I. Call To Order
Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of
the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section
121.22.

Board.

Ms. Davey displayed the elevations and noted the Board first reviewed the application on May 24 , 2023, at
which time the applicant requested the case be continued.
Mr. Tony Lunardi, LDA Builders, described the changes to the project from the last application .
A motion was made by Mr. Ray, seconded by Ms. Marzulla, that this AHBR Application be
approved. The motion carried by the following vote:

Ms. Davey introduced the application by displaying photos of the house, reviewing staff comments and noted the
Board conducted a site visit on June 12, 2023.
Mr. Jamie Morin, Renewal by Anderson, showed and described a sample of the proposed window, and stated he
believes the proposed window is an upgrade to the existing windows .
The Board, applicant and staff noted the addition was put on the house in 1988, that the existing addition
windows are not historical, and that the proposed windows will be more historically accurate . Mr. Morin and the
Board noted no historic windows will be removed and only 1988 windows will be changed to a more historic
looking window.

A motion was made by Ms. Marzulla, seconded by Mr. Workley, that this AHBR Application
be approved so that the 1988 rear windows are replaced. The motion carried by the following
vote:

VI. New Business

Ms. Davey introduced the application by describing and displaying elevations of the proposed shed and
reviewing the staff comments.
Mr. Tony Galadi, speaking for Mr. Detzel, stated the windows, siding color and trim will match the existing
house. Mr. Galadi also expressed willingness to center the window and use shingles instead of a metal roof .
A motion was made by Mr. Workley, seconded by Ms. Marzulla, that this AHBR Application
be approved with the single window relocated and revised elevations submitted to staff. The
motion carried by the following vote:

Ms. Davey introduced the application by describing and displaying elevations of the proposed shed and
reviewing the staff comments.
Mr. Michael Nowicki, applicant, discussed the proposed shed windows and how they match the house .
The Board, applicant and staff discussed the windows and the house corner boards which are 6 or 7 inches wide
and would not look correct on the shed.
A motion was made by Mr. Workley, seconded by Ms. Marzulla, that this AHBR Application
be approved. The motion carried by the following vote:

C. AHBR 23-243 1664 Groton Drive

Ms. Davey introduced the application by noting this shed was built without a zoning certificate and is on a
neighbor's property. Ms. Davey also reviewed the staff comments.
Mr. Cody DeWeerd, homeowner, acknowledged the shed was built without a valid zoning certificate which
expired due to health issues and explained the shed details.
The Board, applicant and staff discussed which shed details do and do not match the house and that when it is
moved onto Mr. DeWeerd's property it will remain in the wooded area - which the Board deems as good . The
Board noted that a gambrel roof with an attached shed roof has not been approved in the past and that the shed

roof makes it look more like a shed than a barn.
The Board discussed if the LDC exceptions apply to this application.
Mr. Workley made a motion, seconded by Ms. Marzulla, to approve the application following a
discussion of the unique condition that the shed is in the woods, out of the public realm and is
constructed with a high level of architectural quality and will need to be finished as the
drawings propose.The motion was approved by the following vote:

Ms. Davey introduced the application by noting there are inconsistencies in the materials .
Mr. David Jellison, representing the owners, and Mr. Shawn Collins, tenant, stated the doors adjacent to 144 N.
Main Street are not original historic doors, the existing door at 144 N. Main is rotten and his belief that the frame
may also be rotten. Mr. Jellison stated he believes the proposed fiberglass door is a close match to the existing
door while showing the Board photos from his phone which were not sent to staff for uploading for the Board .
Mr. Collins noted photos from the 1950s do not show the doors as they exist now and the problem of true historic
doors having to be custom made with rot issues.
Chair Caputo noted changes made in the downtown area prior to its designation as a Historic District were out of
the Board's control and that this application for a fiberglass door falls under the Board's responsibility to adhere
to the Secretary of the Interior's Standards and maintain the historic look of Main Street . Mr. Collins stated he
believes the Board may place an undue burden on his business if a wood historic door is required .
Mr. Jellison requested the application be continued.
A motion was made by Ms. Marzulla, seconded by Mr. Workley, that this AHBR Application
be continued. The motion carried by the following vote:

E. AHBR 23-521 290 N. Main Street (Historic District)

Ms. Davey introduced the application by displaying the elevations and reviewing the staff comments .
Mr. Neil Luketic, architect and representing the homeowners, described the addition and purpose of the addition .
Mr. Luketic also described the three elevations which will have little or no change and the west (rear) elevation
which has the main changes.
Mr. Luketic approached the Board with paper elevations to discuss the elements of the addition . Mr. Luketic
stated the project will strive to match the existing foundation, siding, trim and window grids. The Board
discussed whether the grids should be applied or between the windows .
The Board noted this is an exception design which is respectfully done and is appropriate to meet the needs of a
growing family.

Mr. Dennis Bauchman and the Board discussed permanently affixed grids to the new windows .
Ms. Marzulla made a motion, seconded by Mr. Ray, to approve the motion with the condition
that the existing window grids, that are between the glass, may remain but grids will be applied
to the exterior to be consistent with the new windows with applied grids. The motion was
approved by the following vote:

Ms. Davey introduced the application, which came before the Board for an informal review on May 10 , 2023,
and reviewed the staff comments.
Mr. Gordon Costlow, architect, and Mr. Tony Battle, R.C. Norman Construction, were present for the meeting.
The Board, applicant and staff noted the changes from the informal review and the window details .
Mr. Workley made a motion, seconded by Mr. Ray, to approve the application while
recognizing the house placement is due to the location of the septic system. The motion was
approved by the following vote:

G. AHBR 22-168 5446 Port Chester Drive
Addition & Bay Window Alteration (300 SF Addition)

Ms. Davey introduced the application by noting the work was performed without an approved zoning certificate,
is currently an open code enforcement case and reviewing the staff comments .
Mr. Tom Rakotici, applicant and Mr. Martin Campbell, contractor, noted that the foundation can be made
consistent around the house, requested that the 8-inch cedar siding be allowed to stay as is, and explained the bay
window existed prior to this project aside from Mr. Campbell covering it in cedar.
The Board, applicant and staff discussed: The cedar siding as a material change which has been allowed in other
cases, that the cedar may be inappropriate next to vinyl siding, the foundation of the addition, the profile of the
trim around the windows needing to match the profile of the existing windows, and that the back portion of the
house is considered a wing which may have a different material, however the bay window is treated as part of the
main mass which is vinyl. The Board also discussed the two different foundation materials around the house, and
the fireplace area which will be brought to ground level.
Mr. Workley made a motion, seconded by Ms. Marzulla, to approve with the following
conditions: A different material on the rear wing, a stone veneer around the entire house that is
CMU, cedar trim on the windows to match the existing window profile, reside the bay window
with vinyl siding to match the existing house, add foundation to the fireplace area on the north
elevation, and siding over the deck board on the north elevation. The motion was approved by
the following vote:

a) The Architectural Design Standards state enclosed accessory buildings
shall incorporate some elements similar to the main body, for example
similar corner boards, window types, or materials. Staff notes vinyl siding
would be the only design element to match the house. Question if another
design element such as window grids could be incorporated to be more
compatible with the house.
b) The Architectural Design Standards state large expanses of blank wall are
to be avoided. Fenestration placement should be at a maximum of
approximately every 12 feet. Staff questions if the rear elevation window
could be reconfigured to meet this requirement.

a) Staff notes the home is located within the Historic District. It was
constructed circa 1933 and designed by local Hudson architect Max
Montgomery.
b) The Architectural Design Standards state “Exposed foundations and tie
courses shall be of a consistent material on all elevations.” Existing house
appears to have a mix of parged foundation and sandstone.
c) Staff notes the north elevation sunroom would be remodeled; however, this
was built much later than the original house and the proposed exterior
alteration would be much more in keeping with the original architecture.
d) The Secretary of Interior Standards state, “New additions, exterior
alterations, or related new construction shall not destroy historic materials
that characterize the property.” Question the redesigned main mass west
elevation and its removal/replacement of three windows and door.
e) Staff notes the proposed addition generally conforms to the principles of
the Secretary of the Interior Preservation Brief #14 by being lower in
height than the main mass and being located on a secondary elevation.
f) The Board may request a visit to further evaluate the scope of the project.

a) Staff notes this project went to AHBR for an informal review on May 10,
2023.
b) Architectural Design Standards state wings may not be larger than the
main body of the structure. Staff notes the AHBR discussed making an
exemption to the design standards based on the location of the septic
system on the property.
c) Architectural Design Standards state roofs shall not intersect a wall so as
to cause a valley. The Board discussed moving the entire addition to left to
remove the valley on the right side. The applicant updated the elevations to
depict this.
d) Architectural Design Standards state the building shall have a typical
window used for most windows. Question the window proposed on the left
elevation. Staff notes the Board discussed moving this window to be
aligned with the basement window.

body must be applied consistently on that mass on all sides of the
structure.” “Materials and details, bays and other projections from the
façade shall be treated as if they were part of the mass to which they are
attached”. Question the 8” cedar siding on the bay window that does not
match the existing vinyl siding. Question the window type used on the bay
window.
e) The Architectural Design Standards state “projections on the ground floor
should be carried through to the foundation.” Staff notes the bay window
projection overhangs the foundation.
