I. Call To Order
Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic
Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of
the State of Ohio, O.R.C. Section 121.22.
II. Roll Call
Present: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Mr. Ray

III. Public Comment
Chair Caputo opened the meeting to public comments for anyone wanting to address the
Board. There were no comments.
IV. Consent Applications
A motion was made by Ms. Marzulla, seconded by Mr. Funyak, that the Consent
Agenda be approved. The motion carried by the following vote:

Ms. Davey introduced the application by displaying elevations of the fence and reviewing the
staff comments.
Ms. Collen Meves, homeowner, distributed photos of the proposed fence and arbor and
explained the purpose of requesting the eight foot high arbor.
The Board, applicant and staff discussed: The historic landmark status of the house, the
history of the fence, that the 60-foot lot next to the house is owned by the City, that the AHBR
has consistently required a side yard fence or arbor adhere to the LDC requirements, that a
six-foot high fence is allowed behind the main mass of a structure - which this is and that
compatibility is the key issue in this application,
A motion was made by Mr. Ray, seconded by Ms. Marzulla, that this AHBR
Application be approved recognizing that the arbor is behind the main mass of the
house and the eight-foot high arbor is two-feet above the allowable six-feet . The motion
carried by the following vote:

Ms. Davey introduced the application by displaying the elevations, reviewing the staff
comments and introducing revised drawings
Ms. Elizabeth Nicklas, Peninsula Architects, described the purpose of the accessory structure,
noted the varying determinations of the midpoint of a roof which in this case harms the
applicant, that the code can be met by using a level roof style - which is not preferred by the
applicant, that the LDC states -'to the midpoint of the height', and that the proposal will add
large amounts of mass to the structure.
A motion was made by Mr. Ray, seconded by Ms. Marzulla, that this AHBR
Application be approved with the Board stating a preference to measure from the
midpoint of the roof of the main mass without reference to the dormers, with further
approval from staff after reviewing the LDC. The motion carried by the following vote:

Ms. Davey introduced the application by displaying the plans for an addition and reviewing
the staff comments.
Mr. Perry Bacino, homeowner, agreed to use the same trim, add a window and displayed how
the addition will tie into the existing structure, displayed photos of the existing house and
described the setbacks.
The Board, applicant and staff discussed: The need for a roof plan to be submitted which may
be verified by staff, that the windows, foundation, shutters and siding will match the existing
house.
A motion was made by Mr. Ray, seconded by Ms. Marzulla, that this AHBR
Application be approved conditioned on staff approving the roof plan. The motion
carried by the following vote:

Ms. Davey introduced the application by displaying elevations of the addition and reviewing
the staff comments.
Mr. Robert Ready, homeowner, noted he has resubmitted drawings that explain that part of
the addition is in place of parts of the house that will be demolished, the standing seam roof is
because of the low roof slope and will help eliminate water problems and not be seen from the
front of the structure. Mr. Sugar reviewed and the Board discussed the applicable LDCs
which do not allow this large addition which will compete with the main mass.
Mr. Ready requested the application be tabled.

New Residential Construction (Two-Story, One-Family Home)

Ms. Davey introduced the application by displaying the site plan and reviewing the staff
comments.
Mr. Chris Bunge, Drees Homes, the Board and staff discussed: How the alignment of the
house might be adjusted to be parallel to the street, window placement, where shutters must
be used, which windows may be wrapped and a consistent foundation will be around the
house.
Ms. Marzulla made a motion, seconded by Mr. Funyak to approve with the following
conditions: The orientation of the house shall be parallel to the the front closest corner
of each adjacent house, to remove the three shutters on the front elevation, to wrap the
windows with trim, to add two second floor windows on the right side of the house, and
match the header detail of the windows around the house. The motion was approved by
the following vote:

Ms. Davey introduced the application by displaying photos of the structure and describing the
project.
Mr. Joe Matava, Peninsula Architects, noted extensive termite damage throughout the
structure, that all non-original materials will be removed and the building lifted to remove and
replace the existing flooring and footing.
After viewing historical photos, the Board, applicant and staff discussed : The windows are not
original to the house and originally had a different design, the original siding was much
different from the existing and that the slate roof is historic and will be preserved. Mr. Matava
also described the proposed shutter material and agreed to bring the Board a sample for
examination, explained how the rear roof is designed and will be extended to the east and the
rear entrance and features.
The Board and applicant expressed concern for preserving the slate roof during the lifting of
the structure and discussed the steps involved in moving the project forward including a site
visit to confirm the extent of the damage, a report of work to be done and a formal
application.

a) Staff notes the house is not located within the historic district, however, is
a designated historic landmark.
b) The Land Development Code permits a maximum 4ft fence in the side yard.
The Code also permits an arbor to be attached to a fence and extend
higher, however, the Architectural Design Standards require that, overall,
fence heights be compatible with their site location and more formal in
design and lower in height when located closer to the street. Staff
recommends the arbor height be reduced to 6ft as it is located in a visible
side yard and attached to a shorter, 4ft fence.

a) The Architectural Design Standards state all facades over 12ft long shall
have at least one window or door opening. Question if a window could be
added at the east elevation or shift the man door to align with the dormer.
b) The Architectural Design Standards state details in the main body must be
consistently applied throughout all sides of the main body. Suggest
revising first floor windows to a larger scale to be more compatible with
second floor dormer window size.
c) The Land Development Code states accessory structures may not exceed
18ft in height measured to the mid-point of the gable. Due to the
significant size of the dormers the height should be measured to the
midpoint of the shed roof. Staff notes the proposal is currently at a height
of 20ft. Revise submittal to document 18’ maximum height to the midpoint
of the shed roof of the dormers.
d) Applicant will need to submit a second story floor plan and to verify use of
the structure.
e) Applicant to submit a single page site plan and include utility extension to
the proposed structure.

a) Architectural Design Standards state additions should be a designed to be
compatible with the main structure by incorporating materials and a
foundation to match. Staff questions foundation, window, and garage door
materials and if they will match the existing house.
b) Applicant will need to submit the following-
· A front elevation in order to see how the proposed addition will
bump out.
· A floorplan incorporating the full garage.
· A roof plan to verify how the proposed addition will be attached to
the house.
· Additional photos of the existing front and left elevations.

a) The Architectural Design Standards state that wings may not be larger or
taller than the main body of the structure. Staff notes the main body of the
structure is approximately 1,221sf and the applicant is proposing to create
a wing that is 1,818sf. Staff suggests breaking up the addition into multiple
wings or masses to meet this requirement. Applicant should verify the
height of the proposed addition is equal to or shorter than the main body.
b) The Architectural Design Standards state all roofs in all the wings must be
of the same shape as the main body, but they may have a different pitch or
orientation. Additionally, the Architectural Design Standards state details
must be consistently applied throughout the main body and wing. Staff
questions the proposed standing seem metal roof ad membrane material
where the addition intersects to the main mass.
c) Staff suggests because of the large scope of the project this meeting be an
orientation to the Board on the proposal, with initial comment from the
Board to follow.

a) The Land Development Code States, the front wall of the principal
structure shall be parallel to the street or perpendicular to a radius of the
curve of the street extended through the approximate center of the main
mass, if the street is curved. Suggest revising orientation slightly to better
balance with adjoining properties.
b) The Architectural Design Standards state the materials used in any mass
must be applied consistently on that mass on all sides of the structure and
details shall be consistently applied. Staff notes the following-
· Shutters, window header and sill design should be included on all
typical windows to meet this requirement.
· Verify if grade changes are depicted accurately in the elevations.
· Staff notes the second-floor fenestration placement on the left and
right elevations should be typical windows to be compatible to the
first floor.
c) Staff questions the large amount of wall space on the right elevation.
Suggest an addition break in the façade.
d) Applicant should accurately depict siding frieze boards.
e) Question how the side lot line retaining wall can be built without
disturbing the neighbor’s property. Suggest removing and adjusting the
grading design.
f) Protective fencing must be incorporated at the conservation easement.

a) Staff notes the applicant has requested an informal review discussion with
the Board.
b) Staff notes the City Code Inspector placed orders on the previous property
owner regarding the exterior conditions.
c) Staff notes the scope of work includes removing the existing addition and
to replace siding and window materials.
d) The Secretary of Interior Standards state “deteriorated historic features
shall be repaired rather than replaced. Where the severity of deterioration
requires replacement of a distinctive feature, the new feature shall match
the old in design, color, texture, and other visual qualities and, where
possible, materials. Replacement of missing features shall be substantiated
by documentary, physical, or pictorial evidence.” Question the severity of
the deterioration and the need for total replacement of materials on the
existing building.
e) The Board may request a site visit to better understand the scope of work
and further evaluate the condition of existing materials.
