Roll Call: Terry Kent, Leslie Ramsey, Kelly Thomason, Kelly Cowart, Alice Marshall 3. New Business: A. 2020 Substantial Amendment to Reallocate Funds to Coronavirus Relief & Response Public Services Michelle Sestili will present the amendment. CDAC Chair will open the floor for public comments. Citizens will be called in the order in which they signed in to speak. Michelle Sestili will locate speakers social-distancing in the hallway or parking area, as needed. CDAC will publicly discuss and consider recommending the 2020 Substantial Amendment to 2017, 2018 and 2019 Annual Action Plans as amended to the City Board of Directors with or without revisions, or remand to the CDBG Administrator for substantial changes. B. Evaluation of New Information Regarding FY2020 Proposals for Baseball Trail Park Walking Trail and Chelsea Street Sidewalks City of Hot Springs Planning & Development Director Kathy Sellman will present new information regarding public safety and need for the $52,000 proposal to replace the asphalt walking trail at Baseball Trail Park with concrete and for $40,080 Chelsea Street Sidewalks. CDAC Chair will open the floor for public comments. Citizens will be called in the order in which they signed in to speak. Michelle Sestili will locate speakers social-distancing in the hallway or parking area, as needed. CDAC will publicly discuss the new information and consider recommending to the Hot Springs Board of Directors that previously recommended priority 5 Baseball Trail Walking Trail be moved to priority 16 and that previously recommended priority 16 Chelsea Street Sidewalks be moved to Priority 5. C. Consider Allocating $17,633.78 in Fiscal Year 2020 Funds to Off-Cycle Infrastructure Improvements for Targeted Neighborhood Revitalization and Economic Development Michelle Sestili will ask CDAC to consider allocating $17,633.78 to Off-Cycle Infrastructure rather than leave an uncommitted balance in the 2020 Annual Action Plan. CDAC Chair will open the floor for public comments. Citizens will be called in the order in which they signed in to speak. CDAC will publicly discuss and consider recommending to the Hot Springs Board of Directors the proposal to allocate a remaining balance of $17,633.78 in FY2020 funds to Off-Cycle Infrastructure Improvements for Neighborhood Revitalization and Economic Development. 4.
