103 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JULY 13, 2021 The City Council of the City of Hueytown met on Tuesday, July 13, 2021 in Council meeting room at 5: 30P. M. at City Hall. The meeting was called to order with President Pickens and Council members Hurliman, Wright and Jacks present. Council member Zinnerman was absent. Mayor Ware was absent and the City Attorney, Robert Rosenberg of Waldrep Stewart 8s Kendrick, LLC was present during the Pre -Council meeting. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, JULY 13, 2021 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, July 13, 2021. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 03P. M. with approximately Twelve people in the audience. The invocation was given by Council member Jacks, followed by the Pledge of Allegiance. Upon roll call, President Pickens, and Council members Hurliman, Wright and Jacks were present. Council member Zinnerman was absent. Mayor Ware was absent and the City Attorney, Robert Rosenberg, of Waldrep Stewart & Kendrick, LLC. was present. President Pickens recognized Kailah Hegler of The Western Star who was live streaming the meeting on Facebook. 2. APPROVAL OF MINUTES Council member Jacks moved, seconded by Council member Wright, that the minutes of the Pre -Council and the Regular Council Meetings held Tuesday, June 22, 2021 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT No Report 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council member Jacks recognized the Public Works Department for the cleanup project in the West Wind Subdivision and the employees of the Department' s hard work is greatly appreciated. b) Planning and Development: Absent c) Public Safety: Council Member Hurliman reports the response calls for the Police and Fire Departments continue to be high. d) Public Works and Parks: No Report. 5. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough reports of catching Catalytic Converter thieves during an undercover operation. Chief Yarbrough reports the department is now fully staffed and there is a Sergeant retiring with interviews starting soon to fill the position. b) Fire Chief Morris: No Report. Page 1 of 5 144 c) Public Works Director Mike Butts reports the Department is operating wide open due an increased demand for Trash Pickup and Grass Mowing. Butts also reports the paving project has begun today. d) Building and Zoning Inspector Barry Humphries reports two new homes being constructed in the West Wind subdivision and two in the Virginia Ridge Subdivision. Humphries also reports there are several commercial renovations in process and Publix has submitted plans for a significant upgrade to the Hueytown store location. 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Acting Director for the Hueytown Chamber of Commerce, reports the following: A) Congratulations to Bell Peppers Restaurant celebrating their one- year anniversary. B) Reports Captain D' s had a great Ribbon -cutting ceremony on July 11, 2021. C) Announced the Alabama Sales Tax Holiday for School related items for July 16' through July 181h 2021. D) Announced the Awards Dinner is scheduled to be October 1, 2021 at Venue 3131 to Celebrate the STARS of Hueytown. E) Announced the After Hours Munch 8s Mingle Networking event to be held in August. F) Announced the Hueytown Harvest Farmers Market is Saturday, June 26, 2021 from 8: OOA. M. to Noon at the Stadium Park. G) Announced an upcoming event " WorshipFest" which is being sponsored by the Hueytown Arts Council to be held at Stadium Park on Sunday, October 17, 2021. H) Remember to " Shop Local"! 7. CORRESPONDENCE: A letter was received from Taylor Chapel A. M. E Zion Church. 8. BILLS FOR APPROVAL: Council member Jacks then moved, seconded by Council member Hurliman, that the List of Bills be approved in the total amount of $ 605, 199. 96. Resolution 6063: Resolution 6063 was presented to consider the purchase of equipment for the City's Emergency Dispatch Call Center. RESOLUTION NO. 6063 AUTHORIZE THE PURCHASE OF EQUIPMENT FOR THE EMERGENCY DISPATCH CALL CENTER Council member Jacks moved, seconded by Council member Hurliman, to adopt Resolution 6063. Upon roll call, President Pickens, and Council members Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the resolution adopted. 11. Resolution 6064: Resolution 6064 was presented for the City to consider the application for the COVID 19 Relief Funding via the Coronavirus Relief Fund and the American Rescue Plan. RESOLUTION NO. 6064 AUTHORIZE THE APPLICATION FOR COVID- 19 RELIEF FUNDING VIA THE CORONAVIRUS RELIEF FUND AND THE AMERICAN RESCUE PLAN Council member Jacks moved, seconded by Council member Wright, to adopt Resolution 6064. Upon roll call, President Pickens, and Council members Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the resolution adopted. 11A. Resolution 6065: Resolution 6065 was presented to consider the declaration of a Public Safety Emergency and to authorize the City to take the necessary measures to abate the dangerous situation. RESOLUTION NO. 6065 IN DECLARATION OF A PUBLIC SAFETY EMERGENCY AND AUTHORIZATION OF THE CITY TO TAKE THE NECESSARY EMERGENCY MEASURES, TO FORGOE THE NORMAL PROCEDURAL REQUIREMENTS, AND TO ENTER INTO THE NECESSARY CONTRACTS AS A RESULT OF SAID DECLARATION Council member Wright moved, seconded by Council member Hurliman, to adopt Resolution 6065. Ordinance 21- 0622- 1: Ordinance 21- 0622- 1 was presented to consider the rezoning of property located a 1745 and 1755 Pleasant Grove Road, Hueytown. ORDINANCE NO. 21- 0622- 1 REZONE PROPERTY LOCATED AT 1745 AND 1755 PLEASANT GROVE ROAD FROM RD TO B2 Council member Jacks moved, seconded by Council member Wright, to adopt Ordinance 21- 0622- 1 with the conditions for the installation of a fence and Landscaping be installed. Ordinance 21- 0622- 2: Ordinance 21- 0622- 2 was presented to consider the rezoning property located at 1429 26th Avenue North, Hueytown. Upon no other comments, Council member Jacks moved with a seconded by Council member Wright, to close the Public Hearing. A motion by Council member Jacks with a second by Council member Hurliman was made to close the Public Hearing. Upon roll call, President Pickens, and Council members Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the Public Hearing Closed. 18. EXTEND FLOOR TO THE PUBLIC Page 4 of 5  107 Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Mary Myer at 502 Saddleridge: i. Inquired if limbs can be placed in the City' s Garbage container. ii. Does the City have a Recycling curbside pickup service; a response of, no was given to Ms. Myer. iii. Does the Fire Department have a Spanish Speaking employee and is there a list of Hispanic resources available? Chief Morris spoke to this question indicating the Department uses an app on an iPad for translation. iv. Informed the Council the Stop Sign at the intersection of Dee Hendricks and Virginia Lane is covered by brush and is not visible. v. Asked who was the first Mayor for the City of Hueytown. Ms. Myer was directed to go to the Library as there is a book available of the City of Hueytown history. B) Eric Frey at American Legion Post 1228: Thanks everyone for all they do for the City. Mr. Frey thanks the Public Works Department for helping re - string the flag pole at Bud Newell Park and Debbie Kiker at the Hueytown Chamber of Commerce for including the Legion in Chamber events. Mr. Frey states the Legion is seeking to work with the Park 8s Recreation Board to upgrade the ball fields at Bud Newell Park. Mr. Frey is working with the Hueytown Chamber of Commerce to obtain sponsorships and Electronic Scoreboard along with cleaning and painting at the park. 16. ADJOURNMENT There being no further business to come before the meeting, and upon the motion of Council member Jacks which unanimously carried, the meeting was adjourned at 6: 44P. M.
