Call To Order Chair Marzulla called to order the regularly scheduled meeting of the Architectural and Historic Board of Review of the City of Hudson at 7:30 p.m. in the meeting room of Town Hall. II. Roll Call Present: 7 - Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple Staff in attendance: Mr. Hannan, City Planner; Ms. Soloman, Associate Planner IV. Public Comment There were no comments presented from the public. V. Consent Applications A motion was made by Mr. Drummond, seconded by Mr. Seiple, to approve the Consent Agenda. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple A. 2014-486 200 Laurel Lake Drive Accessory Structure (dock) Submitted by Michael Rowe, Laurel Lake Retirement Community This AHBR application was approved on the consent agenda. City of Hudson, Ohio Page 1 Architectural & Historic Board of Review Meeting Minutes - Final January 14, 2015 B. 2014-477 1920 Georgetown Road Sign (one ground sign - Kings Medical Group/HD Supply Power Solutions) Submitted by Central Graphics This AHBR application was approved on the consent agenda. VI. Old Business A. 2014-478 750 West Streetsboro Street Accessory Structure (maintenance/storage building) Submitted by Battaglia Construction Richard Schuping and George Roth were present for the meeting. The plans for the maintenance building were revised based upon comments from the previous meeting. There was a discussion on window placement, the roof color, the appropriateness of frieze board and incorporating evergreen landscaping to screen the view from the street. A motion was made by Mr. Drummond, seconded by Mrs. Church, that this AHBR Application be approved as amended with the following conditions: a) Incorporate trim at windows on east and west sides. b) Paint mandoor to match the color of overhead doors. c) Add panel of windows on two smaller overhead doors. d) Remove closed shutters from rear elevation. e) Add evergreen lanscaping on other side of parking lot to screen the view from the north. Proposed landscaping must be added to the final site plan. f) AHBR would not normally approve this structure; however a building permit was issued in error by Summit County Department of Building Standards without approval of a zoning certificate and the structure was already built. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple VII. New Business A. 2015-005 46 Ravenna Street Sign (one building sign - Gasperi Italian Coffee House) Submitted by Becker Signs Inc. Brian Becker was present for the meeting. There was a discussion on revised plans that had been submitted prior to the meeting. A motion was made by Mrs. Church, seconded by Mrs. Czyzak, that this AHBR Application be approved as amended with the following conditions: a) Window signs will be removed. b) A zoning certificate for sign approval cannot be issued until a complete use application for the business has been submitted to the Community Development department. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple City of Hudson, Ohio Page 2 Architectural & Historic Board of Review Meeting Minutes - Final January 14, 2015 B. 2015-006 21 Aurora Street Alteration (porch floor replacement, repair/replacement of doors and shutters, roof replacement, re-inspection of expired zoning certificate for window replacement) Submitted by David Peterson David Peterson, representing Christ Church Episcopal, was present for the meeting. The Historic District Subcommittee reviewed the plans. There was a discussion on the proposed alterations and the work that was completed without approval. Mrs. Church reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans as revised with the following condition: a) If doors need to be replaced, a resubmittal will be required. A motion was made by Mr. Morris to accept the recommendation of the Historic District Subcommittee, and seconded by Mr. Grant, that this AHBR Application be approved as amended. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple VIII. Other Business A. 2014-20 Continued Discussion on Substitute Materials Mr. Hannan commented on the letter provided by the firm Chambers, Murphy & Burge on the proposed changes to the Architectural Design Standards related to substitute materials. The Board discussed the comments and recommendations. There was further discussion on addressing demolition by neglect and defining parameters for an economic feasibility report. A motion was made by Mr. Drummond, and seconded by Mrs. Church, to approve the draft text changes to the Architectural Design Standards and to forward the recommendation to City Council for approval. The motion was carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple III. Election of Officers Mrs. Church made a motion to nominate Ms. Marzulla as Chair. Mr. Grant seconded the motion. Ms. Marzulla accepted the nomination. Mr. Seiple made a motion to nominate Mr. Drummond as Chair. Mr. Drummond accepted the nomination. By a show of hands Ms. Marzulla was elected Chair by a 4-3 vote. Mr. Seiple seconded the motion. Mr. Drummond accepted the nomination. Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple Mr. Grant made a motion to nominate Mrs. Church as Secretary. Ms. Marzulla seconded the motion. Mrs. Church accepted the nomination. Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple Mrs. Church made a motion that Ms. Marzulla, Mr. Drummond, and Mrs. Church continue to serve on the Historic District subcommittee, and Mrs. Czyzak and Mr. Grant also be appointed as members. Mr. Seiple seconded the motion. All accepted the nomination. Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple Mr. Drummond made a motion that Mr. Morris and Mr. Seiple continue to serve on the Design subcommittee for Districts 6 and 8. Mr. Grant seconded the motion. All accepted the nomination. Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris, and Mr. Seiple X. Old Business A. 2014-478 750 West Streetsboro Street Accessory Structure (maintenance/storage building) Submitted by Battaglia Construction Revised plans have been submitted to add a window at the east and west elevations, closed shutters at the south elevation, fascia and frieze board, and additional landscape screening. a) Accessory buildings shall incorporate some elements similar to the main structure. Suggest incorporating siding or roof materials to match the main building. b) Incorporate the proposed fascia and frieze board shown on the 11”x17” plan on complete full size plan set and identify the proposed material. c) A darker roof color would blend with the surroundings and be more compatible with the main structure. d) Trim should be incorporated at all window and door openings. e) Staff recommends removing the closed shutters at the south elevation and incorporating additional landscape screening. AHBR to discuss the proposed shutters. f) AHBR member questioned whether brick to match the main building as a foundation detail had been considered. g) AHBR member questioned the appropriateness of a frieze board with metal siding. h) AHBR member suggests green garage doors with a panel of windows. i) Suggest additional evergreen landscaping along the parking lot to screen the view from the north. VII. New Business A. 2015-005 46 Ravenna Street Sign (one building sign - Gasperi Italian Coffee House) Submitted by Becker Signs Inc. a) The Land Development Code requires window signs to be identical if repeated in multiple windows. b) A zoning certificate for sign approval cannot be issued until a complete use application for the business has been submitted to the Community Development Department. City of Hudson, Ohio Page 2 Printed on 1/14/2015 Architectural & Historic Board of Review CD Meeting Agenda - Final-revised January 14, 2015 B. 2015-006 21 Aurora Street Alteration (porch floor replacement, repair/replacement of doors and shutters, roof replacement, re-inspection of expired zoning certificate for window replacement) Submitted by David Peterson - Historic District - recommend referral to the Historic District Subcommittee pursuant to LDC 1203.12 - no recommendation The church has proposed the following scope of work: · The front porch floor has been replaced without approval of a zoning certificate. The floor material was changed from wood to vinyl. · The column bases have been replaced. · The shutters on the Beebe House and Chapel will be repaired with existing materials. · The front doors will be repaired or replaced with wood doors to match. · The roof will be replaced with shingles to match existing roof material. · Request for re-inspection of the expired zoning certificate for twelve replacement windows previously approved on June 13, 2012. a) The design standards require replacement with like materials when repair is not feasible. Question the appropriateness of vinyl floor material. b) Identify the material used for the column bases. VIII. Other Business A. 2014-20 Continued Discussion on Substitute Materials III.
