Call To Order Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of the State of Ohio, O.R.C. Section 121.22. II. Roll Call Present: 5 - Mr. Caputo, Ms. Marzulla, Mr. Ray, Mr. Wetzel and Mr. Workley Absent: 2 - Mr. Funyak and Ms. Kenney III. Public Comment Chair Caputo opened the meeting to public comments for anyone wanting to address the Board. There were no comments. IV. Consent Applications A motion was made by Ms. Marzulla, seconded by Mr. Ray, to approve the Consent Agenda. The motion carried by the following vote: Aye: 5 - Mr. Caputo, Ms. Marzulla, Mr. Ray, Mr. Wetzel and Mr. Workley A. AHBR 23-1070208 Brentwood Dr. Accessory Structure (992sqft) Attachments: 208 Brentwood AHBR Packet Ms. Krickovich introduced the application by displaying and describing the site plan, and reviewing the staff comments. Mr. Matt Miller, applicant and homeowner, described the design elements of the proposed structure which will match the existing house, and discussed the purpose of the proposed gambrel roof. The Board, applicant and staff discussed: The top side of the structure without a design element, that a copula and horse weather vein will be on the top of the barn, the foundation matches the house, the roof peek is twenty-feet high, and that a gable roof would be more appropriate for the matching the house and fitting the neighborhood. Mr. Workley made a motion, seconded by Ms. Marzulla, to approve as submitted regarding size, with the condition that a pitched roof to match the house be installed as approved by staff. The motion was approved by the following vote: Aye: 5 - Mr. Caputo, Ms. Marzulla, Mr. Ray, Mr. Wetzel and Mr. Workley B. AHBR 24-23 2 High Street (Historic District) Alteration (Window Replacement) Attachments: 2 High Street AHBR Packet Ms. Krickovich introduced the application by displaying photos of the house, noting that not all the windows will be replaced, reviewing the staff notes and stating the house was built in 1980. Mr. Josh Mandrian, design consultant, noted the existing windows are wood with vinyl cladding, described the proposed windows, and described the installation process . The Board, applicant and staff discussed the installation process, that the replacement windows will match the windows that remain in place, that the Board does not typically approve a composite window in the Historic District, that the existing and proposed windows will have matching grids between the glass, and that this house is not held to the Department of the Interior standards. A motion was made by Mr. Workley, seconded by Mr. Ray, that this AHBR Application be approved. AHBR 24-32 5 Laurel Lake Addition (Garage, master closet, laundry, 931sqft) Attachments: 5 Laurel Lake AHBR Packet Ms. Krickovich introduced the application by describing the project and reviewing the staff comments. Ms. Donna Anderson, Laurel Lake, and Mr. Brian Harvey, Lewis Construction, were at the meeting. The Board, applicant and staff discussed the matching roof and foundation materials . A motion was made by Mr. Workley, seconded by Mr. Ray, that this AHBR Application be approved. The motion carried by the following vote: Aye: 5 - Mr. Caputo, Ms. Marzulla, Mr. Ray, Mr. Wetzel and Mr. Workley VII. Other Business A. AHBR 7073 S. Darrow Road Townhomes (Informal) New Residential Construction (35 Unit Townhomes - District 3) Attachments: 1.24.24 AHBR Packet 2.23.22 AHBR Packet & Minutes This informal discussion was tabled for a future meeting at the request of the applicant . B. AHBR 1-10-24 Minutes of Previous Architectural & Historic Board of Review Meeting: January 10, 2024. Attachments: January 10, 2024 AHBR Minutes - Draft A motion was made by Ms. Marzulla, seconded by Mr. Wetzel, that January 10, 2024, Minutes be approved as amended. The motion carried by the following vote: Aye: 5 - Mr. Caputo, Ms. Marzulla, Mr. Ray, Mr. Wetzel and Mr. Workley VIII. Staff Update A. AHBR 7077 Council Annual Check-in - CONTINUED Attachments: Memo to AHBR Ms. Krickovich described Council's request that each Board prepare a report for Council . Ms. Krickovich and the Board discussed possible goals and items to be in the report . This item will be on the February agenda. IX. Adjournment A motion was made by Ms. Marzulla, seconded by Mr. Ray, that the meeting be adjourned at 8:10 pm. AHBR 208 Brentwood Dr. 23-1070 Accessory Structure (992sqft) Submitted by Matt Miller a) The Architectural Design Standards state the roof of an enclosed accessory building should be the same roof shape as the roof of the main structure. Staff notes the existing house has a gable roof and the accessory structure is proposed to have a gambrel roof. b) The Architectural Design Standards state enclosed accessory building shall incorporate some elements similar to the main body, for example similar corner boards, window types, or materials. Staff notes the plans state smart siding will be used and a metal or shingle roof. Confirm materials used and how it relates to the existing house. c) The Architectural Design Standards state details used must be consistently applied throughout all sides of the structure. Staff notes the front windows would be the only windows with shutters. Revise elevations to depict shutters at all windows or remove completely and add larger windows. AHBR 24-23 2 High Street (Historic District) Alteration (Window Replacement) Submitted by Jaime Morin, Renewal by Anderson LLC a) Architectural Design Standards state new freestanding structures and non-historic properties: The use of substitute materials is acceptable provided they are compatible in proportion, size, style, composition, design, color, and texture of historic materials. Staff notes the applicant states the existing window materials are wood. Question the proposed composite material and if it is an appropriate material. b) Staff notes that the house was built circa 1980. The Architectural Design Standards state because the house is not greater than 50 years old, the house would not be contributing to the Historic District and would be reviewed according the type standards rather than the Secretary of Interior Standards. AHBR 24-32 5 Laurel Lake Addition (Garage, master closet, laundry, 931sqft) Submitted by Donna Anderson a) The Architectural Design standards state attached garages shall not face the street except for new development with a front yard depth of 130 feet or more. Staff notes the building has adequate front yard depth to meet this requirement. The existing villas also have front facing garages. b) The Architectural Design standards state the front face of the main body must sit forward at least 18" from the front face of the wings. Revise the garage footprint to be located 18" behind the main mass. c) Suggest providing additional spacing between the door, window and garage corner board on the rear elevation so the trim does not directly abut. AHBR 7073 S. Darrow Road Townhomes (Informal) New Residential Construction (35 Unit Townhomes - District 3) Submitted by Hanna Cohan Plessner, Knez Homes a) Staff notes this project went to the Architectural and Historic Board of Review on February 23, 2022 per case number 21-1248. The meeting minutes are attached. b) The Architectural Design Standards state to avoid long unbroken expanses of roof, roofs must be broken with cross gables, a change in roof height or orientation, or an offset of at least 18 inches. · Question if each unit could have separate roof heights to further reak up the massing. · Incorporate some reverse gables to cover the full 24 ft wide unit at the front elevations. This scale is depicted on the rear elevations. · Incorporate some deeper porches which project forward of the main mass. · Question if the high visual impact end units could be redesigned to have their entrance orient a different direction. This would improve the streetscape, add variety, and allow for additional options to break up the massing. c) The Architectural Design Standards state buildings which are the same type must differ from one another in two of the following: A. wall material, B. architectural style, C. major features such as porches or turrets, D. organization and number of bays, E. wing configuration, or F. roof shape. Staff notes only minor wall material variations between the three concepts. Suggest further variations in massing and/or architectural style to meet this requirement. d) Verify materials would be applied consistently around each mass and end at an inside corner. e) Additional considerations to add variety: Incorporating metal roofs for the "Farmhouse" concept; more decorative gable accents for the "Cottage" concept; thicker trim for the "Traditional" concept; differing front door/garage door designs between units and buildings. f) The side elevations contain a long flat wall expanse. Incorporate addition bay windows, chimneys, and/or bump out gables (as done with the high visual impact areas). g) Staff notes the LDC permits a maximum of 29 units for the development; however 35 are depicted. Units should be removed/relocated at locations where entrance doors do not face the street/drive and to improve common areas.
