I. Call To Order
Chair Marzulla called to order the regularly scheduled meeting of the Architectural and
Historic Board of Review of the City of Hudson at 7:30 p.m. in the meeting room of Town
Hall.
II. Roll Call
Present: 4 - Ms. Czyzak, Mr. Drummond, Ms. Marzulla and Mr. Seiple
Absent: 3 - Ms. Church, Mr. Grant and Mr. Morris
Staff in attendance: Ms. Soloman, Associate Planner; Ms. Zipay, Planning Technician
III. Public Comment
Chair Marzulla opened the meeting to public comments for anyone wanting to address the
Board on any agenda item.
Ms. JulieAnn Hancsak, of 60 Division St., commented on the Hudson Heritage Association
kickoff meeting to be held September 10th at Barlow Community Center and invited all
AHBR members to attend.
IV. Consent Applications
A motion was made by Mr. Drummond, seconded by Mrs. Czyzak, to approve the
Consent Agenda.
The motion carried by the following vote:

V. New Business
A. 2015-363 116 West Streetsboro Street
Sign (one building sign - Painting with a Twist)
Submitted by Denise Ohlemacher
Ms. Denise Ohlemacher, the business owner, was present for the meeting. The sign plan for
the building and the proposed sign installation were discussed. Ms. Ohlemacher confirmed the
proposed sign consisted of all individual letters.
A motion was made by Mrs. Czyzak, seconded by Mr. Drummond, that this AHBR
Application be approved as submitted.
The motion carried by the following vote:

B. 2015-344 4511 Hemingway Court
Alteration (privacy screen for deck)
Submitted by Jason Pastorius
Mr. Jason Pastorius, the contractor, was present for the meeting. The design of the proposed
screening was discussed.
A motion was made by Mr. Seiple, seconded by Mr. Drummond, that this AHBR
Application be approved with the following condition:
a) Incorporate framed lattice below the deck.
The motion carried by the following vote:

C. 2015-370 38 Church Street
Alteration (rebuild retaining wall, cornerboards, soffits, fascia, at the detached
garage and replace/replace house trim and window sills)
Submitted by Cynthia Dearborn - Historic District
The Historic District Subcommittee reviewed the application. Mr. and Mrs. Dearborn, the
homeowners, were present for the meeting. The materials being proposed for the scope of
work were discussed.
Mrs. Czyzak reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans as presented.
A motion was made by Mr. Seiple, seconded by Mr. Drummond, to accept the
recommendation of the Historic District Subcommittee.
The motion carried by the following vote:

D. 2015-371 78 Aurora Street
Alteration (roof overhang at rear elevation, wood siding to cover concrete
block)
Submitted by Lisa Lemmens - Historic District
The Historic District Subcommittee reviewed the application. Mrs. Lisa Lemmens, the
homeowner, was present for the meeting. Ms. Lemmens gave an overview of the proposed
alterations. She stated that the concrete block would remain as existing and the proposed
wood siding at the rear elevation was removed from the application.
Mrs. Czyzak reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans as revised with the following conditions:
a) Incorporate brackets to match the existing house at the roof overhang.
A motion was made by Mr. Drummond, seconded by Mr. Seiple, to accept the
recommendation of the Historic District Subcommittee.
The motion carried by the following vote:

Addition (main house addition, new porch, demolition of existing attached

Submitted by John Fritz - Historic District
The Historic District Subcommittee reviewed the application. Mr. John Fritz, the homeowner,
and Mr. Dennis Saxe, the architect, were present for the meeting. The proposed lattice
material, the siding, windows, and height of the detached garage were discussed.
Mr. Drummond reported that all members of the Historic District Subcommittee waived
the two meeting review period and recommended granting a Certificate of
Appropriateness for the plans as revised with the following conditions:
a) The lattice material below the porch will be framed treated wood.
A motion was made by Mrs. Czyzak, seconded by Mr. Seiple, to accept the
recommendation of the Historic District Subcommittee.

F. 2015-368 6672 Rosewood Trail (The Reserve at River Oaks S/L 15)
Alteration to New Construction (resubmittal of new house plans)
Submitted by Pulte Homes
Mr. Keith Filipkowski, of Pulte Homes, was present for the meeting. Mr. Filipkowski relayed
the desire of the buyers to have the plans approved as originally submitted. He explained this
house plan was previously approved in this subdivision and the same elevation has also been
sold for S/L 32. He said this plan has been removed from their sales options and requested
approval as presented with the addition of a sun room at the rear.
A motion was made by Mr. Drummond, seconded by Mrs. Czyzak, that this AHBR
Application be approved as revised with the following conditions:
a) A sun room will be added at the rear elevation. Revised plans will be submitted to the
Community Development department.
b) Provide specifications for the stone material.
The motion carried by the following vote:

G. 2015-347 6661 Regal Woods Drive (The Reserve at River Oaks S/L 32)
New Residential Construction (two-story single family house)
Submitted by Pulte Homes
Mr. Keith Filipkowski, of Pulte Homes, was present for the meeting.
A motion was made by Mr. Drummond, seconded by Mr. Seiple, that this AHBR
Application be approved with the following conditions:
a) Incorporate a different stone material from the stone used on S/L 15. Provide
specifications.
b) This elevation plan with imbalanced stone at the front will not return to the Board
for a future proposal.
c) Conditional upon approval from City Consultant Engineer.

Mr. Keith Filipkowski, of Pulte Homes, was present for the meeting.
A motion was made by Mr. Seiple, seconded by Mrs. Czyzak, that this AHBR
Application be approved with the following condition:
a) Conditional upon approval from City Consultant Engineer.
The motion carried by the following vote:

VI. Other Business
A. TMP-1539 MINUTES OF PREVIOUS ARCHITECTURAL AND HISTORIC BOARD OF

A motion was made by Mr. Drummond, seconded by Mr. Seiple, that the May 22, 2013
and October 23, 2013 meeting minutes be approved.
The motion carried by the following vote:

Sign (one building sign - Painting with a Twist)
Submitted by Denise Ohlemacher
a) The sign plan for the building requires all signs to have individual letters.
The proposed lettering appears to meet the intent of this requirement.
b) Question the compatibility of the proposed sign and the rest of the
signage on the building with the number of accent materials and
additional graphics.
B. 2015-344 4511 Hemingway Court
Alteration (privacy screen for deck)
Submitted by Jason Pastorius
a) Question the appropriateness of solid fence panels on a deck. Suggest a
screen wall design with additional architectural detail such as framed lattice
and trim. The proposed privacy screen wall incorporates lattice above a solid
panel on top of the lattice below the deck and is detached from the house.
C. 2015-370 38 Church Street
Alteration (rebuild retaining wall, cornerboards, soffits, fascia, at the

Submitted by Cynthia Dearborn - Historic District - recommend referral to
the Historic District Subcommittee pursuant to LDC 1203.12 - no
recommendation
a) Provide material specifications if a material other than wood is proposed
for the cornerboards, fascia, soffit and siding.
b) Provide a brochure or material sample of the stone is proposed.
c) Confirm the retaining wall material.
d) AHBR member requests close up photographs of the condition of all
boards and trim proposed to be replaced.
D. 2015-371 78 Aurora Street

Submitted by Lisa Lemmens - Historic District - recommend referral to the
Historic District Subcommittee pursuant to LDC 1203.12 - no
recommendation
a) Suggest visually supporting the roof overhang with columns or a bracket
system.
b) The design standards state materials should be consistently applied on all
sides of a mass. Confirm where the proposed wood siding to cover the
existing block will terminate.

Historic District Subcommittee pursuant to LDC 1203.12 - no
recommendation
a) Provide specifications for the proposed windows and garage doors.
b) Question the use of azek/vinyl lattice below the porch as it is not
compatible with the time period of the house or the porch floor and
railing material.
c) The design standards state the front door or main entrance to a building
shall be visible from the street. Reposition the porch steps to the front
elevation door from the side to the front to create a more prominent
entry.
F. 2015-368 6672 Rosewood Trail (The Reserve at River Oaks S/L 15)
Alteration to New Construction (resubmittal of new house plans)
Submitted by Pulte Homes
a) AHBR reviewed this new house application at the August 26, 2015
meeting and approved as revised with the condition to remove the stone from
the right bay at the front elevation and the option of incorporating shake
siding in the gables. The applicant is requesting reconsideration of the
originally submitted plans. Staff notes this house plan has already been
approved for S/L 40 in this subdivision and a similar plan was approved for
S/L 16. Copies of the approved plans are in the file for reference.
