I. Call To Order
Chair Marzulla called to order the regularly scheduled meeting of the Architectural and
Historic Board of Review of the City of Hudson at 7:30 p.m. in the meeting room of Town
Hall.
II. Roll Call
Present: 5 - Mrs. Czyzak, Mr. Drummond, Ms. Marzulla, Mr. Morris, and Mr. Seiple
Absent: 2 - Mrs. Church, and Mr. Grant
Staff in attendance: Mr. Hannan, City Planner; Ms. Soloman, Associate Planner
III. Public Comment
Chair Marzulla opened the meeting to public comments for anyone wanting to address the
Board on any agenda item. There were no comments.
IV. Consent Applications
Approval of the Consent Agenda
A motion was made by Mr. Drummond, seconded by Mrs. Czyzak, to approve the
Consent Agenda. The motion carried by the following vote:

V. Old Business
A. 2014-440 6826 Majestic Oaks Drive (Reserve at River Oaks S/L 1)
New Construction Residential (new two story single family house)
Submitted by Keith Filipkowski
Keith Filipkowski of Pulte Homes was present for the meeting. The Board reviewed the
revised plans addressing the comments from the previous meeting. There was discussion on
the proposed flue system. Mr. Filipkowski agreed to incorporate a stone chimney extending
from the roof to cover the flue system for this specific house plan option. There was further
discussion on the proposed basement windows and options for the window above the front
door. The Board requested both cut views of proposed windows for all future applications.
A motion was made by Mr. Morris, seconded by Mr. Drummond, that this AHBR
Application be approved with the following conditions:
a) Add a stone chimney extending from the roof to cover the flue system at the side
elevation.
b) Provide detail page for proposed basement windows.
c) A typical window will be incorporated above the front door.
d) Conditional upon approval from City Consultant Engineer.
The motion carried by the following vote:

The Board reviewed the revised plans addressing the comments from the previous meeting.
There was discussion on the proposed dormers and placement of the basement windows.
A motion was made by Mr. Drummond, seconded by Mrs. Czyzak, that this AHBR
Application be approved with the following conditions:
a) Provide detail page for proposed basement windows.
b) Conditional upon approval from the City Consultant Engineer.
The motion carried by the following vote:
Aye: 5- Mrs. Czyzak, Mr. Drummond, Ms. Marzulla, Mr. Morris, and Mr. Seiple
VI. New Business

Ellet Sign Company
Amy Noble of Ellet Sign Company was present for the meeting. The Board reviewed the
revised plans that were submitted prior to the meeting.
A motion was made by Mr. Drummond, seconded by Mr. Seiple, that this AHBR
Application be approved as amended.
The motion carried by the following vote:

B. 2014-471 63 Division Street
Fence (4 ft. wood picket to match existing fence on the property)
Submitted by Elizabeth B. King - Historic District
Ms. Marzulla appointed Ms. Czyzak to the Historic District Subcommittee for the next two
cases.
Elizabeth B. King was present for the meeting. The Historic District Subcommittee reviewed
the application. There was discussion on the proposed fence location.
Mr. Drummond reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans as presented.
A motion was made by Mr. Morris, seconded by Mr. Seiple, to accept the
recommendation of the Historic District Subcommittee.
The motion carried by the following vote:

porch)
Submitted by Anthony Slabaugh Remodeling - Historic District
Mr. William Wooldredge, homeowner, was present for the meeting. The Historic District
Subcommittee reviewed the application. There was discussion on the proposed window style
and construction.
Mr. Drummond reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans as presented.
A motion was made by Mr. Seiple , seconded by Ms. Czyzak, to accept the
recommendation of the Historic District Subcommittee.
The motion carried by the following vote:

D. 2014-469 12 North Oviatt Street
Alteration (window replacement)
Submitted by Siena Construction Services - Historic District
Andrew Laudato of Siena Construction Services was present for the meeting. The Historic
District Subcommittee reviewed the application. There was discussion on the condition of the
existing windows and proposed window details.
Mr. Drummond reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans as presented.
A motion was made by Ms. Czyzak, seconded by Mr. Morris, to accept the
recommendation of the Historic District Subcommittee. The motion carried by the
following vote:

A representative of Renewal by Anderson was present for the meeting. The Board discussed
the proposed window alteration.
A motion was made by Mr. Drummond, seconded by Mrs. Czyzak, that this AHBR
Application be approved.

Alteration (replace two windows with larger double hung windows at side
elevation)
Submitted by Timothy Czyzak - Historic District
Ms. Czyzak abstained from review of this application.
Timothy Czyzak, homeowner, was present for the meeting. The Historic District
Subcommittee reviewed the application. There was discussion on the placement of the new
windows on the west side of the house.
Mr. Drummond reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans with the following conditions:
a) Windows will be the same height.
b) Window trim will match the existing trim.
A motion was made by Mr. Morris, seconded by Mr. Seiple, to accept the
recommendation of the Historic District Subcommittee.
The motion carried by the following vote:
Aye: 4- Mr. Drummond, Ms. Marzulla, Mr. Morris, and Mr. Seiple

G. 2014-464 2710 Ravenna Street
Addition (kitchen)
Submitted by Fred Thaxton
Fred Thaxton, homeowner, was present for the meeting. The Board reviewed the plans for a
proposed kitchen addition. There was a discussion on adding a window at the front elevation
and the Board determined it would not be required.
A motion was made by Mr. Drummond, seconded by Mr. Seiple, that this AHBR
Application be approved.
The motion carried by the following vote:

H. 2014-478 750 West Streetsboro Street
Accessory Structure (maintenance/storage building)
Submitted by Battaglia Construction
Mr. Battaglia the applicant, the architect for the project, and Mr. Rick Shuping from Christ
Community Chapel were present for the meeting. The Board reviewed the plans for a
maintenance building that was constructed prior to approval of a zoning certificate due to the
Summit County Department of Building Standards erroneously issuing a building permit.
There was discussion on alterations that could be made to the structure to bring it more into
compliance with the design standards. The application was withdrawn at the request of the
applicant to further review their options. Revised plans will be submitted for review at a
future meeting.

VII. Other Business
Staff updated the Board on several open cases. Mr. Hannan said the comment letter from
Chamber, Murphy & Burge regarding substitute materials has been requested for the January
14, 2015 meeting.

Hearing no further business, Chair Marzulla adjourned the meeting at 9:15 p.m.

from the front of main mass and located over 100 feet from the street.

Accessory Structure (maintenance/storage building)
Submitted by Battaglia Construction
a) Property owner signature is needed on the application form.
b) Accessory buildings shall incorporate some elements similar to the main
structure. Suggest incorporating siding or roof materials to match the main
building.
c) All facades over ten feet shall have at least one opening with spacing of
approximately every 12 feet. The installed structure is screened by existing
vegetation to the south (rear). Additional openings would be appropriate at
the east and west side elevations.
d) Label the height of the building to the midpoint between the ridge and eave.
e) Submit photographs of the existing main structure on the property and views
of this structure from the street.
