Minutes Airport Advisory Committee – Special Session February 13, 2024 12:00 PM Hot Springs Memorial Field 525 Airport Rd, Suite 100 Meeting called to order by Wendy Harris. 1. Roll Call Committee Members Committee Members present: Scott Lauck, Trent Foreman and Darren Clark. Absent: Mike Abram and Alex Mouton. Staff: Don Rowlett, Kent Trice and Wendy Harris. 2. Consider Approval of the Agenda Darren made a motion to approve the February 13, 2024 agenda. Trent seconded the motion to approve the agenda as presented. Motion passed. 3. Consider Approval of the Minutes Scott made a motion to approve the January 16, 2024 minutes. Darren seconded the motion to approve the minutes as presented. Motion passed. 4. Introduction of Guests Brian Albright – City Attorney, Lance Spicer – Deputy City Director, Susan Grinder former Flight Attendant from Hot Springs, AR. Michael Sindelar – Pilot from Bismarck, AR. 5. Old Business A. Virtower - Airport Operations Tracking system, that is being installed today. B. Airport Pick-up Truck - Proceeds coming back from the insurance of totaled truck totaling $20,000 that will go back into the budget. We will do a Budget Amendment to order a new truck. C. Vehicle Transfer - Kent is working on transferring a Police Tahoe to the Airport, we will exchange our Bucket Truck for the Tahoe. 6. New Business A. Appendix K – We will do CPI annually in March instead of in the lease. Which will make the CPI a smaller increment to the customer. We will issue a new Appendix K each year. Previous CPI was approved in 2021. January 2022-December 2023 was a 10% increase. Amendments to Airport Property Management Policy. We have removed the Sub-Lease items out of Leases. The only exception is an individual builds a hangar then they can Sub- Lease due to being the owner of the hangar. Trent made a motion to recommend the updated Property Rates Appendix K with the new CPI and the Airport Property Management Policy to the Board of Directors. Darren seconded the motion. Motion passed. B. Bids - Bids have gone out for a Landscaping and Mowing Contract, also informal bids for Bush Hogging of the outer perimeter of the airport. Work will begin in April 2024. Page 1 of 2 C. New Uniforms – Linemen received coats, hats, pants and belts. D. Fuel Sales - January 2024 fuel sales are down compared to January 2023; Avgas is 30% lower and Jet fuel is 15% lower. Inclement Weather (snow and ice) in January 2024 produced low fuel sales. E. Training – Chris Hatten is currently attending Avfuel Corporation Quality Assurance and Part 139 Fire Training in Tampa, FL. This training is required by FAA and the certification lasts 2 years. Kent and Don will be attending the 2024 Southwest Airports Partnership Conference in Hurst, TX on February 26th-28th. Also, all airport staff is currently doing online Digicast Training. Airport Management Staff are taking Incident Command System Training via FEMA. F. Solar Eclipse – The airport does not intend to host any special events during the time frame, but will operate in support of the anticipated air traffic. We are expecting a large influx of air traffic during the period of April 4th (4 -days before the event) through April 10th (2- days following the event). All airport personnel will be working. Maybe 1 or 2 Linemen to remain overnight to ensure FBO is opened on time and just case LifeNet needs fuel or services. We will have someone monitoring traffic and diverting non- airport business at the airport entrance. NOTAM will be issued proactively in the event Runway 13-31 needs to be closed for additional aircraft parking. G. Planning – Don, Kent and Alex Mouton are planning a trip to visit the Southern Airways Express Maintenance Facility in Memphis, TN. Currently working on a time frame and logistics. Possibility of facility moving to HOT. Arizona based Aircraft Maintenance Company, coming here to visit with Don. The Owner/Operator is from Hot Springs. He and his Partner will be here in March 21, 2024 7. Committee Members Comments and Questions None at this time. 8. Announcement of Next Meeting Date Next meeting is Tuesday, March 19, 2024, 12:00 P.M., Airport Conference Room, 525 Airport Rd. 9.
