City of Hudson, Ohio Meeting Minutes - Final Architectural & Historic Board of Review Wednesday, January 11, 2023 7:30 PM Town Hall 27 East Main Street I. Call To Order Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. II. Roll Call Present: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel Absent: 1 - Ms. Kenney III. Election of Officers & Industrial Design Committee The following were elected by the AHBR for 2023: 1. Chair - John Caputo 2. Vice Chair - Allyn Marzulla 3. Secretary - John Workley 4. Industrial Design Subcommittee - Allyn Marzulla and John Workley IV. Public Comment Mr. Sid Nelson, 52 Aurora Street, commented on the application for 64 Aurora Street noting his home is directly affected by the proposed work. Mr. Nelson described what he believed would be an expanse of 16-feet with no fenestration which violates the LDC and the removal of the window on the first floor resulting in an unbalanced look. Mr. Nelson also noted using trees to balance the look of the house is not binding on the resident nor permitted by the LDC . V. Consent Applications A motion was made by Mr. Workley, seconded by Ms. Marzulla, that the Consent Agenda be approved. The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel A. Oviatt Street (Historic District) Alterations (Dormer & Window Replacements to Accessory Structure) Attachments: 80 N. Oviatt AHBR Packet - Revised Ms. Davey introduced the application by noting an informal review took place at the December 14, 2022 AHBR meeting and a site visit was conducted on January 4 , 2023. Ms. Davey then displayed and explained the revised elevations. Mr. & Ms. Donald Harvey, homeowners, stated a preference for the larger dormer which they believe is symmetrical to the rear dormer. The Board discussed the two dormer alternatives, noted there is no evidence the building is historical and there have been many additions and changes through the years . A motion was made by Mr. Ray, seconded by Mr. Workley, that this AHBR Application be approved. The motion carried by the following vote: Aye: 5 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley and Mr. Wetzel Nay: 1 - Ms. Marzulla B. AHBR 22-113864 Aurora Street (Historic District) Alterations (Windows, Garage and Patio Doors) Attachments: 64 Aurora AHBR Packet - Revised 64 Aurora AHBR Packet - December Meeting Ms. Davey introduced the application by noting an informal review took place on December 14, 2022 by AHBR and a site visit on January 4, 2023. Ms. Davey also displayed photos and elevations of the existing house and proposed work and noted staff's principle concern is the west elevation. The Board reviewed their observations and thoughts from the site visit(s). Mr. John Morris, homeowner, was present for the meeting. The Board, homeowner and staff discussed, the west side spacing of the fenestrations, the proposed reduced number of windows on the west side as being a dramatic change, the significance of this structure being in the historic district with the west elevation being on the corner of College Street and alternative window placements and types which would be approved by AHBR when revised elevations are submitted. Mr. Morris and the Board also discussed windows which may be ordered for the other three sides of the structure . A motion was made by Mr. Ray, seconded by Mr. Workley, that the North, East and South sides of this AHBR Application be approved and the West side elevation be resubmitted to AHBR for approval. The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel VII. New Business City of Hudson, Ohio Page 2 Architectural & Historic Board of Review Meeting Minutes - Final January 11, 2023 A. AHBR 22-114912 Owen Brown Street (Historic District) Alterations (Detached Garage Siding, Roof, Windows) Attachments: 12 Owen Brown AHBR Packet - Revised Mr. Hannan introduced the application by displaying photos and describing the proposed project. Mr. Roberto Sorgi, described the project and the reason for eliminating the rear window. The Board, applicant and staff discussed alternatives to the rear window, noted it is not a historical structure, that lapped, wood looking Hardie Board will be used on the existing walls which will match the house and that this is a replacement in-kind project which is approved by the LDC. A motion was made by Mr. Funyak, seconded by Mr. Ray, that this AHBR Application be approved as amended with a faux window on the side. The motion carried by the following vote: Aye: 4 - Mr. Caputo, Mr. Funyak, Mr. Ray and Mr. Wetzel Nay: 2 - Mr. Workley and Ms. Marzulla City of Hudson, Ohio Page 3 Architectural & Historic Board of Review Meeting Minutes - Final January 11, 2023 B. AHBR 22-119311 South Main Street (Historic District) Alterations (Windows, Doors & Roof) Submitted by Quinn Miller, Peninsula Architects a) Staff notes the project was reviewed at the January 11, 2023, Board meeting. The Board requested a site visit, which was conducted on January 18, 2023. b) The Board requested Naylor Wellman, Historic Preservation Consultant, to review and provide an advisory report. c) The applicant submitted updated plans reflecting staff comments and the Historic Preservation Consultant’s advisory report. d) Naylor Wellman recommends approval of the plans as presented to be in compliance with the Secretary of the Interior Standards for Rehabilitation with the following two comments: · The proposed replacement windows may be casement or double hung but should match the existing window configuration and size of pane. Windows should be aluminum clad wood and the color should be consistent with the historic fabric. · Gutters and downspouts should match neighboring materials in color. Attachments: 11 S. Main AHBR Packet 1.11.23 Meeting Historic Preservation Consultant Advisory Report Mr. Hannan introduced the application by displaying photos and elevations of the project . Mr. Matt Schwarz, Peninsula Architects, described the scope of the work including structural issues requiring log, rafter, window and door replacement, tuck pointing of the exterior fireplace and other minor changes. Mr. Schwarz also noted gutters will be added to the exterior. The Board, applicant and staff discussed making the shiplap siding vertical, the chinking replacement, the window style and lead flashing replacement. The Board determined to conduct a site visit. AHBR 22-901 70 York Drive Addition (Second Floor Bedrooms, Etc., 950 SF) Attachments: 70 York Dr. Packet for AHBR - Revised Ms. Davey introduced the application by displaying elevations and describing the project, noting a variance was given for the setback on November 17 , 2022 and reviewed the staff comments. Ms. Rebecca Pantuso, Pantuso Architects, described the project, desired detailing and how the roof pitch will be changed. The Board, staff and applicant discussed the addition in relation to the main structure, the standing seam roof, the details of the shingles and windows, the location of the standing seam siding and the possibility of using shingles around the house or on portions of the house . A motion was made by Mr. Workley, seconded by Mr. Wetzel, that this AHBR Application be approved as amended with the standing seam changed to asphalt shingles on all elevations aside from the rear and the diagional siding on the dormers to become verticle to match the rest of the verticle siding. The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel D. AHBR 22-927 77 Keswick Drive Addition (Deck Awning) Attachments: 77 Keswick AHBR Packet - Revised Ms. Davey introduced the application by displaying photos, elevations and describing the project. Mr. Jeff Oslin, Bright Covers and Mr. Frank Tokash, homeowner, described the project and noted a similar structure was approved in Hudson. The Board, staff and applicant discussed the attachment to the house which will be stamped by an Ohio licensed engineer, the size of the posts being six-by-six, if the structure will be viewable from the street and the possibility and affect of reducing the size of the structure . A motion was made by Mr. Ray, seconded by Mr. Wetzel, that this AHBR Application be approved as amended by using six-inch by six-inch posts. AHBR 23-1 7200 Valley View Road Conversion to Single Family Residential, Garage and Mudroom Addition Attachments: 7200 Valley View AHBR Packet - Revised Ms. Davey introduced the application by displaying the revised site plan, describing the project and reviewing the staff comments. Ms. Tracy Corpus, displayed elevations, described how the front of the building and floorplan integrate, noted the front doors are inset into the building, the distance of the building from the street and the orientation of the siding on the top rear of the structure near the fireplace, A motion was made by Mr. Workley, seconded by Mr. Wetzel, that this AHBR Application be approved. The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel VIII. The Board requested a site visit, which was conducted on January 4, 2022. b) Staff notes a number of windows would be removed on the right elevation of the historic main mass. The Secretary of Interior Standards state the following relative to alterations; the historic character of a property shall be retained and preserved. The removal of historic materials or alteration of features and spaces that characterize a property shall be avoided; New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. AHBR 12 Owen Brown Street (Historic District) 22-1149 Alterations (Detached Garage Siding, Roof, Windows) Submitted by Roberto Sorgi a) The detached garage is located within the Historic District. The County auditor notes 1923 for the construction. b) Staff notes the existing siding materials are wood and vinyl. The applicant wishes to replace with hardie board material. The AHBR shall determine if repair is feasible prior to consideration of new materials. Staff does note the rear elevation does not have wood siding present. AHBR 11 South Main Street (Historic District) 22-1193 Alterations (Windows, Doors & Roof) Submitted by Quinn Miller, Peninsula Architects a) Staff notes the scope of work includes a full replacement of the roof structure along with replacement of the windows, doors, and gable end siding (revised from vertical to horizontal siding) b) As the structure is located within the Historic District the board may request a site visit and assistance from the consultant historic preservation consultant architect. AHBR 22-901 70 York Drive Addition (Second Floor Bedrooms, Etc., 950 SF) Submitted by Rebecca Pantuso, Pantuso Architecture a) Staff notes the project received a front yard setback variance approval (front addition) and a rear yard setback variance denial (rear covered patio) through the Board of Zoning and Building Appeals on November 17, 2022. b) The architectural design standards state large expanses of blank walls are to be avoided - fenestration placement should be at a maximum of approximately every twelve feet. The applicant should revise the right elevation window spacing. c) Staff notes the addition contains different materials than the main body, a steeper roof pitch, and an offset ridge. AHBR 22-927 77 Keswick Drive Addition (Deck Awning) Submitted by Mike Sheets, Translucent LLC DBA BrightCovers a) The Architectural Design Standards state materials used on an open porch or screen room need not be the same as other materials in the structure, but should be related to materials used in the details of the structure. Staff notes the open porch would be constructed of a polycarbonate panel roof and aluminum posts, neither of which would be related to the main house. Attachments: 77 Keswick AHBR Packet - Revised E. AHBR 23-1 7200 Valley View Road Conversion to Single Family Residential, Garage and Mudroom Addition Submitted by Tracy Corpus a) Staff notes the request would convert a former place of worship (First Church of Christ Scientist) to a single-family residential use. b) The Architectural Design Standards state the front face of the main body must sit forward 18” front face of the wings. This does not include projections. Staff notes the proposed garage mass would be flush with the main body; however, the building is setback approximately 350 feet from Valley View Road. c) Question if the roof overhang at the proposed mud room on the front elevation could be redesigned to be in line with the cornice. d) The Architectural Design Standards state the materials used in any mass must be applied consistently on that mass on all sides of the structure.
