Minutes Airport Advisory Committee June 18, 2024 12:00 PM Hot Springs Memorial Field 525 Airport Rd, Suite 100 Meeting called to order by Wendy Harris. 1. Roll Call Committee Members Committee Members present: Scott Lauck, Trent Foreman, (Via Ring Central), Absent: Alex Mouton, Darren Clark and Mike Abram. Staff: Don Rowlett, Kent Trice and Wendy Harris. 2. Consider Approval of the Agenda Scott Lauck made a motion to approve the July 16, 2024 agenda. Trent seconded the motion to approve the agenda as presented. Motion passed. 3. Consider Approval of the Minutes Mike made a motion to approve the June 18, 2024 minutes. Darren seconded the motion to approve the minutes as presented. Motion passed. 4. Introduction of Guests No Guests Present 5. Airport Director’s Report FAA Inspection – June 4-6, 2024. Overall, the inspection went well. The write-ups received were mostly on the administrative side, training records. The records were there previously but were unable to be located when asked for. The ARFF portion was written up also for training. Kent will be working more closely with the Training Supervisor as not to have a repeat next year. We have some short deadlines to get some issues completed. We have started but all is not completed so Don will be sending a letter requesting an extension. Virtower Report – Traffic counts for May was 1161 movements. That’s compared to 2051 in April 2024 which had the Eclipse. Fuel Sales – Avgas is down compared to May of 2023. Jet A Fuel is up and is equal to May 2023. Due to gas prices increased. Weather has a lot to do with General Aviation Aircrafts. Airport Staffing – 2 Part-Time Seasonal Positions have been created and we have selected candidates to fill both positions. Currently the candidates are going through HR to complete all paper work and Pre-Employment Drug Screening. Candidates should begin working the week of June 24, 2024 and will both work 20 hours per week. The 2 positions will be paid with the money that was saved from the Part 139 Position not being filled for six months. Candidates are an HSU Student who will enter the Air Force in the fall, and a Mature Gentleman. Caleb from FLHS is volunteering five hours per week. South Ramp Hangar Project – Is moving forward. The planning stages are taking place now. The grants were previously approved. KHOT will go ahead with the build using the reserve funds. The Page 1 of 2 new hangar will be a larger parking hangar and will not be used for commercial purposes. Airport Hangars – 100% occupied with 23 on the waiting list. Runway 3 – Came in on 6/18/2024 with some of their ground crew. They should have the 1st aircraft on campus this week. Hangar A-18 – Tenant is almost moved out. There was a catastrophic incident to the bi-fold hangar door. Cables and hinges were ripped off. Eight cables operate the door and three snapped off. The door is now closed but needs to be repaired or replaced. The previous plan was to move Physicians Air Transport to A-18 and consolidate several of their leases around the airport to one hangar. Which would have given Runway 3 more space in A-14. Now that issue has to have a new plan. Runway 3 is fine with the space they have currently and will be able to service their customer base with the space provided in A-14. 6. Old Business A. Airborne – Bill Burrough, Lance Spicer, Brian Albright and Don went to visit with Airborne and look around the facility and talk to the CEO JB Kirk. The problem they are having are leaking roofs on the south side of the hangar. They had water coming in under the hangar, over the slab and coming into some offices. Last month Airborne was $122,000.00 in the hole. Their billing has A-2 and A-3 combined into one balance. Airborne would like for each hangar to be invoiced separately. Once the separation has occurred all forward payments will go to A-2 and then they will give up that hangar. JB Kirk has made a payment of $12,500.00 which was applied hangar A-2 on May 31, 2024. A payment in the in the same amount should be made this week. B. Terminal Roof – There is an extremely wide gap between the insurance and the contractor who came to look at the job. The contractor came in at $188,000.00 to replace the terminal roof. The insurance was at $100,000.00. The CHS recommendation was to bid out the job. The roof that will be replaced is the main terminal, not the FBO or the Passenger Waiting Area. C. Taxiway Repainting – Taxiway Markings will be repainted on Delta and the connectors to Runway 5-23. Painting will begin on June 17, 2024 thru June 20, 2024. Runway 5-23 will be closed (NOTAM 06/18) Friday, June 21st, from 1230Z (7:30am local) to 2300Z (6:00pm local). 7. New Business A. Airport Vehicle – Ford Explorer picked up and will be on campus today. The Chevy Tahoe from the HSPD is at the paint shop. 8. Committee Members Comments and Questions None at this time. 9. Announcement of Next Meeting Date Next meeting is Tuesday, July 16, 2024, 12:00 P.M., Airport Conference Room, 525 Airport Rd. 10.
