I. Call To Order
Chair Caputo called to order the regularly scheduled meeting of the Architectural & Historic
Board of Review of the City of Hudson at 7:30 p.m., in accordance with the Sunshine Laws of
the State of Ohio, O.R.C. Section 121.22.
II. Roll Call

III. Public Comment
Chair Caputo opened the meeting to public comments for anyone wanting to address the
Board. There were no comments.
IV. Consent Applications
A motion was made by Mr. Workley, seconded by Ms. Kenney, to approve the Consent
Agenda. The motion carried by the following vote:

Ms. Krickovich noted the application was discussed at the March 13 , 2024 AHBR meeting,
described the applicant's revisions and the staff comments.
The Board, staff, Mr. Gordon Costlow, architect, and Mr. Max Rader, homeowner, discussed:
Replacing two windows which are in disrepair with matching - historically accurate windows
and the type and size of windows, that the type of trim around the windows on the addition
will be historically accurate, that a change of roof material will require new drawings and a
new AHBR meetings, that the existing material on the garage is Hardie-board, that the new
foundation will match the existing foundation, that the proposed gable is one-foot lower than
the existing, and that attempts will be made to reuse any historic materials that are removed .
A motion was made by Mr. Workley, seconded by Ms. Kenney, that this AHBR
Application be approved with the following conditions: The notations on the addition
side are to be Hardi-board, staff is to review and approve the two proposed windows in
the kitchen which are to be Pella Reserve or Marvin Ultimate, and existing siding which
is removed will be used on the existing house in some way. The motion carried by the
following vote:

Ms. Krickovich introduced the application by noting this it was discussed at the April 24 ,
2024, AHBR meeting, that the applicant has subsequently made design changes which include
removing the existing siding, and reviewed the staff comments.
The Board, staff and Mr. Justin Kapela, J. Kapela Design Company, and Mr. David
Moorhead, homeowner, discussed: The difficulty of removing and reusing the siding because
of potential damage done in the removal, the means and method report which shows how the
siding will be removed, information regarding the consultant who will work with the applicant
in the restoration of the siding, that the site visit showed that much of the siding must be
removed, the photo from 1950 showing the window above the door being offset, that some
Board members feel the window above the door as is - does not look correct, that a very
limited part of the house has sheathing under the siding, and the qualifications of the
applicant's consultant.
The Board encouraged the applicants to give great care to the preservation of the wood
siding.
A motion was made by Mr. Workley, seconded by Mr. Funyak, that this AHBR
Application be approved with the following conditions: The means and method for
siding removal and restoration which was provided to the Board be followed and the
approval include the fence around the pool. Mr. Workley also expressed appreciation
for the applicant's historical consultants work. The motion carried by the following
vote:

Ms. Krickovich introduced the application by displaying and reviewing the elevations and
project, and reviewing the staff comments.
Mr. Joseph Matava, Peninsula Architects, and Mr. Cullen Taussig, homeowner discussed:
That the gable running front to back is the main form of the structure and the left and right
elevations are the wings, if that premise is accepted then the staff comment regarding the five
foot offset will not apply, that the stone on the front has a historic precedence in homes of this
style, that the home is 135-feet from the property line, that elements from the neighboring
houses are used in the design, and the scale and form are not out of line with the neighbors .
The Board, staff and applicant discussed: What should be considered the main mass of the
house, that the stone siding terminates on inside corners, that the wing roof seems larger than
the front facing gable, the differences in roof height and alternate roof form renderings which
help the Board understand the elevations better, that all material changes will take place at
inside corners, where the stone is used, the rear windows size and style while noting no
property will have a view of the rear of the house, that the house does incorporate items from
neighboring house design, that screening exists and there is a 135-foot distance from the
neighbors.
A motion was made by Mr. Funyak, seconded by Ms. Kenney, that this AHBR
Application be approved with a smaller window in the rear gable as approved by staff .

Ms. Krickovich introduced the application by displaying the elevations and reviewing the
staff comments.
Mr. Derek Kurlya, KGK & Company, described the elements of the pavillion which match the
existing house, the screens which are a simple black mesh, the site plan, the stone used for the
chimney, and that brick are not planned for use on the pavilion.
A motion was made by Mr. Workley, seconded by Ms. Kenney, that this AHBR
Application be approved as amended so that KGK Landscaping work with staff with
regard to using brick on the base of the columns. The motion carried by the following
vote:

Ms. Krickovich introduced the application by displaying photos of the house and reviewing
the staff comments.
Ms. Carrie Cronkey, homeowner, stated the addition will be less than 15 percent of the total
mass of the house and 33 percent of the existing addition, that landscaping will mitigate the
effect of the addition, that garages forward of the main mass are typical of the neighborhood
and exists today, and that new brick and mortar will be used on the entire addition . Ms.
Cronkey also distributed the roof plan to the Board.
The Board, applicant and staff discussed: The large size of the proposed addition, that the
height of the addition will match the height of the house, alternative designs, and the view of
the proposed addition from unaltered photos.
The Board and applicant discussed adding dormers to the roof.
A motion was made by Mr. Workley, seconded by Ms. Kenney, that this AHBR
Application be approved as amended with a dormer over the three bay window which
may be administratively approved.. The motion carried by the following vote:

Ms. Krickovich introduced the application by displaying the site plan, describing the project
and reviewing the staff comments.
Ms. Helen and Mr. David Uehlein, homeowners were present for the meeting.
The Board, applicant, and staff discussed: If wire fence is allowed in Hudson, that previous
uses of wire have been allowed but further from the road, that various styles of fence are used
in this neighborhood, the request that the need for pet containment and child safety from the
pond be considerations, alternative colors for the wood, the use of landscaping, that wire
mesh was not allowed for a house on Edgar Drive, and that fences in front of the house and
near the street are to be lower in height and more formally designed.

Demolition (One Story, Single-Family House)

Ms. Krickovich introduced the application by reviewing the project which is the demolition of
a house in the Historic District.
Mr. Clayton and Ms. Megan Braham, homeowners, supplied information about the house to
be demolished which shows: The thought was the house was built in 1953, however records
Mr. Braham provided shows there was no habitable house on the parcel in 1972, then in 1978
there was a habitable house on the property. Sometime between 1972 and 1978 either a house
was made on the property or the uninhabitable house was updated .
Today, the Braham's own the house but at 790 square feet, it is not suitable for a family and
the Braham's believe it was a shed that was turned into a house.
Mr. Braham showed the type of house that might be built if the demolition request is granted .
He also made a commitment that what is built will be in keeping with the Historic District and
designed by the Sveda family.
The Board, applicant and staff discussed: If the specific build date of the house is known, the
history of the Historic designation for the house, the possibility of combining the demolition
of the house with the approval for the next house in one application, if there is significance
between when a structure is built and when it becomes a habitable house, and that research
regarding the house is more important than a site visit to the Board.
A motion was made by Mr. Funyak, seconded by Mr. Workley, that this AHBR
Application be continued and that the historic consultant be requested to examine the
house and records. The motion carried by the following vote:

Ms. Krickovich introduced the application by reviewing the history of the project and noting
it will go before the Planning Commission on May 13, 2024.
Ms. Hanna Cohan Plessner, Knez Homes, described: The completely new site plan and
building orientation, the revised plan submitted on the day of the AHBR meeting, the color(s)
of the buildings, the history of the property and project, that the site layout is driven by an
area of protected wetlands, and that a new builder is involved in the project .
Ms. Plessner noted that the roofs had an error in the drawings showing one continuous roof
which has been corrected, that a variety of materials, architectural styles, and bay windows are
not included in the drawings, that different color front doors are included and there is a
willingness for different styles of doors, that the foundation can be discussed however, the
builder would not like to have a masonry water table, that many details can be changed with
the formal submittal, that all the elevations and details will be submitted with the formal
submittal, and that all material changes will take place at inside corners. Ms. Plessner and the
Board discussed the garage bump outs which the builder would like to remain as is, and that
the sides without a porch need additional fenestration or details.
The Board, applicant and staff discussed: Design options for the end units, the impression of
the long length of the facade on the end building without a wrap around porch, the possibility
of varying the design of the front of the buildings by moving the doors and or windows from
one side to the other, that the variation of the front roofs is good, the color pallets, when the
color of a building is a common theme it makes it look more cohesive, the possibility of
rearranging some of the units from one building to another buildings, and that each house will
be responsible for its own trash.

a) This case was most recently discussed by the AHBR on March 13, 2024.
The Board requested the assistance of the Consultant to review the
proposed plans.
b) The Consultant provided a report (in the attachments). The applicant
submitted changes to the proposed design based on the report comments.
Those changes include:
- On the right elevation, the existing gable walls and siding to remain.
Windows would be replaced to match existing profile with a different
design to distinguish from the existing house.
- Lowering the roof ridge line of the second story gable roof to allow
this portion of the addition to be distinguished from the existing
house.
- Re-design the back porch from a hip roof to a gable roof.
- All proposed windows to have a different detail design to better
distinguish from the historic windows on the existing home.
c) The applicant is proposing to remove historic materials on the existing
garage and back portion of the house.
d) The applicant is proposing to use a hardi-board material, Andersen vinyl
clad wood/fibrex windows, and a shingle material to match the house.
Specification sheets are provided in the packet. Revise proposed window to
an aluminum clad full wood window to be more appropriate.

a) Staff notes this case went to AHBR on April 24, 2024 and the Board
reviewed the consultant report comments with the applicant and requested
changes.
b) The applicant made changes to reflect the discussion. Those changes are:
- Keeping the existing window design on the front elevation on the
1913 addition.
- Slight window adjustment to be aligned with existing fenestration.
- A more simplified three window design on the left elevation.
- The proposed pool house and detached garage have a consistent
design and details.
c) The applicant is proposing to remove the existing siding in order to install
exterior sheathing. The existing siding would be reinstalled with
replacement of deteriorated sections. Staff notes the following:
- The proposed work was not in the original scope of the Consultant
report. Question if the Board should seek a comment from the
Consultant on this scope of work or if the applicant should have their
own historic preservation consultant oversee best practices and
prepare update reports.
- Question the extent of siding anticipated to be replaced. Staff
anticipates removing and replacing siding would be difficult without
damaging.
-Staff notes, based on observations during the April 16th site visit,
portions of the building have substrate/sheathing. Suggest siding only
be removed and replaced along walls without substrate/sheathing.
- Suggest siding work be completed one façade at a time and a
construction schedule to be submitted to help with staff oversight.
d) Revised elevations state deteriorated trim would be replaced with a Boral
material. Question if that would then mix wood and boral?
e) Staff notes windows were discussed at the April 24, 2024 meeting, it was
stated the Pella Architectural Reserve window would be used; however, no
exterior cladding was specified.

Submitted by Elizabeth Nicklas, Peninsula Architects
a) Staff notes this property, along with the adjacent property, received
approval from the Board of Zoning & Building Appeals on November 16,
2023 for a lot frontage and a driveway setback approval. Additionally, the
properties received approval from the Planning Commission on December
11, 2023 for a Conditional Use request for a shared driveway.
b) Staff notes the proposal would be considered a two-story wing type. The
Architectural Design Standards state the main body must be the largest
visible mass and wings should be subordinate. Revise elevations to extend
the gable to the right of the door in order to better meet this requirement
and to balance the mass which has two different roof shapes. Staff has
provided a sketch to demonstrate this comment.
c) Wings are not permitted to project forward of the main mass. Reduce the
forward projecting mass to a maximum of 5 feet.
d) The Architectural Design Standards state exposed foundations and tie
courses shall be of a consistent material on all elevations. Revise
elevations to show the exposed foundation at a consistent level on all sides
of the house.
e) The Architectural Design Standards state the public faces of the building
may also have up to three special windows, to call attention to a special
feature in the composition (e.g., a picture window located in the center of
the main body) or to use repetitively. No more than one type of special
window may be used in any mass, except the main body, which may have
two types of special windows. Revise the rear elevation to have a more
consistent window design as there are three types of windows being
proposed.
f) The Architectural Design Standards states the design of any building shall
be judged in reference to its site and the character of its surroundings, not
as an independent object. The site plan for all new buildings shall be
prepared with a clear understanding of the framework that exists or is
being created in a particular area. Staff observes the overall house scale
and number of roof shapes, dormers, wall material, and window shapes
would be in contrast to the neighborhood framework.

a) Staff notes this is a 462 square foot screened in pavilion located in the rear
yard.
b) The Architectural Design Standards state enclosed accessory buildings
shall incorporate some elements similar to the main body, for example
similar corner boards, window types, or materials. Staff notes the structure
is proposed to have a shingled roof material that will match the house and
cedar beams that will be painted white to match the color of the house.
Question if the manufactured stone could be a brick material to match the
house and better meet this requlation.

a) Staff notes the applicant is proposing a second story addition to the
attached garage.
b) The Architectural Design Standards state the main body must be the
largest visible mass. Question if the second story wing addition would
cause the wing to be more visible and prominent than the main mass.
c) The Architectural Design Standards state the front face of the main body
must sit forward at least 18” from the front face of the wings. Staff notes
the attached garage is non-conforming as it already sits forward of the
main body. A second story addition would further emphasize the
nonconforming element.
d) Question how the proposed brick and mortar will blend with the existing
on the same plane.
e) Submit a roof plan to verify massing.

a) Staff notes the applicant is proposing a 4 foot high split rail fence with
welded wire in between the rails that will be located one foot from the
front property line.
b) The Architectural Design Standards state fence heights and materials shall
be compatible with their site location and surrounding development.
Fences in the front yard shall be more formal in design and lower in height
when sited close to the street or sidewalk. Staff notes the neighboring
property does have a 4-foot high three rail fence, that has a more formal
design. Revise plans to show a more formal design without wire mesh to
meet this requirement.

set a time for a site visit, and discuss any assistance from the Consultant.

a) Staff notes the AHBR discussed the proposal through multiple meetings in
2022. The applicant has revised the overall site layout, including
orientation of garage doors. The Planning Commission will review the
proposal for Conditional Use Review on May 13, 2024.
b) The Architectural Design Standards state to avoid long unbroken expanses
of roofs, roofs must be broken with cross gables, a change in roof height or
orientation, or an offset of at least 18 inches. Question if each unit could
have separate roof heights to further break up the massing.
c) The Architectural Design Standards require variety between building
designs. This includes variety amongst building units. Suggest further
studying details such as differing front doors, bay configuration, and a
masonry water table to distinguish individual units.
d) Question if the “high visual impact” units would be differentiated, or if
each style would follow the same design elements.
e) Verify material would be applied consistently around each mass and end at
an inside corner.
f) As these are larger scale, multi-unit buildings, suggest additional
detailing/finishes such as cement board siding, strong soffits with
width/depth, and thicker trim, porch columns, and corner boards.
g) Suggest the garage bump outs be widened to create a stronger break in the
mass and consider a mix of gable and shed roof forms. Additionally,
suggest the use of a second floor bay window to break up the large wall
surface.
