I. Call To Order
Chair Marzulla called to order the regularly scheduled meeting of the Architectural and
Historic Board of Review of the City of Hudson at 7:30 p.m. in the meeting room of Town
Hall.
II. Roll Call
Present: 5 - Ms. Church, Mr. Drummond, Mr. Grant, Ms. Marzulla and Mr. Morris
Absent: 2 - Ms. Czyzak and Mr. Seiple

III. Public Comment
Chair Marzulla opened the meeting to public comments for anyone wanting to address the
Board on any agenda item.
Ms. Julie Ann Hancsak, of 60 Division Street, addressed the Board. She reminded the Board
of their duty to protect the historic district and its character. With reference to the project at
42 Aurora St., she asked the Board to consider the context, scale, and impact it would have on
its surroundings. She referred to the preamble of the Architectural and Design Standards and
commented on the principles related to the public realm taking precedence over individual
buildings and respecting the environment in which buildings are placed.
Ms. Francois Kinney, of 63 College Street, addressed the Board. She indicated that the 42
Aurora St. project was out of scale with neighborhood structures and would detract from the
historic district's character.
Ms. Inga Walker, of 189 Aurora St., addressed the Board in regards to the 42 Aurora St.
project. She said she opposed the project and indicated she feels the project is out of scale
with the streetscape, property, and district.
Ms. Sharon Reichert, of 29 Division St., addressed the Board. Ms. Reichert explained that she
has a small house and the character of her house and the others in the historic district is the
reason why people love the village so much.
Mr. Robert Douglass, of 48 Aurora St., addressed the Board. He objects to the 42 Aurora St.
project because the two-story detached garage proposed does not fit within the landscape of
the historic district and no other project like it exists in the district. He expressed concerns
about setting a precedent.
Mr. David Adams, of 172 Aurora St., addressed the Board and expressed his opposition to the
proposed project at 42 Aurora St.

A motion was made by Mr. Drummond, seconded by Mr. Grant, to approve the Consent
Agenda.

Demolition (demolish existing house)

Mr. and Mrs. Meredith, the homeowners, were present for the meeting. The request for
demolition of the property was discussed.
A motion was made by Mr. Drummond, seconded by Mr. Morris, that the AHBR finds
that 6192 Stone Road does not have architectural or historic significance. Further,
AHBR finds that the applicant for a permit to demolish this building will not voluntarily
consent to the retention of this building.

B. 2015-389 7524 Herrick Park Drive
Accessory Structure (storage shed)
Submitted by Diane Schwarz
Mr. and Mrs. Schwarz, the homeowners, were present for the meeting. The proposed storage
shed, which has a gambrel style roof, was discussed in relation to the main structure, which
has a hip roof. Mr. Schwarz requested to increase the size of the shed to 10x16 if the gable
roof would be required to accommodate additional space for storage. The Board indicated a
larger shed with a gable roof would be an appropriate solution.
A motion was made by Mrs. Church, seconded by Mr. Grant, that this AHBR
Application be approved with the following conditions:
a) Gambrel roof will be revised to a gable roof.
b) Shed dimensions will be increased to 10x16.

Mr. Bill Buehl, of A and B Roofing, was present for the meeting. The plans for the shake
siding in the recessed portion of the front elevation were discussed.
A motion was made by Mr. Drummond, seconded by Mrs. Church, that this AHBR
Application be approved as submitted.

Submitted by Todd Salsberry - Historic District
The Historic District Subcommittee reviewed the application. Mr. and Mrs. Salsberry, the
homeowners, and Mr. Richard SirLouis, of Home Sweet Home Remodeling, were present for
the meeting. The Board discussed whether or not the existing house contributes to the historic
district. The Board members came to a consensus that the property does contribute and should
therefore be reviewed according to the Secretary of the Interior's Standards. The
Subcommittee reviewed the revised plans submitted at the meeting and determined that they
would use the two meeting review period and visit the site.
Mrs. Church reported that the Historic District Subcommittee recommends using the
two meeting review period to visit the site. A motion was made by Mr. Grant, seconded
by Mr. Morris, to accept the recommendation of the Historic District Subcommittee.

Informal Discussion - front porch addition - Historic District

The Board reviewed this application from Other Business prior to 80 Ravenna Street in order
to review both agenda items for 80 Ravenna Street at the same time.
Mr. and Mrs. Slopnick, the homeowners, were present for the meeting. They indicated that
their home is located in the historic district but was built in 1992. The Slopnick's requested
guidance from the Board on their proposal for a front porch addition. The Board reached a
consensus that the proposal would be appropriate for the home and district.

F. TMP-1561 80 Ravenna Street
New Residential Construction (two-story single family house, detached
garage)
Submitted by Heritage Homes of Hudson, LLC
Mr. Allen Sveda, Mr. Bob Mastriana, and Mr. Joe Centazarite, of Heritage Homes of Hudson,
were present for the meeting. Mr. Mastriana gave a presentation of the Founder's Lane project
proposal. Samples of Hardiboard siding, shingles, and Versatex were provided. There was
discussion on the building type standards and the proposed wing forward of the main body.
The Board considered this house in context with the entire development and determined this
was a unique and exceptional design and had no concerns with the proposed massing. There
was further discussion on the proposed materials and multiple proposed fence styles. The
Board had no concerns with the plans as presented.
A motion was made by Mr. Drummond, seconded by Mr. Morris, that this AHBR
Application be approved with the following conditions:
a) Conditional upon approval from City Consultant Engineer.

A. TMP-1572 80 Ravenna Street - Founder’s Lane project
Informal Discussion

Mr. Mastriana gave an overview of the proposed project at 80 Ravenna Street. The proposal
includes a private drive and single family attached development.
B. TMP-1497 42 Aurora Street
Informal Discussion - two design options for proposed detached garage
Submitted by Ted Georger
Mr. and Mrs. Knights, the homeowners, and Mr. Ted Georger, the contractor, were present
for the meeting. The Board of Zoning and Building Appeals reviewed the application for
variance at the September meeting, and the decision was tabled to the next meeting. Mr.
Georger revised the plan for the detached garage from a height of 22 feet to 17 feet. The
Historic District Subcommittee indicated that the double windows on the front elevation
would not be appropriate for the design, and that a site visit would be necessary to fully
examine the scope of the proposed design.
C. TMP-1581 5661 Stow Road
Informal Discussion - Addition (NC Soccer)
Mr. Charles Corcoran, the architect, presented plans for a 30,000 square foot indoor soccer
field addition. The addition would be constructed in a metal prefabricated material.

only make the following findings: “AHBR finds that 6192 Stone Road (has
OR does not have) historic or architectural significance. Further AHBR

not) voluntarily consent to the retention of these buildings. Unless the
applicant agrees to retain the building, a zoning certificate will be issued for
the demolition.

a) The design standards state the roof of an accessory structure should be
the same shape as the roof on the main house. The existing house has a hip
roof. Question if the gambrel style roof is appropriate.

a) The design standards state materials must be consistently applied on all
sides of a mass. Question the use of shake siding at the front elevation
only.
b) The design standards state a second material may be used on a building
projections, gable ends, entrance recesses or to emphasis the horizontal
or vertical divisions of a building. Question if a second material is
appropriate in recessed area that is not an entrance.

Submitted by Todd Salsberry - Historic District - recommend referral to the
Historic District Subcommittee pursuant to LDC 1203.12 - no
recommendation
AHBR informally reviewed plans for a proposed addition and major exterior
alterations at this property at the August 26, 2015 meeting. The plans have
been revised to a design that more closely complies with the building type
standards and maintains similar massing to the original house.
a) The standards for historic properties include those buildings which are
contributing to historic districts and buildings which are designated as
historic landmarks. AHBR should make a determination on whether this
property is contributing to the Historic District. The house is located on
a private drive and was built in 1952. It currently has a more modern
design than typical in the historic district. Staff does not find the building
to be contributing and recommends reviewing per Section IV of the
design standards.
b) The design standards state the walls of the main body must be all one
material and an additional material may be used to call attention to
composition. The proposal includes stucco and shake siding with existing
brick at the front elevation. Suggest using the proposed shake siding as
an accent material on the gable ends of the garage and in the recessed
entrance at the front and rear elevations, and removing the shake siding
from the second floor of the main mass.
c) Provide manufacturer’s information on the proposed stucco and provide
a material sample.
d) Suggest incorporating a column at the left side of the garage overhang to
match the column at the right side.
e) Incorporate steps with solid risers at the new doors at the front and rear
of the main mass.
f) Confirm shake siding is proposed for the screened porch and label the
framing and column material.
g) The design standards state all facades greater than 10 feet shall have at
least one window or door opening. Suggest additional screened openings
at the rear elevation.
h) The maximum impervious surface coverage for an individual
single-family use in District 4 cannot exceed 60% of the total gross area
of the underlying lot. Provide the amount of existing and proposed
impervious surface and the percentage of coverage.
i) AHBR member requests specifications including dimensions for the
proposed windows.

a) Staff identified the building as a Two Story Wing Type. Section IV-4(b)(2)
of the design standards states the front face of the main body must
forward at least 18” from the front face of the wings. The proposed
master bedroom extends 8’8” from the front face of the main body. Staff
notes the Board may also review the project under Section II-1c. of the
design standards for a unique program design and intent of the project.
b) The design standards state materials on any mass must be consistently
applied on that mass on all sides of the structure. The proposed board
and batten siding appears to terminate at a column.
c) Provide the height and material for the proposed fencing. The maximum
height of a fence in the front and side yard is four feet. AHBR to review
the use of two different fence styles.
d) Show the fireplace vent on the elevations, if proposed.
e) AHBR member request material sample for the Versatex sheet.
f) AHBR member suggests additional fenestration in the 12’3” span without
an opening to the right of the bay projection at the right elevation.
g) Conditional upon approval from City Consultant Engineer.
