127 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, SEPTEMBER 14, 2021 The City Council of the City of Hueytown met on Tuesday, August 24, 2021 in the Council meeting room at 5: 30P.M. at City Hall. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks present. Mayor Ware was present and the City Attorney, Rob Rosenberg of Waldrep Stewart 8s Kendrick, LLC. was present during the Pre -Council meeting. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, SEPTEMBER 14, 2021 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, September 14, 2021. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 05P.M. with approximately Ten people in the audience. The invocation was given by Council President Pickens, followed by the Pledge of Allegiance. Upon roll call, with Council Members Pickens, Zinnerman, Hurliman, Wright and Jacks were present. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Rob Rosenberg, of Waldrep Stewart 8s Kendrick, LLC. was present. 2. APPROVAL OF MINUTES Council member Zinnerman moved, seconded by Council member Hurliman, that the minutes of the Pre -Council and the Regular Council Meetings held Tuesday, August 24, 2021 and the Work Session Meeting of September 7, 2021 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT The Mayor welcomed everyone present and was glad of their attendance to take time out of their schedule to listen to what' s happening in the City. The Mayor reports the 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Jacks announced the Finance Committee is working on the City' s fiscal year 2022 budget b) Planning and Development: Council Member Zinnerman reports of the Annexations being considered later in tonight' s meeting. c) Public Safety: Council Member Hurliman reports accidents have doubled this past month with the Police Department averaging 60 calls a day and 30 calls a day for the Fire Department. d) Public Works and Parks: Council Member Wright states he has sent an email to the Council of the Air Conditioning repair quote for the Soccer Field House. 5. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough reports the two Dodge Page 1 of 13  Chargers which were ordered last year should be at the dealership the September 13t'' or 14t' this week. Chief Yarbrough also stats Stivers Ford has approximately 400 vehicles on their dealership. b) Fire Chief Morris: Chief Morris extends a " Thank You" to the Mayor and Council on behalf of the City' s Employees for the recent One Time Lump Sum Pay Increase. c) Public Works Director Mike Butts: No Report. d) Building and Zoning Inspector Barry Humphries: Inspector Humphreys reports of plans being submitted for Church Family Dentistry which will be locating in the former WOK building. 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Acting Director for the Hueytown Chamber of Commerce, reports the following: A) The Paw Palooza and Wiener Dog Races sponsored by Hueytown Veterinary Clinic on September 11, 2021 was a great success with over 1, 200 in attendance. B) Announced upcoming Ribbon Cutting Events: 1. Friday, September 17, 2021 at 11: 00A. M. for Ms. Willie' s Women' s 8s Kidz Boutique with the Grand Opening on Saturday September 18, 2021. 2. Monday, September 20, 2021 at 11: 00A. M. for ImmunoTek. 3. Friday, September 24, 2021 at 11: OOA. M. for Day Dreams Boutique with the Grand Opening on Saturday, September 25, 2021. 4. Friday, September 24, 2021 at 12: OOP. M. for Kelley' s Kitchens Food Truck. C) Announced the Hueytown High School Homecoming Week is September 201'' through 24, 2021 and encouraging participation with " Paint the Town Purple" Contest. D) Announced the Chambers 2021 " Awards Dinner and Silent Auction" to Celebrate Our Local Stars" scheduled for Friday, October 1, 2021. The event is being catered by the Bright Star restaurant. E) Announced the Chamber City Wide Fall Event scheduled for October 30, 2021 kicked off with a Halloween Parade at 4: OOP. M. and then to Stadium Park for the " Fest". There will be a Free Hayride, Crafts, Trick or Treating, Inflatable Dino, Derby Dash, Free Hot Dogs for Kids and more! F) Announced the Chamber Keepsake Cook Books will be in- house the week of September 20, 2021. G) Announced the Hueytown Harvest Farmers Market continues every Saturday through October 30, 2021 from 8: OOA. M. to Noon at the Stadium Park. H) Remember to Shop Local! 7. EXTEND FLOOR TO THE PUBLIC Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Terry Killough at 4816 15th Street Road: 1. States the grass cutting at their next door neighbor is half a job done. Their property is over -run with rats, snakes and other vermin and is seeking help to speed up the nuisance abatement process. 2. States seeking help from the Police Department to monitor speeding on 15t' Street, especially on weekends. Chief Yarbrough spoke about the speeding matter stating the Department has four to five officers working to try and slow traffic throughout the City. Building Inspections Officer Humphries addressed the nuisance matter. B) Larry Coachman at 434 James Avenue: Expressed his sincere appreciation to the Mayor and Council for the annexation of his property into the City this evening. C) Mary Myers at 502 Saddleridge: Asked about: 1. the Emergency Communications Funds and their purpose, 2. dumping of trash at the Water Tower on site on Clarke Mountain, 3. what the City's rules were regarding gambling and Bingo and 4. the doors at the Senior Center are heavy asking if it would be possible to have door openers installed. 19.
