Call To Order Chair Marzulla called to order the regularly scheduled meeting of the Architectural and Historic Board of Review of the City of Hudson at 7:30 p.m. in the meeting room of Town Hall. II. Roll Call Present: 7 - Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple Staff in attendance: Mr. Hannan, City Planner; Ms. Soloman, Associate Planner; Mrs. Zipay, Planning Technician III. Public Comment Chair Marzulla opened the meeting to public comments for anyone wanting to address the Board on any agenda item. There were no comments. IV. Approval of the Consent Agenda A motion was made by Mr. Drummond, seconded by Mrs. Czyzak, to approve the Consent Agenda. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple City of Hudson, Ohio Page 1 Architectural & Historic Board of Review Meeting Minutes - Final January 13, 2016 A. 2016-008 85 Milford Drive Non-Residential Accessory Structure (three replacement antennas - AT&T) Submitted by Black & Veatch This AHBR Application was approved on the consent agenda. B. 2015-524 1813 Norton Road Accessory Structure (storage shed constructed prior to zoning certificate approval) Submitted by Elizabeth Bucur This AHBR Application was approved on the consent agenda. V. Old Business A. 2015-516 7211 East Firelands Drive Addition (enclosed porch) Alteration (siding, front door, garage door, and window replacement, add stone at chimney and entire house foundation, new knee wall, and porch columns, new board and batten shutters) Demolition (remove roof at covered porch) Submitted by Northeast Ohio Renovations Mr. Bob Hegedish, of Northeast Ohio Renovations, was present for the meeting. This application was withdrawn at the last meeting and revised plans have been submitted for review. The requirement of a full foundation for the three seasons room, the proposed shutter size, a transition between the stone foundation and the vinyl siding, and the proposed iron columns, and knee wall were discussed. AHBR members expressed concerns with the proposed kneewall at the front porch and the mix of architectural styles. Mr. Hegedish withdrew the application to discuss the issues with the homeowners and to consider other options. Revised plans showing a full foundation, a sill detail and a revised front elevation will be submitted for review at a future meeting. VI. New Business A. 2015-504 5791 Sunset Drive Alteration (alterations to previously approved plan, stone incorporated at front of garage only, shake siding in the garage gable end) Submitted by Frank Perrotta Mr. Paul Keller, the builder, and Mr. Frank Perrotta, the homeowner, were present for the meeting. The alteration to the previously approved plan was discussed. Mr. Keller indicated the siding that was to be used for the project was discontinued and therefore the stone was incorporated in the project. The application of the stone and the shutters on the front elevation window near the garage were discussed. A motion was made by Mr. Drummond, seconded by Mr. Seiple, that this AHBR Application be approved as built. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple City of Hudson, Ohio Page 2 Architectural & Historic Board of Review Meeting Minutes - Final January 13, 2016 B. 2016-014 2 Ellsworth Court Alteration (alteration to previously approved plans, revise roof at attached garage) Submitted by Todd Salsberry - Historic District The Historic District Subcommittee reviewed the application. Mr. Todd Salsberry, the homeowner, was present for the meeting. Mr. Salsberry gave an overview of the proposed change to the original garage roof plans. Mrs. Church reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans as presented. A motion was made by Mrs. Czyzak, seconded by Mr. Grant, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple C. 2016-002 41 South Oviatt Street Non-Residential Accessory Structure (roof and ground mounted solar panels - Barlow Community Center) Submitted by Casey Weinstein Mr. Jess Ennis, of Ecojiva, was present for the meeting. The color of the panels and the age of the roof were discussed. A motion was made by Mr. Morris, seconded by Mr. Seiple, that this AHBR Application be approved as presented. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple D. 2015-526 204 North Main Street Non-Residential Alteration (roof replacement - The Learned Owl) Submitted by A & B Roofing - Historic District The Historic District Subcommittee reviewed the application. Ms. Liz Murphy, the property owner, and Mr. Arnold Buehl, a representative for A & B Roofing, were present for the meeting. Ms. Murphy indicated that many repairs have been done over the years since she purchased the building and that the weight of the tiles is a challenge to continuing to repair the roof. Mr. Drummond said this was a historically significant roof material in Hudson and this type of clay tile was still available. The Historic District Subcommittee decided to use the two week review period and schedule a site visit to further review the existing conditions and the proposed material. City of Hudson, Ohio Page 3 Architectural & Historic Board of Review Meeting Minutes - Final January 13, 2016 E. 2016-007 130 North Oviatt Street Non-Residential Alteration (two replacement doors at the east elevation, four new condensing units, new furnace vents) Submitted by Neville Architects - Historic District The Historic District Subcommittee reviewed the application. Mr. Jim Neville, the architect, and Mr. Jeff Jacob, of Western Reserve Academy, were present for the meeting. Mr. Neville gave an overview of the project. Mrs. Czyzak reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans as presented. A motion was made by Mr. Morris, seconded by Mr. Grant, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple F. 2016-009 Founders Lane New Residential Construction (nine single family attached houses) Submitted by The 4M Company Architects - Planning Commission site plan approval on December 14, 2015 - Case #2015-29 Mr. Allan Sveda, the architect, Mr. Bob Mastriana and Mr. Joe Cantanzriti of 4M Company Architects, were present for the meeting. Mr. Mastriana gave an overview of the project. A motion was made by Mr. Drummond, seconded by Mrs. Church, that this AHBR Application be approved as presented. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple VII. Other Business A. TMP-1764 Informal Discussion Proposed house design Submitted by Prestige Homes Mr. Jon Russell and another representative of Prestige Homes, and a potential property owner were present for the meeting. The proposed home design and garage configuration were discussed. The AHBR determined the concept would be acceptable on this lot based on the significant front yard setback and the unique conditions on the property. B. TMP-1773 MINUTES OF PREVIOUS ARCHITECTURAL AND HISTORIC BOARD OF REVIEW MEETINGS. A motion was made by Mr. Drummond, seconded by Mr. Grant, that the December 9, 2015, November 12, 2015, May 28, 2014, and April 9, 2014 meeting minutes be approved. The motion carried by the following vote: Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple City of Hudson, Ohio Page 4 Architectural & Historic Board of Review Meeting Minutes - Final January 13, 2016 VIII. Election of Officers Mr. Grant made a motion to nominate Mr. Drummond as Chair. Mr. Seiple seconded the motion. Mr. Drummond accepted the nomination. Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple Mr. Drummond made a motion to nominate Ms. Marzulla as Vice Chair. Mr. Morris seconded the motion. Ms. Marzulla accepted the nomination. Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple Mrs. Church made a motion to nominate Mr. Morris as Secretary. Mr. Drummond seconded the motion. Mr. Morris accepted the nomination. Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple Mrs. Church made a motion that Ms. Marzulla, Mr. Drummond, Mrs. Church, Mr. Grant, and Mrs. Czyzak continue to serve on the Historic District Subcommittee. Mr. Drummond seconded the motion. All accepted the nomination. Aye: 7- Mrs. Church, Mrs. Czyzak, Mr. Drummond, Mr. Grant, Ms. Marzulla, Mr. Morris and Mr. Seiple Mr. Grant made a motion that Mr. Morris and Mr. Seiple continue to serve on the Design Subcommittee for Districts 6 and 8. Mr. Drummond seconded the motion. All accepted the nomination. A stop work order has been issued. b) The designs standards state additions should be designed to be compatible with the main structure by incorporating materials and a foundation to match. The applicant has proposed stone veneer to grade along the deck foundation of the addition. AHBR members commented that a full foundation to match the house will be required. c) Shutters should be sized to visually appear to close over the windows. AHBR Board member suggests 12” shutters appear too narrow. Increase the shutter size to half the width of the window. d) Suggest incorporating a stone sill between the proposed stone foundation and the vinyl siding. e) AHBR member questions if the proposed iron columns match the style of the house. VI. New Business A. 2015-504 5791 Sunset Drive Alteration (alterations to previously approved plan, stone incorporated at front of garage only, shake siding in the garage gable end) Submitted by Frank Perrotta a) The design standards state materials used on any mass must be applied consistently on that mass on all sides of the structure. The stone was installed at the front elevation of the garage only. b) The design standards state details on a wing must be consistently applied throughout all sides of that wing. The shutters approved at the front elevation window near the garage door should be installed. c) The design standards state the walls of the main body must be all one material, or an additional material may be used to call attention to composition. Vinyl siding, stone and shake in the gable end are proposed. AHBR requests additional close up photos of the existing roof. b) Provide written documentation of the scope of the previous repair work completed. c) Provide a sample of the proposed roof material at the meeting and photographs of existing structures with this roof shingle. d) The design standards state deteriorated materials shall be repaired where feasible, rather than replaced. In the event that replacement is appropriate, the new material should be compatible in composition, design, color and texture. If the subcommittee determines replacement of the roof is appropriate, question if the proposed material is an acceptable substitute for clay tile or if a standard shingle could be considered, so a false historic element is not created. e) The Historic District Subcommittee may use the two meeting review period to further review the proposed material. f) AHBR Board member questions who has inspected the roof and if the applicant received an estimate to repair the existing tile. E. 2016-007 130 North Oviatt Street Non-Residential Alteration (two replacement doors at the east elevation, four new condensing units, new furnace vents) Submitted by Neville Architects - Historic District - recommend referral to the Historic District Subcommittee pursuant to LDC 1203.12 - no recommendations City of Hudson, Ohio Page 3 Printed on 1/13/2016 Architectural & Historic Board of Review CD Meeting Agenda - Final-revised January 13, 2016 F. 2016-009 Founders Lane New Residential Construction (nine single family attached houses) Submitted by The 4M Company Architects - Planning Commission site plan approval on December 14, 2015 - Case #2015-29 - no recommendation a) The proposed houses are not subject to lookalike review; however, variety in design is key to this review. Identify which design is proposed for each unit. b) AHBR informally reviewed this project at the September 23, 2015 meeting. Staff notes the plans do not comply with the following design standards; however, AHBR approved these design elements with the approval of the first house on September 23, 2015: · The front face of the main body must sit forward at least 18” from the front face of the wings. AHBR determined the massing was acceptable due to the unique program design and the intent of the project. · Materials must be applied consistently on a mass on all sides of the structure. AHBR determined the material transition under the front porch was appropriate. · Details in the main body must be consistently applied on all sides.
