Call To Order Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. II. Roll Call Present: 6 - Mr. Caputo, Mr. Ray, Mr. Workley, Ms. Marzulla, Mr. Wetzel and Kenney Absent: 1 - Mr. Funyak III. Public Comment Chair Caputo opened the meeting to public comments for anyone wanting to address the Board. There were no comments. IV. Consent Applications A motion was made by Mr. Workley, seconded by Ms. Marzulla, that the Consent Agenda be approved. AHBR 22-116583 Sussex Road Accessory Structure (Shed, 280 SF) Attachments: 83 Sussex AHBR Packet Ms. Davey introduced the application by displaying the site plan and reviewing the staff comments. Mr. Matthew Brown, homeowner, noted the proposed windows are a reuse of windows removed from his house. The Board, staff and applicant discussed the style and size of the windows, that this is reusing existing windows, the reason for positioning the shed in the middle of the yard and the distance of the shed from the street. A motion was made by Mr. Ray, seconded by Mr. Workley, that this AHBR Application be approved as amended so the rear window is larger and the header detail matches the house. AHBR 22-111680 N. Oviatt Street (Historic District) Alterations (Dormer & Window Replacements to Accessory Structure) Submitted by William Gotts a) Staff notes the project was reviewed at the December 14, 2022 Board meeting. The Board requested a site visit, which was held on January 4, 2023. b) Proposed dormer would significantly alter the existing building if the design mirrors the rear dormer. Staff notes the location of the existing dormer on the rear is more appropriate. Staff suggests a reduced dormer design to lessen overall impact on the front, or primary, elevation. Attachments: 80 N. Oviatt AHBR Packet - Revised Prior to this discussion Ms. Francoise Kenney was sworn in by Mayor Anzevino as a new member of AHBR. Ms. Davey introduced the application by displaying the site plan, describing the project and reviewing the staff comments. Mr. Bill Gotts, W. C. Gotts Design, on behalf of the owners, described the barn as deteriorating and how the space will be made more usable. The Board, staff and applicant discussed the proposed size of the building, the addition of the bathroom, the probable historic nature of the barn with additions through the years, the new dormer and windows being a mirror image of the existing, that wood clad windows will replace the existing vinyl windows, the impact of placing a dormer on the front of the structure and if roofing is needed it will be made to match. AHBR 22-113864 Aurora Street (Historic District) Alterations (Windows, Garage and Patio Doors) Submitted by Frederic Zonsius a) Staff notes the project was reviewed at the December 14, 2022 Board meeting. The Board requested a site visit, which was conducted on January 4, 2022. b) Staff notes a number of windows would be removed on the right elevation of the historic main mass. The Secretary of Interior Standards state the following relative to alterations; the historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided; New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. Attachments: 64 Aurora AHBR Packet - Revised 64 Aurora AHBR Packet - December Meeting Mr. Sugar introduced the application by displaying the elevations, describing the scope of the project, reviewing the staff comments and recommending a site visit. Mr. Fred Zonsius, architect, and Mr.Trip Morris, were present for the meeting. Mr. Zonsius described the desire to return the house to its historic look and described the work to accomplish this. Mr. Zonsius also displayed a rendering of the proposed house and landscaping, the interior design changes, the work done to date on the interior and questioned the style of fence that might be allowed. Mr. Morris noted the problems associated with the renovations made during the past hundred years, the urgency of removing the knob and tube wiring and the necessity of removing some of the windows in order to return to the historic nature of the house. The Board, staff and applicant discussed the reasons for moving the windows and the difficulty caused by the 2009 addition, the possibility of rearranging the window locations and of just moving two of the windows. AHBR 22-114220 Baldwin Street (Historic District) Alterations (Windows Relative to Kitchen Remodel) Attachments: 20 Baldwin St. AHBR Packet Previously Approved Plans Mr. Sugar introduced the application by displaying the site and elevations, noting that an application was approved by AHBR in July 2020, reviewed the scope of the project, the staff comments and recent submittals. Ms. Lisa Cassidy, homeowner, noted the current window is not centered and the interior has a pantry that will be impacted if the window is moved. The Board, staff and the applicant discussed why the window cannot be centered . A motion was made by Mr. Workley, seconded by Mr. Ray, that this AHBR Application be approved. The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Ray, Mr. Workley, Ms. Marzulla, Mr. Wetzel and Ms. Kenney F. AHBR 22-114390 Aurora Street (Historic District) Alterations (Roof and Chimney) Attachments: 90 Aurora St. AHBR Packet Mr. Sugar introduced the application by displaying the property, explained the scope of the work including the removal of the chimney and reviewed the staff comments. Mr. Rick Campopiano, Campopiano Roofing, noted the fireplace and chimney are not functional, are fire hazards and in poor condition as being the reason the homeowners desire to remove the chimney. Chair Caputo noted he does not believe removing a historic feature such as this has ever been approved by AHBR. The Board discussed repairing the chimney instead of demolition. The Board, applicant and staff discussed approving the shingle replacement, the flat roof replacement and metal coping A motion was made by Mr. Workley, seconded by Ms. Marzulla, that this AHBR Application be approved for the roofing materials as proposed with the stipulation that the chimney may not be removed.. Mr. Sugar introduced the application by noting the Board previously had an informal review of this project, reviewed the staff comments and needed information. Ms. Nicole Davis, architect, and Ms. Willits, homeowner, discussed window alternatives, the window style as six-over-six (aside from one small window) and described the foundation stone as matching the existing. A motion was made by Mr. Workley, seconded by Ms. Marzulla, that this AHBR Application be approved and the applicant work with staff to determine if the proposed window is true or simulated divided window. Mr. Pat Macoska, architect and Mr. & Ms. Dan and Leigh Ann Leugers, homeowners, were present for the meeting. A motion was made by Mr. Ray, seconded by Mr. Workley, that this AHBR Application be approved. AHBR 22-1150110 E. Streetsboro Street (Historic District) Additions (Master Suite, Garage, Breezeway, 1243 SF) Attachments: 110 E. Streetsboro AHBR Packet 110 E. Streetsboro Street (Informal Review) Mr. Sugar introduced the application by displaying the site plan and elevations, noted this application received an informal review by AHBR and detailed the changes as requested . Mr. Sugar also noted the rear deck flooring is Azek and recommended adding shutters to the addition in order to be consistent with the house. Mr. Mascoska, architect and Ms. Clark, homeowner, described the window changes which are needed for egress purposes. The Board, applicant and staff discussed the reason for Azek, the need for shutters on the garage and tooled stone used for the foundation with the color matching the predominate existing color. A motion was made, by Ms. Kenney, seconded by Mr. Workley, that this AHBR Application be approved with the enlargement of two windows as approved by staff . AHBR 22- 730 5530 Stonecreek Way New Residential Construction (Single Story, One-Family Home) Attachments: 5530 Stonecreek Way AHBR Packet 5530 Stonecreek Way Approved Plans Ms. Davey introduced the application by displaying the site plan, noting ARBR approved this application on September 28, 2022, reviewed the changes to the project and staff comments. Mr. Maher Holozada, Ms. Sara Holozada and Mr. Hector Garcia, described and displayed the requested window changes. The Board, staff and the applicant discussed the location of the windows, the homeowners opinion that the windows as proposed are more attractive than having them on a parallel line and more accessible for cleaning and ventilation, the neighboring view of the stepped windows, alternatives to the stepped windows and the width of the subject area being approximately 16 feet, Mr. Workley made a motion, seconded by Mr. Wetzel, to approve with modifying the window configuration and to work with staff on whether it be three aligned header height window configuration, two windows either ganged together as double hung or small vertical windows. AHBR 22- 335 53 First Street New Commercial Structure and Exterior Alteration (Peg’s Home & Gallery, Baldwin-Buss House) Attachments: Design Review Advisory Report Applicant Response Previously Approved Plans Public Comment Mr. Sugar introduced the application by displaying the south elevation siding, noting previous Board decisions regarding the percentage of siding which may be removed, noted the ridge has been raised four to six inches and stated a stop work order was issued . Mr. Sugar described a site visit meeting with the AHBR chair, vice chair and applicant regarding a full siding replacement as well as a report from the historic consultants. Mr. Sugar also gave a brief review of the historic consultants report. Chair Caputo described the site visit he took as Chair of AHBR. Mr. Nate Bailey, Peninsula Architects, described the requested changes . The Board, staff and applicant discussed the basis for setting a percentage of siding that could be removed, the reason the East side siding is being kept, the public nature of all documents associated with this project, why siding is being removed as detailed in the preservation report and the two expert reports noting that 100 percent of the requested siding should be removed . A motion was made by Mr. Workley, seconded by Mr. Wetzel, that this AHBR Application be approved with the stipulation that he applicant submit revised elevations to reflect the approved changes. The scope of work included demolition of existing windows to accommodate a custom kitchen window and rear bay cantilever. b) The work was never completed, and the applicant is requesting revisions to the previously approved plans. Staff notes the proposed scope of work has been reduced to remove the rear cantilever. The applicant is also proposing a reduced scope of work along the east elevation, as only one existing window would be removed. c) Staff notes the proposed box bay window design on the east elevation is more in keeping with the existing home than the previously proposed custom window design. Question if the proposed window divides would be simulated divided lite to match existing. d) Question how proposed window placement would relate to the adjacent gutter and if the elevations accurately depict the location of the window. Staff notes the chimney is listed as an important feature on the property’s Ohio Historic Inventory Form. The Secretary of Interior Standards state deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. AHBR 22- 730 5530 Stonecreek Way New Residential Construction (Single Story, One-Family Home) Submitted by Joseph Myers, Myers Architect a) Staff notes the house was approved by the AHBR on 9/28/2022. b) The applicant is proposed revised elevations including rear deck skirting and windows on the left elevation stairwell. c) Staff notes the architectural design standards state all decks and porches without a perimeter foundation exposing more that 18” between the facia and the grade must be screened with compatible materials or landscaping unless a full story is exposed below. d) The architectural design standards state doors and windows on the public faces of the building should be arranged so that they are regulated by a system of invisible parallel and perpendicular lines. Staff notes proposed revisions would be visible from the public realm and would not be arranged as parallel. e) The Architectural design standards state large expanses of blank walls are to be avoided - fenestration placement should be at a maximum of approximately every twelve feet. Staff notes the proposed revisions removed the window on the first floor creating a blank wall greater than twelve feet.
