VILLAGE BOARD
FEBRUARY 5, 2026 MEETING MINUTES
APPROVED MARCH 5, 2026
President Jeanne Bellile called the meeting to order at 6:00 p.m. in the Community Center at
531 N. Nash St., Hortonville, Wisconsin.
Trustees present: Bob Jewell, Shauna Keel, Carrie Lathrop, Jim Moeller, Jane Olk, and Julie
Arendt Vanden Heuvel.
Trustees absent: None
Officials/Staff present: Administrator Nathan Treadwell, Clerk-Treasurer Jane Booth, Director of
Public Works Aaron Steber, Chief of Police Brian Bahr, Library Director Alexandrea
Krause, and Attorney Tyler Pluff.
Consent Agenda
Motion [Arendt Vanden Heuvel/Olk] to approve as outlined. Roll call vote, 6 ayes, 0 nays, 1
abstain (Keel), motion carried.

New Business
Discussion and possible action on O-1-26 Amending the Burning Ordinance
Administrator Treadwell said that this was done with the Fire Department and our Village
Attorney.
Fire Chief Kuhnke said that the form is already created and will be available online on our
website under the Fire Department.
Discussion as to who is policing this? Chief Kuhnke said someone will call 911 and the fire
department will get dispatched. The landowner will get a copy of the form also. We are trying to
be proactive, and this is more of a safety thing.
Motion [Arendt Vanden Heuvel/Moeller] to approve Ordinance O-1-26 amending the Village of
Hortonville outdoor Burning Ordinance.
Roll call vote, 7 ayes, 0 nays, motion carried.
Discussion and possible action on Developers Agreement – Between the Village of
Hortonville and McHugh Construction – Nature’s Haven
Administrator Treadwell said that we are going over the wording with the attorney and their
attorney. The attorney has been trying to get ahold of their attorney, and they should connect
within a day or two.
Motion [Arendt Vanden Heuvel/ Olk] to approve the Developers Agreement – between the
Village of Hortonville and McHugh Construction – Nature’s Haven as presented to the board on
February 5th. If there are any changes, this will be brought back to the board for approval.
Roll call vote, 7 ayes, 0 nays, motion carried.
Discussion and possible action on Actuator Valve Replacement Quotes
DPW Director Steber said that there are three quotes to replace the actuator valve at the plant.
The quote from Dorner is what is matching our other valves that we have already and is the
cheapest. We only need items 2 and 3 on the quote.
Motion [Olk/Jewell] to accept the Dorner quote in the amount of $8,940.00 for the replacement
of the actuator valve.

Discussion on Main Street Reconstruction
Administrator Treadwell said that we can’t have the crosswalk at the location that we were
thinking. The County has approved the intersection on Nash Street, and they did add in a stop
sign, they shortened the lane to turn right.
Discussion and possible action on MOU Police Union Update
Chief of Police Bahr said that back in 2022 we created this 64-hour position because we had a
struggle retaining part time officers. We then approved it to be 80 hours, for that flex officer
position and there were a lot of things that didn’t apply. We got rid of a lot of the wording when it
came to scheduling. It is a flex officer position, 80 hours of work in a payroll the Chief of Police
will set the hours up to two weeks before. We have sent this off to legal and they have reviewed
it and the only issue they had was the number of minimum hours which is already set forth in a
different article in the contract. The second part of this, the village (Public Works) just had a
change to the clothing allowance, and we would like to change the officer clothing allowance,
and we would pay out an amount instead of a reimbursement through an invoice.
Motion [Arendt Vanden Heuvel/Olk] to accept the MOU for the Village of Hortonville Police
Union Update and to allow Village Administrator Nathan Treadwell and President Jeanne Bellile
to act on behalf and move forward with this.
Roll call vote, 7 ayes, 0 nays, motion carried.
Discussion and possible action on Sale of Property
Administrator Treadwell said that the County is requesting to buy a small portion where the
bridge will be from us. This is part of the Water Shed and they are cleaning up the little pie
shape – half of that. This is a portion of parcel # 4 in the drawing within the packet.
Motion [Arendt Vanden Heuvel/Jewell] to approve the waiver of appraisal for the fee acquisition
for the 364 square feet of property to Outagamie County for $345.80.
Roll call vote, 7 ayes, 0 nays, motion carried.
Report of Village Officials
Clerk-Treasurer: The report is in the packet.
Director of Public Works: The report is in the packet. Public Facilities is on February 19, at
5:00 pm.
Chief of Police: The report is in the packet. Newly hired Officer Jack Johnson is doing really
well on training. We are working on our 2026 schedule. Working on some strategies to maintain
our equipment, and working with other agencies, to make the most sense with our finances.
Library Director: Next Tuesday, I will be going to Madison with another staff member as well
as a Library Board Trustee for Library Legislative Day and having meetings with our local
senators to talk about library funding and library stuff.
Attorney: Nothing
Administrator: The report is in the packet. I spent time trying to get projects going for the next
year. I am working on the developer’s agreement.

Motion to go into Closed Session
Motion [Olk/ Jewell] to go into closed session under State Statute 19.85 (1)(g) “Conferring with
legal counsel for the governmental body who is rendering oral or written advice concerning
strategy to be adopted by the body with respect to litigation in which it is or is likely to become
involved.” Ambulance Fees – Litigation exception.
And
State Statute 19.85(1)(e) “Deliberating or negotiating the purchasing of public properties, the
investing of public funds, or conducting other specified public business, whenever competitive or
bargaining reasons require a closed session.” – Union Contract MOU
Unanimous voice vote, motion carried.
Board to return to Open Session
Motion [Jewell/Arendt Vanden Heuvel] to return to open session at 7:09 p.m. Unanimous voice
vote, motion carried.
