Meeting called to order by Wendy Harris.
1. Roll Call Committee Members
Committee Members present: Scott Lauck, Trent Foreman, Darrin Clark, & Mike Abram Absent: Alex
Mouton. Staff: Don Rowlett, Kent Trice and Wendy Harris.
2. Consider Approval of the Agenda
Trent Lauck made a motion to approve the July 16, 2024 agenda. Mike seconded the motion to
approve the agenda as presented. Motion passed.
3. Consider Approval of the Minutes
Darrin made a motion to approve the July 16, 2024 minutes. Mike seconded the motion to approve
the minutes as presented. Motion passed.
4. Introduction of Guests

5. Airport Director’s Report
Virtower Traffic Report – June 2024 had 2,212 movements compared to May 2024 which had 1,661
movements. Weather was a factor in the difference of movement numbers.
Fuel Sales – Avgas is down about 300 gallons from last year this time. Jet A Fuel is up about 1300
gallons from June 2023. Total sales are up $52,000.00 compared to this time last year.
Airport Leases – We are currently working to get the process cleaned up. Also working with the
Finance Department on some billing issues. Airborne is still way behind but 2 payments were made
that total $22,500.00.
Terminal Roof – Working on getting specs for a bid process. We had a company looking at the roof
and their bid was extremely high. So, the CHS has decided to open the project up in the bid process.
South Ramp Development – The new 80’ by 80’ hangar is moving forward. The planning process is
at 90% which was the benchmark. Part of the issues with that is fire protection. A hydrant needs to
be installed and the way the lines are run they have one set up next to the existing T-Hangar. Which
was not going to cost a lot but the HSPD couldn’t sign off on that because you go down a dead end
to get to the hydrant and go between the 2 hangars and if one is on fire you can’t drive between
them.
Hangar A-18 – Kent has been working with Royal Overhead Door. Royal was able to lower and
stabilize the door in the down position. The price for Royal was $6,009.00. The cost to repair the
door is about $14,000.00 and that price may be higher because we want all new hinges, cables and

hardware. This will be under the insurance and our deductible is $10,000.00. This will probably go to
a bid process.
Hangar A-19 – On the south side had some door issues. More preventative maintenance than
breakage. Most expenses come from lack of preventative maintenance program around the airport.
Alpha 10 Aviation – Water leakage which caused extensive mold. This will have to be remediated.
This will be an informal bid estimated to be $6,200.00. The damaged wall is between 2 hangars so
both sides of the hangar have to be done.
6. Old Business
A. Staffing– Angelie is our Full-Time Part 139 Technician. Her duties also include working the
front counter and doing Airport Field Inspections. Angelie will be attending the AAOA
Conference in September 2024 to be held in Eureka Springs, AR. John was hired to fill our
Part-Time lineman Position. He will be here through December 2024. He will then continue
his plans to join the Air Force.
B. Runway 3 – They have moved some equipment in hangar A-14. The aircraft that was
scheduled for maintenance, the customer has not presented the aircraft at this time. We
are currently working on their lease.
7. New Business
A. Operations Manager – This airport has not had maintenance program in decades. We are
in the real estate business. There are 95 private hangars and 10 commercial hangars and
they get zero maintenance. Mr. Jurgen, owner of Aerotech who is the tenant in hangar A-18
told Chris Hatten, HS Airport Maintenance, if you’re coming here to look at this hanger door
don’t, I’ll take care of it myself. Jurgen showed Kent all of the maintenance that he kept up
with on the hangar door. I came out here Sunday morning to open a hangar door and I was
here today at 7:45 am to open a hangar door. Resources have not been put to maintenance
for whatever reason. We may be at 525 Airport Rd., but our home address is peril. What
happened with that hangar door is going to happen again.
B. Move outs – There is an aircraft that we will be moving out of A-12. One has so much dust
on it and has flat tires. This aircraft hasn’t been flown in some time. It will be moved to the
derelict line. There is another one that hasn’t paid in a long time that we will pull out on to
the ramp. The tenant will begin to receive a ramp fee as well as a storage fee for all his
belongings that are in the hangar.
8. Committee Members Comments and Questions
Airborne – Trent asked what ever came of separating the leases for Airborne? Don replied that the
leases are separated on Wendy’s monthly billing sheet. The issue that when the payment goes to
finance it is allocated to the Airborne account not to the hangar A-2 or hanger A-3. We are working
with finance on this matter.
Airport Advisory Committee made the suggestion to give Airborne a paid in full deadline date.
Committee members also suggested to bring to the BOD that the Airport needs money for lease hold
improvements.
9. Announcement of Next Meeting Date
Next meeting is Tuesday, September 17, 2024, 12:00 P.M., Airport Conference Room, 525 Airport Rd.
10. Adjournment
There being no further business to come before the committee, Darrin made a motion that the
meeting be adjourned. Mike seconded the motion. Motion passed.
