Call to Order Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. II. Roll Call Present: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Ms. Kenney Absent: 3 - Mr. Ray, Mr. Workley and Mr. Wetzel III. Public Comment Chair Caputo opened the meeting to public comments for anyone wanting to address the Board. There were no comments. IV. Consent Applications There were no items on the Consent Agenda. V. Old Business There was no Old Business. VI. New Business City of Hudson, Ohio Page 1 Architectural & Historic Board of Review Meeting Minutes - Final May 24, 2023 A. AHBR 23-258 49 Village Way Sign (Building Sign - Flipside) Attachments: 49 Village Way AHBR Packet Ms. Davey introduced the application by displaying renderings of the proposed sign, noting First and Main has a minimal sign plan, describing the process for installing the sign and reviewing the staff comments. Mr. Mark Branovic, Advanced Signs and Lighting, responded to the staff comments noting that gooseneck lighting will remain in the sign band and a flat paint will be used . The Board, applicant and staff discussed the existing sign which will be removed, the black stripes, the aluminum tabs, the possibility of using another attachment device instead of the tabs and the applicant not having the authority to authorize changes to the plan . Ms. Kenney made a motion to approve, seconded by Mr. Funyak, with the condition that the tabs are blended in by the use of alternate materials or colors as approved by staff and the use of a matt finished paint. The motion was approved by the following vote: Aye: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Ms. Kenney B. AHBR 23-278 5929 Darrow Road Ground Sign Face Replacement and Building Sign Attachments: 5929 Darrow Road AHBR Packet Ms. Davey introduced the application by describing and displaying renderings of the project and reviewing the staff comments. Mr. Tom Yankovich, Ellet Signs, described the proposed sign and attachment material, noted a matt finish paint will be used and described the proposed ground sign which will allow tenants names to be changed. The Board, applicant and staff discussed the proposal, the type of materials to be used and inserting 'flat cut 3/4 inch PVC plastic' into the application. Ms. Marzulla made a motion to approve, seconded by Mr. Funyak, with the condition that, flat cut 3/4 inch plastic with matt finish, be inserted into the sign description. The motion was approved by the following vote: Aye: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Ms. Kenney C. AHBR 23-451 116 W. Streetsboro Street Unit 1 Building Sign Attachments: 116 W. Streetsboro St. AHBR Packet Ms. Davey introduced the application by describing the building sign, and reviewing the staff comments. Ms. Lliana Kazandziev, Agile Sign, was present for the meeting. A motion was made by Mr. Funyak, seconded by Ms. Kenney, that this AHBR Application be approved with a matt finish. AHBR 23-269 7279 Darien Drive Accessory Structure (Detached Garage) Attachments: 7279 Darien Drive AHBR Agenda Ms. Davey introduced the application by displaying the elevations, and reviewing the staff comments. Ms. Melissa Henry, homeowner, was present for the meeting. The Board, applicant and staff discussed that the vertical siding was a submission error, that the house will be resided within the next two years to match the proposed garage siding, and that the standards state that some elements similar to the main house, i.e., windows, roofing, roof pitch shall be incorporated. Ms. Kenney made a motion, seconded by Mr. Funyak, to approve conditioned on the windows, window trim and materials matching the existing structure and the rear elevation siding be revised to show horizontal siding. The motion was approved by the following vote: Aye: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Ms. Kenney E. AHBR 23-314 669 Barlow Road Accessory Structure (1200 SF Barn) Attachments: 669 Barlow Rd AHBR Packet Ms. Davey introduced the application by noting the application has received a height variance from BZBA and that staff recommends approval as submitted. Mr. Chris Brown, Prestige Builder Group, described: The roof change, the building materials which will match the house, and the location of the barn in relation to the road and house . Ms. Marzulla made a motion to approve, seconded by Mr. Funyak, with the change to a gable roof in the front of the barn as presented at the AHBR meeting . The motion was approved by the following vote: Aye: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Ms. Kenney City of Hudson, Ohio Page 3 Architectural & Historic Board of Review Meeting Minutes - Final May 24, 2023 F. AHBR 23-361 127 E. Streetsboro Street (Historic Landmark) Alteration (Window Replacement) Submitted by Jaime Morin - Renewal By Anderson a) Staff notes this case went before the AHBR on May 24, 2023. The AHBR has a site visit set up for Monday, June 12, 2023. b) Staff notes the Secretary of Interior Standards state deteriorated historic features shall be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature shall match the old in design, color, texture, and other visual qualities and, where possible, materials. Replacement of missing features shall be substantiated by documentary, physical, or pictorial evidence. c) Question the proposed window material and design and if it accurately matches the old in design, color, texture, and material. Streetsboro St. AHBR Packet Ms. Davey introduced the application by describing the project, noted the contractor has made revisions to the application and reviewed the staff comments. Mr. Ed Damascus, design consultant, noted the owner does not want to replace the existing historic windows, he will repair them. However, most of the existing windows are not the original historical windows - they are probably from the 1980s. These will be replaced with windows to look like the historic windows. The Board, applicant and staff discussed: The type of window to be used, the process of installing the windows, the materials used to make the proposed windows, the possibility and problem of using solid wood windows, the Board's desire to see the sample window and the spec sheet of the windows. AHBR 23-456 1887 Norton Road Alteration & Addition Submitted by Tony Lunardi, LDA Land Group LLC a) The applicant went before the AHBR on May 24, 2024 and was tabled in order for the applicant to revise the elevations to show a more consistent window design and symmetry. b) The applicant did re-submit elevations with a window design that is more consistent with the design standards and are more symmetrical. Mr. Tony Lunardi, LDA Land Group, reviewed the proposed project. The Board, applicant and staff discussed the windows around the house and alternatives to the proposed plan, Mr. Lunardi gave the Board a potential revised plan for discussion, the Board noted the proposed design does not have symmetry and takes away from the look of a colonial house and needs to be revised with new elevations. Staff and the applicant briefly discussed how the plans might be changed in a re submittal. Ms. Kenney made a motion, seconded by Mr. Funyak, to continue the application and requested the revised application have windows that are consistent with the LDC and symmetrical in style and size. The motion was approved by the following vote: Aye: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Ms. Kenney H. AHBR 23-455 7959 Valley View Road Second Story Addition 660 SF Attachments: 7959 Valley View Road AHBR Packet 7959 Valley View AHBR Packet - Revised Ms. Davey introduced the application by displaying the elevations, noting revised elevations were submitted prior to the meeting are being displayed and reviewing the staff comments . Ms. Emily Westlake, property owner, and her father the architect, the Board and staff discussed: Possible fenestrations, the trellis, the existing roof and the existing arrangement of the doors which all present difficulty for the homeowner. The Board and applicant noted the lack of the chimney on the elevations is a drawing error and the style of the garage door is undecided. Mr. Funyak, made a motion, seconded by Ms. Kenney, to approve conditioned on the west elevation window being changed and staff having approval for garage door changes. The motion was approved by the following vote: Aye: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Ms. Kenney City of Hudson, Ohio Page 5 Architectural & Historic Board of Review Meeting Minutes - Final May 24, 2023 I. AHBR 23-449 245 N Main (Historic District) Storage Garage Addition (672 SF) Attachments: 245 N Main AHBR Packet Mr. Sugar introduced the application by describing a previously approved garage in the parking lot of the Windstream Building, this is a request to expand the footprint of that building. Mr. Sugar noted staff recommends approval. Mr. Charlie Green, Construction Specialists Inc., was present for the meeting. The Board, applicant and staff discussed the setbacks and landscaping which are in compliance with the LDC and previous AHBR conditions. A motion was made by Mr. Funyak, seconded by Ms. Marzulla, that this AHBR Application be approved. The motion carried by the following vote: Aye: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Ms. Kenney VII. Other Business A. AHBR 6669 Discussion of AHBR Enhancements Attachments: AHBR Enhancements Memo (May 2023) AHBR Administrative Rules May 2023 Draft Mr. Sugar led a discussion of the AHBR enhancements and administrative rules which are detailed in the two documents included in the staff report. Mr. Caputo appointed himself and Ms. Marzulla to a subcommittee, with a third Board member if possible, to recommend a Historic Preservation Consultant to the full Board . B. AHBR 5-10-2023 Minutes of Previous Architectural & Historic Board of Review Meeting: May 10, 2023 Attachments: AHBR Minutes May 10, 2023 - DRAFT Ms. Marzulla made a motion, seconded by Mr. Funyak, to approve the May 10, 2023, Minutes as edited. The motion was approved by the following vote: Aye: 4 - Mr. Caputo, Mr. Funyak, Ms. Marzulla and Ms. Kenney VIII. Staff Update Mr. Sugar noted dates for public engagement and a community survey regarding the Comprehensive Plan Update. adjourned. unanimously. IX. Staff notes the proposed sign would have channel lettering, which was previously determined to comply with the sign plan’s requirement for individual letters and is proposed to be centered on the building. c) Staff notes door and window decals are proposed and would be compliant with the window coverage allowances in the Land Development Code. Staff notes the existing house is 8” aluminum siding and the proposed structure will have 4” vinyl siding. b) The Architectural Design Standards state materials on the main body shall be applied consistently. Staff notes both horizontal and vertical siding would be applied to the proposed garage. Staff notes the proposal would include a trellis porch with a flat roof. b) The Architectural Design Standards state large expanses of blank wall are to be avoided. Fenestration placement should be at a maximum of approximately every 12 feet. Staff questions if window could be added to the gable to meet this requirement. c) Question if first floor plan accurately depicts revised garage door opening.
