing Administrator: The report is in the packet. I attended a conference last week. This week I was out of the office Monday and half of the day on Tuesday. I spent some time working on the fire fee and that is not as simple as doing a flat fee. I am using Ehlers, our financial advisors, and they are suggesting doing it by square footage. Any other miscellaneous topics for future discussion None Communications and Miscellaneous Business Black Otter Lake District news: Nothing new, next meeting is April 9th. Building permit report: None Hortonville-Hortonia Fire District news: Nothing Gold Cross Ambulance run reports and news: The January run report was submitted. Hortonville Civic Association: Nothing new Senior Activities Committee: Trustee Olk said that there was nothing new, I was not able to attend. There was a great turnout on Monday for the Historical Society. Comments and suggestions from citizens present None Adjournment Motion [Moeller/Jewell] to adjourn.
