Minutes Airport Advisory Committee September 24, 2024 12:00 PM Hot Springs Memorial Field 525 Airport Rd, Suite 100 Meeting called to order by Wendy Harris. 1. Roll Call Committee Members Committee Members present: Scott Lauck, Trent Foreman, Mike Abram, Darrin Clark and Alex Mouton. Staff: Kent Trice and Wendy Harris. Absent Don Rowlett. 2. Consider Approval of the Agenda Trent Lauck made a motion to approve the agenda. Mike seconded the motion to approve the agenda as presented. Motion passed. 3. Review Minutes of Previous Meeting Regular meeting held on September 24, 2024. 4. Introduction of Guests No Guests Present 5. Airport Director’s Report Fuel Sales – Avgas and Jet A are up from August of 2023. Total gallons of Avgas for August 2023 were 9,618.2 compared to 10,285.2 for August 2024. Total gallons of Jet A for August 2023 were 28,625 compared to 34,798 for August 2024. Virtower – The traffic count for August 2024 had 1052 take-off’s and 1107 Landings. This is not including the touch in goes which were 132. For the year we are at 12,673 movements and for August 2024 we had 1312 movements. Hangar A-18 – The Door has been removed, repaired all the structural damaged pieces on the door. Replacing 100% of the hinges. There was damage to the header of the building when the door went all the way up and slammed in. It turned out to be a fabricated I beam on both ends so that had to get made. This will drive up the price $4500.00. In an overall project for $20,000.00 that is not too bad. When something is damaged like that there is bound to be surprises along the way. We believe the door will be back in place and functioning by Friday. Royal Overhead Door is the contractor for the project. New 80’ by 80’ Hangar – The public/private partnership that became the CHS project. on the Southside; to save costs because of the utility and fire hydrant. The hangar will now be an 80’ by 70’. There is still a demand for space. There are currently 25 people on the hangar waiting list. The cost to get on the waiting list is $150.00. Staffing – We were approved for two (2) part-time positions to run through December 2024. Originally it was October but was extended to December 2024 because we did not fill the positions Page 1 of 3  so those dollars are still available. Sebastian Delano, was the candidate who was hired. During his interview he stated that he was looking for a career and somewhere to stay. He started yesterday and hopefully will transaction into Andrey’s position. At this time, we do not have an exit date for Andrey. Taxiway Project – $1.8 million additional dollars will be applied to the taxiway project. Crack Seal Project – Project to begin fall 2024 or spring 2025 depending on the weather. Roof Replacement – This project was awarded to Capital Builder Solutions who had the lowest bid, and came around $90,000.00. The highest bid was $300,000.00. There was a company whose bid was mid-level, Ketcher. This is a company who has done with CHS for the Solid Waste Department. The hail damage at the airport was estimated at $100,000.00. Capital was in the range of what was estimated by the insurance company. The insurance will provide $54,784.34. Comfort Systems will remove and replace the HVAC units. Start date is undetermined. There will be a meeting to discuss which areas need to be marked off and other logistics. 6. Old Business Mold Remediation – Job complete. All mold has been removed; air ducts have been cleaned of all spores. Last part of the job is hanging drywall. This will be done by our in-house maintenance technician Chris Hatten. He is out on medical for the next 3 weeks. When he returns Kent will have him do a takeoff on materials. The job is pretty much sheet rock, tape, paint and flooring. Alpha 10 Aviation is receiving a break on rent of $156.00 for inconvenience of office space being unusable due mold. 7. New Business A&P School – Meeting with General Jeff Lorgren, Metro Partnership, Lance Spicer and a representative from NPC. The meeting went well. There is a short one semester program for Aviation Maintenance at NPC. Kent stated that the airport could work out the facility part, and asked is there someone in the program at NPC contact the FAA and find out what the requirements are to get certification. Kent received a yes answer from the NPC representative. 8. Committee Members Comments and Questions Airborne – Committee wanted know the status of Airborne starting with what is the number they are up to at this point. On the last minutes they were at $132,484.00. The last time we met, Don had submitted paperwork for termination and eviction to the City Attorney. Wendy hasn’t received any further phone calls from JB Kirk (owner) to pay on his accounts. The day before our last meeting the utilities (water) were scheduled to be disconnected, and there was a payment made. The committee gave the recommendation to evict Airborne as a tenant of the airport. Very little activity is happening at the hangar. The employees of Airborne are concerned and see the writing on the wall. If there is a lot of interest in the space, we should cut our losses and fill the hangar with someone who can pay the rent. We get a judgement against Airborne and try to collect at some point. Election Commission – will be using the Bill Edwards Center as a voting location for the upcoming election. Early voting begins Monday, October 21, 2024. Church Group – Passed on using the Bill Edwards Center, it wasn’t going to suit their needs. They were looking for more of a hangar open space that needed less sprucing up. Minutes Correction It was stated in the August 2024 minutes that Alex began the conversation about the number of Jets needed to be a national designation, Trent started the conversation.
