I. Call To Order
Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic
Board of Review of the City of Hudson at 7:30 p.m., at Hudson City Hall, in accordance with
the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22.
II. Roll Call
Present: 7 - Mr. Caputo, Mr. Funyak, Mr. Ray, Mr. Workley, Ms. Marzulla, Mr. Wetzel and
Ms. Kenney
III. Public Comment
Chair Caputo opened the meeting to public comments for anyone wanting to address the
Board. There were no comments.
IV. Consent Applications
A motion was made by Ms. Marzulla, seconded by Ms. Kenney, to approve the Consent
Agenda. The motion carried by the following vote:
Aye: 5 - Mr. Caputo, Mr. Ray, Mr. Workley, Ms. Marzulla and Ms. Kenney

Mr. Wetzel arrived at the beginning of this agenda item.
Ms. Schrenk introduced the agenda item by describing the project, noting prior approval by
BZBA, and that staff recommends approval as submitted.
Ms. Bridget Tipton, architect, was present for the meeting.
A motion was made by Ms. Marzulla, seconded by Mr. Workley, that this AHBR
Application be approved. The motion carried by the following vote:

Ms. Schrenk introduced the application by displaying the elevations, and reviewing the
applicable design standards. Ms. Schrenk also noted revised elevations were submitted after 4
pm of the meeting date.
Mr. Jim Dombrowski, applicant, was present for the meeting.
The Board, applicant and staff discussed the window design standard, the 16-foot dimension
between the windows on the proposed addition, that the first floor windows are existing, and
the header detail.
Mr. Workley made a motion to approve, seconded by Ms. Marzulla, with the condition
that the second story detailing match the existing house and the second story window
detail match the first story window detail. The motion was approved by the following
vote:

A. AHBR 23-292 15 Stokes Lane

a) Staff notes this project went to AHBR for an informal review on May 10,
2023.
b) Architectural Design Standards state wings may not be larger than the
main body of the structure. Staff notes the AHBR discussed making an
exemption to the design standards based on the location of the septic
system on the property.
c) Architectural Design Standards state roofs shall not intersect a wall so as
to cause a valley. The Board discussed moving the entire addition to left to
remove the valley on the right side. The applicant updated the elevations
to depict this.
d) Architectural Design Standards state the building shall have a typical
window used for most windows. Question the window proposed on the left
elevation. Staff notes the Board discussed moving this window to be
aligned with the basement window.

Ms. Schrenk introduced the informal discussion regarding the addition by describing the
project, displaying the elevations and reviewing the staff comments.
Mr. James Sturley, homeowner, Mr. Tony Battle, R. C. Norman Construction, and Mr.
Gordon Costlow, applicant, were present for the meeting.
The Board, applicant and staff discussed the design of the house and proposed addition, the
inadequacy of the existing foundation which leads to request to demolish the existing
foundation and replacing with new, and the small size of the kitchen which is not suitable for
a family. Mr. Costlow then described the difficulty of the site because of the septic system
location, that the addition cannot be seen from the front of the house, and the problem with
the existing window in the shower area.
Mr. Battle noted that the square footage being added is partially mitigated by removing the
existing addition, the poor condition of part of the existing structure, and the re-grading of the
property which will allow a higher ceiling in the garage.
Mr. Sturley noted the septic system was installed in 2019 as a state-of-the-art system, and that
a structural engineer discovered the corner of the garage is shifting.
The Board, applicant and staff discussed the size of the proposed addition in relation to the
standard and main mass, the difficulty of moving the septic system, the possibility of moving
the addition to the side to match the existing wall of the house, the need for a survey prior to
final approval, that the design as submitted is typical to the neighborhood, questioned if the
septic system may be considered a valid reason for waiving the standard, that the square
footage added is not a concern of the Board, that the Board has mixed feelings regarding
moving the wall or not moving the wall to the side, and the possibility of mimicking the
existing window.
The Board noted the importance of verifying the survey prior to redrawing elevations or the

Abstain: 1 - Ms. Kenney
VIII. Staff Update
Ms. Schrenk announced Ms. Davey will be the staff member to the AHBR and that staff will
work on the AHBR administrative issues in the coming weeks.
The Board discussed the application process for potential new Board members .

A motion was made by Ms. Marzulla, seconded by Mr. Workley, that this be adjourned
at 8:23 p.m. The motion carried by an unanimous vote.

throughout the main body and wing. Staff notes the proposed ganged
windows with shutters on the rear elevation. However, the existing home
has ganged windows with shutters.

throughout the main body and wing. Staff notes existing gable ends have
gable vents. Revise left elevation to reflect gable vent on left elevation.

to cause a valley. Staff notes adding the rear addition would create two
new valleys.
