f MAM MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JUNE 22, 2021 The City Council of the City of Hueytown met on Tuesday, June 22, 2021 in Council meeting room at 5: 30P.M. at City Hall. The meeting was called to order with President Pickens and Council members Zinnerman, Wright and Jacks present. Council member Hurliman was absent. Mayor Ware was present and the City Attorney, Charlie Waldrep of Waldrep Stewart 8s Kendrick, LLC was absent during the Pre -Council meeting. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, JUNE 22, 2021 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, June 22, 2021. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 17P. M. with approximately Seventeen people in the audience. The invocation was given by Council member Jacks, followed by the Pledge of Allegiance. Upon roll call, President Pickens, and Council members Zinnerman, Wright and Jacks were present. Council member Hurliman was absent. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart &, Kendrick, LLC. was present. President Pickens recognized Kailah Hegler of The Western Star who was live streaming the meeting on Facebook. 2. APPROVAL OF MINUTES Council member Jacks moved, seconded by Council member Zinnerman, that the minutes of the Pre -Council and the Regular Council Meetings held Tuesday, June 8, 2021 and the Work Session meeting held on June 17, 2021 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT Mayor Ware welcomed everyone present and thanked them for coming and taking time out of their busy schedules to attend to hear what's going on and to voice concerns they may have in the City of Hueytown. The Mayor thanked everyone who came to the City Fest Event held on June 19, 2021 at the Hueytown High School. The Mayor informed everyone present of the continued issue of the Storm Water flooding on Forest Road at the new Middle School area. The Mayor states he has been communicating with Mr. Walter Gonsoulin, Jr., PH. D, Superintendent at the Jefferson County Board of Education to resolve the Storm Water runoff flooding problem from the School site. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council member Jacks reports the City' s budget is on point after reviewing the information at the June 17, 2021 Work Session Meeting. b) Planning and Development: No Report. c) Public Safety: No Report. d) Public Works and Parks: No Report. OFFICERS REPORTS a) Police Chief Mike Yarbrough: No Report. b) Fire Chief Morris, reports of the Departments activity notifying folks whose property connects to the City but not annexed in the City of the Council' s waiver of the Annexation Fee. c) Public Works Director Mike Butts, Absent. d) Building and Zoning Inspector Barry Humphries, No Report. 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Acting Director for the Hueytown Chamber of Commerce, reports the following: A) Welcomes new and/ or renewed Chamber members; Uncle Sam' s BBQ, Immunotek Bio Center, Taylor Bugs and Bob Sykes BBQ. B) Double ribbon cutting on Friday, June 25, 2021 at 1: OOP. M. for Shear Madness & Boutique and Party Madness. C) Announced Captain D' s plans to open Mid July. The restaurant plans to hire 50 people with a job fair at the Brooklane Community Center. D) Reports of a good ribbon cutting on June 18, 2021 at KWU' s Health 8v Wellness Spa. E) Announced the After Hours Networking event to be held at Venue 3131 on June 24, 2021 from 6: OOP. M. to 7: 30P. M. F) Announced the Hueytown Harvest Farmers Market is Saturday, June 26, 2021 from 8: OOA. M. to Noon at the Stadium Park. G) Remember to " Shop Local"! 7. CORRESPONDENCE: Street Light Request for 144 Mabelon Drive and Donation Request for Hueytown Harvest Farmers Market. 8. BILLS FOR APPROVAL Council member Jacks then moved, seconded by Council member Zinnerman, that the List of Bills be approved in the total amount of $ 242, 828. 99. Upon roll call, President Pickens and Council members Zinnerman, Wright and Jacks voted yes. There were no nay votes. The motion unanimously carried. Resolution 6061: Resolution 6061 was presented to consider the Public Nuisance and Weed Abatements. PUBLIC NUISANCE AND WEED ABATEMENT JURISDICTION TO PROCEED AND DESIGNATION OF PERSONS TO PERFORM THE WORK FOR REMOVAL OR ABATEMENT Council member Zinnerman moved, seconded by Council member Wright, to adopt Resolution 6061. Upon roll call, President Pickens, and Council members Zinnerman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the resolution adopted 11. Ordinance 21- 0622- 1: Ordinance 21- 0622- 1 was presented as a first reading/ Public Hearing. ORDINANCE NO. 21- 0622- 1 REZONE PROPERTY LOCATED AT 1745 AND 1755 PLEASANT GROVE ROAD FROM RD TO B2 Andy Rodstrike from Verizon Wireless, the applicant, spoke to this Ordinance. Council member Wright moved, seconded by Council member Zinnerman, to close the Public Hearing. Upon roll call, President Pickens, and Council members Zinnerman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the Public Hearing Closed. 12. Ordinance 21- 0622- 2: Ordinance 21- 0622- 2 was presented as a first reading/ Public Hearing. ORDINANCE NO. 21- 0622- 2 REZONE PROPERTY LOCATED AT 1429 26TH AVENUE NORTH FROM MR TO R2 Helen Huddleston spoke who resides at 1414 261h Avenue North, Hueytown inquired about this rezoning. Council member Zinnerman moved, seconded by Council member Wright, to close thePublic Hearing. Upon roll call, President Pickens, and Council members Zinnerman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the Public Hearing Closed. 13. Ordinance 21- 0622- 3: Ordinance 21- 0622- 3 was presented as a first reading and Public Hearing. ORDINANCE NO. 21- 0622- 03 REZONE PROPERTY LOCATED AT 6415 AND 6450 JOHNS ROAD FROM R 1 / B3 TO PUD Council member Zinnerman moved, seconded by Council member Jacks, to carry this item over to a future date. Upon roll call, President Pickens, and Council members Zinnerman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the Public Hearing Closed. 14. Ordinance 21- 0622- 4: Ordinance 21- 0622- 4 was presented as a first reading and Public Hearing. ORDINANCE NO. 21- 0622- 4 AN ORDINANCE TO ANNEX CERTAIN REAL PROPERTY 3500 SHARON LANE, HUEYTOWN, ALABAMA WHICH IS CONTIGUOUS TO THE CITY OF HUEYTOWN, ALABAMA With no one present to speak for or against this Ordinance, Council member Zinnerman moved, seconded by Council member Jacks, to close the Public Hearing. Upon roll call, President Pickens, and Council members Zinnerman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the Public Hearing Closed. Page 3 of 4 IN 15. EXTEND FLOOR TO THE PUBLIC Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Ellen Wren 1748 Pleasant Grove Road ask to receive paper that was distributed to the Council, asked about the wooden fence would accommodate that any recourse? Yes, Verizon Carrier insurance the company that and up owner it would be required to have insurance. B) Robert Hubbard 6250 McShan Drive, the County left drainage open, incomplete, washing the road away, dumping trash down from Snack Den and is there anything that can be done. C) Larry Coachman 521 McPherson Lane also spoke about a drainage issues and Police matters. D) Joel Mulkin at 14 Office Park Circle spoke about meeting agenda item 13 inquiring why the item was carried over to a Council Work Session meeting. Council President Pickens informed Mr. Mulkin the Council would like more details about what the Company is seeking to do with the development. E) Mary Myer at 502 Saddleridge: Stop Sign a Dee Hendrix/ Virginia Lane in Virgina Mines Subdivision. 16. ADJOURNMENT There being no further business to come before the meeting, and upon the motion of Council member Zinnerman which unanimously carried, the meeting was adjourned at 7: 15P. M.
