Minutes Airport Advisory Committee March 19, 2024 12:00 PM Hot Springs Memorial Field 525 Airport Rd, Suite 100 Meeting called to order by Wendy Harris. 1. Roll Call Committee Members Committee Members present: Scott Lauck, Trent Foreman and Darren Clark. Absent: Mike Abram and Alex Mouton. Staff: Don Rowlett, Kent Trice and Wendy Harris. 2. Consider Approval of the Agenda Trent made a motion to approve the April 16, 2024 agenda. Darren seconded the motion to approve the agenda as presented. Motion passed. 3. Consider Approval of the Minutes Darren made a motion to approve the March 19, 2024 minutes. Trent seconded the motion to approve the minutes as presented. Motion passed. 4. Introduction of Guests No Guests Present 5. Airport Director’s Report 6. Old Business A. Virtower - Don gave a demonstration how Virtower works, and its capabilities (Traffic count, Noise abatement location, Tail # tracking, Daily movements, Reports, etc.) B. Appendix K – Property rates for the Hangars. Along with that we worked on the Property Management Policy Amendment, removing the Sub-Leasing from the Leases. The only exception is if someone comes in and builds their own Hangar then, the Hangar Owner would be allowed to sub-lease. But still having to coordinate with Airport Operations we know who is on the Airfield. Property Management Policy Amendment was approved by the BOD and will be published on the Airport Website. C. CPI - CPI adjustments will occur annually instead of every 2 years. In January the data will be reviewed to determine the CPI calculation, then will go to the BOD to be effective in March. For some T-Hangars, there are several periods of Appendix K, going back 10 years with no increase. Currently working on leases to get them updated and signed by tenants. D. 2024 Southwest Airports Partnership Conference – Don and Kent attended the conference in Hurst, TX. Met other Arkansas Airport Directors and Operations Managers. FAA conducted classes in conjunction with AAAE Chapter from the Southwest. 7. New Business A. Southern Airways Express – Don, Kent, Alex Mouton and Trent Foreman went to Memphis , Page 1 of 2 TN., to visit their Maintenance Facility. If SAE decided to move to HOT, we would be able to accommodate. Some of our larger hangars will would be able to manage if we get the opportunity. Spoke with the Maintenance Supervisor, who gave us a tour and answered any questions we presented. The Supervisor stated that less than half of the employees would not relocate due to having ties in the community. SAE has a total of 12 aircrafts that rotate through the facility for maintenance at any given time, but usually it’s about 4 or 5 at the most at any given time. B. Air Methods – Don sent a packet out to AAC Members. Haven’t gone into details about any kind of structure. The Meadows Homes would build and own the hangar. They would pay a land lease, and would have to revert back to the airport at some point. At other locations the lease operates for 30 years, then goes to 5-year increments. The same would be true for the crew quarters that will be set up. This is just a concept at this time. C. Runway 3 Aviation – Will be in town Thursday, March 21 at 10am. They will explain their concept of maintenance. They currently do large aircraft maintenance. They are from Arizona and will keep their operation there and want to open another location at HOT. They will start out small with 4-5 mechanics and their goal is to grow have 30 mechanics and aircrafts. Needs will be hangar and ramp space for parking aircrafts. D. Prep for Eclipse – Airport Management has taking online FEMA training that was required by the city. E. New Hire – FAA Part 139 Technician. Joseph (Joey) Foster start date March 25, 2024. 8. Committee Members Comments and Questions None at this time. 9. Announcement of Next Meeting Date Next meeting is Tuesday, May 21, 2024, 12:00 P.M., Airport Conference Room, 525 Airport Rd. 10. NEW BUSINESS • Don, Kent, Alex and Trent visited the Southern Airways Express’s Memphis maintenance facility on March 7, 2024. • Air Methods / Meadows Homes completed a site visit on March 13th to discuss their concept for constructing a 60’ x 60’ and adjacent crew quarters across from their current hangar (A- 1). • A prospective aviation maintenance company, Runway 3 Aviation, will visit with the airport and members of the advisory committee on March 21, 2024 to discuss their business model and the possibility of their opening a maintenance facility at HOT. • Continuation of preparing for the Solar Eclipse on April 8th. Related training – Kent and Wendy completed the 4 primary, of 6 FEMA Incident Command Courses; Chris and Michael completed the first 2 courses in the series. • New hire for the FAA Part 139 Operations Technician expected to start on March 25th, Joseph (Joey) Foster. 7.
