Call To Order Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. II. Roll Call Present: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel Absent: 1 - Ms. Kenney III. Public Comment Mr. Sid Nelson, 52 Aurora Street, spoke regarding the various plans for window placement on the West side of 64 Aurora Street. Mr. Nelson noted there are four window plans under consideration: 1. The existing window arrangement. 2, The least amount of work, taking one window out and moving the second, first floor window over so it will be directly under the existing second floor window, this will lose symmetry and create a good deal of open space, but is a possibility. 3, The Naylor Wellman recommendation which involves: A) Moving the second floor window to a distance of greater than twelve-feet, making it illegal in Hudson. 2) Making the first floor window a faux window. 3) Adding a third small window which Mr. Nelson feels is disproportionate and anti-historic. Mr. Naylor stated his opposition to this plan 4. The more expensive option which is also the proposed option. This adds a third floor second window and moves a first floor window to be symmetrical. This is the plan favored by Mr. Morris. Seeing no one else wishing to speak, Chair Caputo closed Public Comments . Consent Applications A motion was made by Ms. Marzulla, seconded by Mr. Ray, to approve the Consent Agenda. The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel A. AHBR 23-42 19 East Main Street (Historic District) Alterations (Porch Floor Replacement) Attachments: 19 E. Main AHBR Packet This AHBR agenda item was approved on the Consent Agenda. V. Old Business A. AHBR 22- 113864 Aurora Street (Historic District) Alterations (Windows, Garage and Patio Doors) Attachments: 64 Aurora AHBR Packet - Revised for 1.25.2023 Meeting 64 Aurora Historic Preservation Advisory Report 64 Aurora AHBR Packet - 1.11.23 Meeting 64 Aurora AHBR Packet - December Meeting Ms. Davey introduced the application by noting the Board approved the North, South and East sides of the application at the January 11, 2023 AHBR meeting. Ms Davey then displayed photos of the West elevation and reviewed the staff comments. Mr. Trip Morris, homeowner stated his willingness to install the windows in accord with the Historical Preservation Consultant's recommendation. The Board, applicant and staff discussed the window arrangement and decided to follow the Historic Preservation Consultant's recommendations. A motion was made by Mr. Workley, seconded by Ms. Marzulla, that this AHBR Application be approved with the West side replacement siding to be blended in and highlighted on the revised elevations submitted to staff. The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel VI. New Business City of Hudson, Ohio Page 2 Architectural & Historic Board of Review Meeting Minutes - Final January 25, 2023 A. AHBR 22-115827 Owen Brown Street (Historic District) Alterations (Roof, Deck Railings, Deck Flooring) Attachments: 27 Owen Brown AHBR Packet Ms. Davey introduced the application by describing the project, displaying photos of the site and reviewing the staff comments. Mr. Jeremy Martin and Mr. Rob Creque, contractors, were present for the meeting. The Board, staff and applicant discussed the work to be done and profile of the railing . A motion was made by Mr. Ray, seconded by Mr. Workley, that this AHBR Application be approved as submitted . The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel B. AHBR 21- 1223132 Franklin Street (Historic District) Addition & Alterations Attachments: 132 Franklin - Revised for 1.25.23 Meeting 132 Franklin Previously Approved Historic Preservation Reports Mr. Sugar introduced the application by noting the August 22, 2022 AHBR meeting approved this application, however, the addition which was added, was not included on the east and south approved elevations. Mr. Sugar also noted other items to be clarified with the elevations. Mr. Anthony Frammartino, homeowner, the Board and staff discussed the lack of the addition on one of the previous elevation as a drawing error and that the addition does sit behind the main mass of the house with a bridge saddle for drainage . Also discussed was the dissimilar left and right overhangs of the roof are staggered, the alignment of the corner board, photos of the existing structure, the size and view of the transom window and that the drawing of the roof lines needs to be redrawn. A motion was made by Mr. Ray, seconded by Mr. Wetzel, that this AHBR Application be approved with corrected drawings resubmitted to staff The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel VII. Other Business A. AHBR 1-11-23 Minutes of Previous Architectural & Historic Board of Review Meeting: January 11, 2023. Attachments: AHBR Minutes January 11, 2023 - Draft A motion was made by Ms. Marzulla, seconded by Mr. Workley, that the January 11, 2023, Minutes be approved as amended. The motion carried by the following vote: Aye: 6 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla and Mr. Wetzel City of Hudson, Ohio Page 3 Architectural & Historic Board of Review Meeting Minutes - Final January 25, 2023 VIII. Staff Update Mr. Sugar discussed the site visit and historic preservation consultant's recommendation regarding the log cabin. Ms. Marzulla discussed the contractor who will be involved in the log cabin remodel. Mr. Workley and staff discussed the requirement that the details of a shed reflect the details of the main house, specifically that shed roofs have side returns. IX. Adjournment A motion was made by Ms. Marzulla, seconded by Mr. Workley, that the meeting be adjourned at 8:10 p.m.. AHBR 22- 64 Aurora Street (Historic District) 1138 Alterations (Windows, Garage and Patio Doors) Submitted by Frederic Zonsius a) Staff notes the project was reviewed at the December 14, 2022, and the January 11, 2023 Board meetings. The Board conducted a site visit on January 4, 2023. b) The Board approved the north, south and east elevations at the January 11, 2023 Board meeting. The Board discussed with the applicant the option of reconfiguring the windows on the west elevation in order to preserve the historic character of the home. c) The Board asked the Historic Preservation Consultant, Naylor Wellman, to review and prepare an advisory report on the suggested window placement. AHBR 27 Owen Brown Street (Historic District) 22-1158 Alterations (Roof, Deck Railings, Deck Flooring) Submitted by Kaitlyn Davis, Campopiano Roofing a) Staff notes the scope of work includes removing the existing decking and railings on the flat roof portions of the house and installing new roofing. b) The roofing material is proposed as a Carlisle EPDM rubber membrane system. c) The decks would be reinstalled with a composite decking material and with pressure treated wood railings. Staff recommends wood decking as an appropriate material for the historic district, especially on the front, primary façade. Attachments: 27 Owen Brown AHBR Packet B. AHBR 21- 132 Franklin Street (Historic District) 1223 Addition & Alterations Submitted by Anthony Frammartino a) Staff notes the application was approved at the August 17th, 2022, AHBR meeting; however, the plans presented to the Board did not accurately depict the second floor garage addition on the east elevation plan sheet. This area has been highlighted on the attached plans. The addition was accurately on the other elevations. b) Additionally, the applicant is requesting to install a transom window at this location. The window would match the approved window products. c) Staff notes the garage addition and proposed window is appropriate as it represents new construction and would be set back from the existing main mass. d) Question if south elevation accurately depicts the second-floor addition and if the right/front corner board should be added.
