Call To Order Chair Drummond called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. II. Roll Call Present: 5 - Mr. Drummond, Ms. Marzulla, Mr. Morris, Mr. Seiple and Mr. Waldeck Absent: 2 - Mr. Congin and Mr. Grant Staff in attendance: Ms. Soloman, Associate Planner; Mr. Campbell, Executive Assistant. III. Public Comment Chair Drummond opened the floor for public comments. Mr. Donovan Husat spoke regarding the significance of the design of the Lustron home located at 147 Elm Street and his hope that the home can either be restored or if demolished the parts made available for repair of other Lustron homes. IV. Consent Applications A motion was made by Ms. Marzulla, seconded by Mr. Morris, to approve the Consent Agenda. The motion carried by the following vote: Aye: 5- Mr. Drummond, Ms. Marzulla, Mr. Morris, Mr. Seiple and Mr. Waldeck City of Hudson, Ohio Page 1 Architectural & Historic Board of Review Meeting Minutes - Final January 25, 2017 A. 2017-019 7923 Valley View Road Sign (ground sign - The Meadows) Submitted by E.S. Sign & Design, LLC This AHBR application was approved on the consent agenda. VI. New Business A. 2017-011 147 Elm Street Demolition (detached garage and house) Submitted by Peter & Clare Smith Ms. Clare Smith of 147 Elm Street was present for the meeting. The potential to donate the structure was discussed. A motion was made by Mr. Waldeck, seconded by Mr. Morris, that the AHBR finds the home at 147 Elm Street has historic or architectural significance. Further, AHBR finds that the applicant for a permit to demolish this building will not voluntarily consent to the retention of these buildings. Unless the applicant agrees to retain the building, a zoning certificate will be issued for the demolition. The motion carried by the following vote: Aye: 5- Mr. Drummond, Ms. Marzulla, Mr. Morris, Mr. Seiple and Mr. Waldeck B. 2017-029 81 East Streetsboro Street Fence (change approved 3 ft. wood picket fence to 3 ½ ft.) Submitted by Peter & Amiee Wiley - Historic District Ms. Amiee Wiley, the property owner, was present at the meeting to discuss the application and answer questions. The Historic District Subcommittee reviewed the application. The height and style of the proposed fence was discussed. Ms. Marzulla reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans once the dicussed revisions are submitted to staff. A motion was made my Mr. Morris, seconded by Mr. Seiple, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 5- Mr. Drummond, Ms. Marzulla, Mr. Morris, Mr. Seiple and Mr. Waldeck City of Hudson, Ohio Page 2 Architectural & Historic Board of Review Meeting Minutes - Final January 25, 2017 C. 2017-020 58 Owen Brown Street Alteration (changes to previously approved plans, addition to existing one story connection between the main house and addition with Hardiboard siding on the west elevation, revised rear deck columns from 8” to 6”, composite deck railing material) Submitted by Ronald Zelenak - Historic District Ms. Solomon introduced the case. Mr. Ronald Zelenak was present at the meeting to represent the application. The proposed post size and the removal of what is thought to be an original window was discussed. Ms. Marzulla reported that all members of the Historic District Subcommittee waived the two meeting review period and recommended granting a Certificate of Appropriateness for the plans with the following conditions: a) Incorporate 8" posts b) Utilize or store the original window that is proposed to be removed. A motion was made by Mr. Waldeck, seconded by Mr. Morris, to accept the recommendation of the Historic District Subcommittee. The motion carried by the following vote: Aye: 5- Mr. Drummond, Ms. Marzulla, Mr. Morris, Mr. Seiple and Mr. Waldeck D. 2016-570 44 Blackberry Drive Addition (screened porch) Submitted by Palumbo Renovations - BZBA approval on January 19, 2017 Mr. Kass, the homeowner, was present for the meeting to discuss the application. The dimension of the proposed posts was discussed. A motion was made by Ms. Marzulla, seconded by Mr. Waldeck, that this AHBR Application be approved. The motion carried by the following vote: Aye: 5- Mr. Drummond, Ms. Marzulla, Mr. Morris, Mr. Seiple and Mr. Waldeck E. 2017-006 5974 Anna Lee Drive Addition (Deck) Submitted by Roberts Construction - BZBA approval on December 15, 2016 Mr. David Frances, of Roberts Construction, was present at the meeting. There were no questions for the applicant. A motion was made by Mr. Waldeck, seconded by Mr. Seiple, that this AHBR Application be approved. The motion carried by the following vote: Aye: 5- Mr. Drummond, Ms. Marzulla, Mr. Morris, Mr. Seiple and Mr. Waldeck City of Hudson, Ohio Page 3 Architectural & Historic Board of Review Meeting Minutes - Final January 25, 2017 F. 2017-017 349 Londonairy Circle Addition (two story addition at rear) Submitted by Anthony Slabaugh The applicant was not present for the meeting. VII. Other Business A. 2017-027 6463 Hammontree Drive Informal Discussion An informal discussion was held regarding the plans for an addition. B. TMP-2531 2222 East Streetsboro Street Informal Discussion Mr. Nester Papageroga, of Alexandra Fine Homes, was present to discuss plans for a new home. Other discussion At the next meeting: 1. Ms. Solomon and Mr. Hannah will update AHBR regarding the City's Lean initiative. 2. Contractor registration 3. Discussion on AHBR plans for the year 4. Four sets of AHBR minutes will be submitted for approval at the next meeting. VIII. Unless the applicant agrees to retain the building, a zoning certificate will be issued for the demolition. The Secretary of the Interior’s Standards for Rehabilitation state new additions and adjacent or related new construction shall be undertaken in such a manner that, if removed on the future, the essential form and integrity of the historic property and its environment would be unimpaired. Suggest incorporating a brick foundation to match the main house at the addition. c) The design standards state all chimneys must match the foundation material.
