Call To Order Chair Marzulla called to order the regularly scheduled meeting of the Architectural and Historic Board of Review of the City of Hudson at 7:30 p.m. in the meeting room of Town Hall. II. Roll Call Present: 4 - Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris Absent: 3 - Mrs. Czyzak, Mr. Grant and Mr. Seiple Staff in attendance: Mr. Hannan, City Planner; Ms. Soloman, Associate Planner III. Public Comment Chair Marzulla opened the meeting to public comments for anyone wanting to address the Board on any agenda item. There were no comments. IV. Consent Applications A motion was made by Mr. Drummond, seconded by Mr. Morris, to approve the Consent Agenda. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris City of Hudson, Ohio Page 1 Architectural & Historic Board of Review Meeting Minutes - Final December 9, 2015 A. 2015-513 7912 Stow Road Alteration (front porch railing) Submitted by A.R.M. Construction This AHBR application was approved on the consent agenda. B. 2015-506 46 Ravenna Street C-5 Sign (two building signs - All Around Cyclery) Submitted by Brent Forrer This AHBR application was approved on the consent agenda. C. 2015-496 7231 Valley View Road Accessory Structure (in ground pool) Fence (four foot aluminum) Submitted by American Construction This AHBR application was approved on the consent agenda. V. New Business A. 2015-512 5829 Darrow Road Sign (one building sign - Neoskin Medical Spa) Submitted by ES Sign Group Mr. Nate Milstein of ES Sign Group was present for the meeting. The Board discussed the thickness of the proposed pin mounted letters and determined the sign was acceptable as presented. A motion was made by Mrs. Church, seconded by Mr. Drummond, that this AHBR Application be approved as presented. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris B. 2015-510 2157 Hudson-Aurora Road Alteration (patio door replacement) Submitted by Gunton Corp. - Pella Window & Door - Historic Landmark The Historic District Subcommittee reviewed the application. A representation from Gunton Corp. was present. The Subcommittee had no concerns with the proposed patio door replacement. Mrs. Church reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans as presented. A motion was made by Mr. Morris, seconded by Mr. Drummond, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris City of Hudson, Ohio Page 2 Architectural & Historic Board of Review Meeting Minutes - Final December 9, 2015 C. 2015-390 5880 Eastham Way Addition (front porch) Submitted by Jeff Eiswerth - BZBA approval of a variance to the minimum front yard setback on November 19, 2015 - Docket #2015-13 Mr. Jeff Eisworth, the homeowner, was present for the meeting. The Board reviewed the revised plans and determined the proposed front porch was acceptable as presented. A motion was made by Mr. Drummond, seconded by Mr. Morris, that this AHBR Application be approved as presented. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris D. 2015-514 33 Division Street Alteration (conversion of sunroom to master bedroom suite, new front porch, remove chimney, window and door alterations) Submitted by Clemens Architecture - Historic District The Historic District Subcommittee reviewed the application. Ms. Rebecca Pantuso of Clemens Architecture was present for the meeting. There was discussion on the proposed aluminum clad windows, the removal of the chimney, and the use of closed shutters at the east elevation. Mr. Drummond reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness with the following conditions: a) Shutters will be removed from the double window at the east elevation. b) Closed shutters with trim will be incorporated in place of the existing window at the east elevation. A motion was made by Mr. Morris, seconded by Mrs. Church, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris E. 2015-515 28 Fox Trace Lane Addition (master bedroom suite) Alteration (siding, windows, and front porch) Submitted by Clemens Architecture The Board reviewed the revised plans submitted at the meeting. Ms. Rebecca Pantuso, of Clemens Architecture, was present for the meeting. There was discussion about adding a window at the south elevation of the addition. The Board determined the plans were acceptable as presented. Ms. Pantuso presented a sample of Boral siding, a composite material, and she requested to change the siding from Hardiboard to this product for the entire house. The Board had no concerns with the proposed material. A motion was made by Mr. Drummond, seconded by Mrs. Church, that this AHBR Application be approved as presented. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris City of Hudson, Ohio Page 3 Architectural & Historic Board of Review Meeting Minutes - Final December 9, 2015 F. 2015-516 7211 East Firelands Drive Addition (enclosed porch) Alteration (siding and window replacement) Demolition (remove roof at covered porch) Submitted by Northeast Ohio Renovations Mr. Bob Hegedish, of Northeast Ohio Renovations, was present for the meeting. This project was started prior to approval of a zoning certificate. Mr. Hegedish described the addition and proposed alterations. Mr. Drummond asked the applicant if a building permit was required for this project and whether a permit was issued. Mr. Hegedish said a permit would be required and one had not been issued. The Board indicated that the proposed addition must incorporate a foundation to match the house to be compatible. There was further discussion on the number of proposed window types, the proposed application of shake and scalloped siding, and the proposed alterations to the existing covered porch. Mr. Hegedish withdrew the application to discuss these issues with the homeowners and to consider other options. G. 2015-517 152 Hudson Street Addition (master suite, laundry room, and screened in porch) Submitted by New Leaf Home Design - Historic District The Historic District Subcommittee reviewed the application. Ms. Hallie Bowie of New Leaf Home Design, Mr. John Heinickel the contractor, and Mr. & Mrs. Winters the homeowners, were present for the meeting. There was discussion on the proposed roofline and material change where the addition meets the main house, the proposed eyebrow windows, and the shutters at the west elevation. Mrs. Church reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans with the following conditions: a) Remove the shutters from the west elevation windows. b) Conditional upon approval from the City Engineering department. A motion was made by Mr. Morris, seconded by Mr. Drummond, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris H. 2015-489 6184 Wessington Drive (Canterbury on the Lakes Phase 4 S/L 161) New Residential Construction (two-story single family house) Submitted by Prestige Homes Mr. Jon Russell, of Prestige Homes, was present for the meeting. There was discussion on a look alike concern with the house at S/L 159. A motion was made by Mr. Drummond, seconded by Mrs. Church, that this AHBR Application be approved with the following conditions: a) Add keystones above all windows. b) Remove the grids from double hung windows at the rear elevation. Grids will remain in the transom windows and the small fixed window at the rear. c) Conditional upon approval from the City Engineering department. d) Conditional upon approval from the City Consultant Landscape Architect. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris City of Hudson, Ohio Page 4 Architectural & Historic Board of Review Meeting Minutes - Final December 9, 2015 I. 2015-494 6607 Regal Woods Drive (The Reserve at River Oaks S/L 24) New Residential Construction (single family two-story house) Submitted by Pulte Homes Mr. Keith Filipkowski, of Pulte Homes, was present for the meeting. There was discussion on the look alike concern between S/L 24 and S/L 25. The Board determined the two homes differed in wall material and roof shape due to the reverse gables proposed on S/L 25. A motion was made by Mr. Morris, seconded by Mr. Drummond, that this AHBR Application be approved as presented. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris J. 2015-495 6615 Regal Woods Drive (The Reserve at River Oaks S/L 25) New Residential Construction (single family two-story house) Submitted by Pulte Homes A motion was made by Mr. Drummond, seconded by Mrs. Church, that this AHBR Application be approved. The motion carried by the following vote: Aye: 4- Mrs. Church, Mr. Drummond, Ms. Marzulla and Mr. Morris Mr. Filipkowski requested clarification on whether vinyl lap siding and vinyl shake siding could be considered different materials for look alike criteria. The Board confirmed the two materials would be considered different. VII. Other Business A. TMP-1741 MINUTES OF PREVIOUS ARCHITECTURAL AND HISTORIC BOARD OF REVIEW MEETINGS. A motion was made by Mr. Drummond, seconded by Mrs. Church, that the October 28, 2015 meeting minutes be approved as amended. E. 2015-515 28 Fox Trace Lane Addition (master bedroom suite) Alteration (siding, windows, and front porch) Submitted by Clemens Architecture a) The design standards state large expanses of blank walls should be avoided and fenestration placement should be at a maximum of every twelve feet. Question the span at the south side of the addition with the oval window in the gable. A stop work order has been issued. b) Staff notes there are multiple items not in compliance with the design standards. Staff recommends AHBR confirm the design concerns and request resubmittal of plans accurately depicting all changes for the next meeting. c) The design standards state any mass may have no more than one special window. The proposed addition has slider and half round windows. Suggest revising the sliders to double hung windows to match the typical window of the house or removing the half round windows from the plan. d) The designs standards state additions should be designed to be compatible with the main structure by incorporating materials and a foundation to match. A foundation to match the house must be incorporated. e) The design standards state materials must be consistently applied on all sides of a mass. The proposed shake siding must be incorporated on all sides of the house and not at the front elevation only. f) Label the type of skirting material proposed below the deck since the existing lattice was removed. g) AHBR member commented that adding siding to ground level is not appropriate. G. 2015-517 152 Hudson Street Addition (master suite, laundry room, and screened in porch) Submitted by New Leaf Home Design - Historic District - recommend referral to the Historic District Subcommittee pursuant to LDC 1203.12 - no recommendation a) AHBR to discuss the proposed eyebrow windows. b) AHBR questions why the clipped gable at the rear mass is needed as it is not typical of the house. c) AHBR member suggests shutters at the west elevation window. d) Question the awkward roofline where the addition meets the main house with the new siding on the same plane as the existing brick. The new roof of the addition overlaps the historic structure. e) Conditional upon approval from Engineering Department.
