146 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 12, 2021 The City Council of the City of Hueytown met 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, October 12, 2021. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks present. Mayor Ware was also present during the Pre -Council meeting. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 12, 2021 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, October 12, 2021. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: OOP. M. with approximately Sixteen people in the audience. The invocation was given by the City' s Chaplin, Charles Winston, followed by the Pledge of Allegiance. Upon roll call, with Council members Pickens, Zinnerman, Hurliman, Wright and Jacks were present. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLC. was present. Kailah Hegler was also present from the Western Star. President Pickens introduced Brad Tompkins and Clint Bircheat who are candidates running for Alabama State Representative District 15. Each candidate individually gave an approximate ten minute presentation to the audience. 2. APPROVAL OF MINUTES Council member Hurliman moved, seconded by Council member Zinnerman, that the minutes of the Pre -Council and the Regular Council Meetings held Tuesday, September 28, 2021 and the Work Session held on Tuesday, October 05, 2021 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. A motion by Council Member Zinnerman was made to amend the meeting agenda to add item 10A, Resolution 6094, with a second to the motion by Council Member Jacks. Upon roll call, President Pickens, and Council Members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the meeting agenda amended. 3. MAYOR' S REPORT The Mayor welcomed everyone present and was glad of them taking time out of their busy schedule to listen and ask question to what' s happening in the City. The Mayor gave an update of the Pavilions being constructed at the Storm Shelter site; stating the concrete slab should be this week followed by the posts, electrical and roof, weather permitting. The Mayor informed everyone of the well played game last week by the Golden Gophers and invites everyone to attend the games to demonstrate the community' s support to the dedication and hard work the Coaching Staff, Players, Band and Cheerleaders do. The Mayor recognized Page 1 of 4  147 Jena Large and Regina Evans Barrentine who have organized and put together the Hueytown Harvest Fest Farmers Market and presented them a three - thousand dollar donation from the City to the Farmers Market. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Jacks, no report. b) Planning and Development: Council Member Zinnerman, no report. c) Public Safety: Council Member Hurliman, no report other than the calls for Police and Fire have dropped from the previous month. d) Public Works and Parks: Council Member Wright, no report. 5. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough reports the two Dodge Chargers have been delivered to the dealership and ready for the City to pickup. Chief Yarbrough states the Department plans to pickup the cars tomorrow and schedule them to be outfitted with the department' s equipment and decals. b) Fire Chief Morris: Chief Morris, no report. c) Public Works Director Mike Butts: Director Butts informed everyone of the Community Wide Cleanup is scheduled for October 30, 2021. d) Building and Zoning Inspector Barry Humphries: Inspector Humphries, no report. 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) The Chamber Keepsake Cookbooks are on sale. Three Hundred were ordered with approximately eighty remaining. The cookbook can be purchased for $ 20. 00 and is hardback cover with tabs. B) The Chamber' s first Online Auction was great success with plans to have another one next year. C) Chamber City Wide Fall event scheduled for Saturday, October 30, 2021 which is a free event for the Community. 1. The event starts with a Halloween Parade at 4: OOP. M. followed with activities at the Stadium Park. 2. There is a planned free Hayride, crafts, trick or treating, inflatable Dion Derby Dash, free hot- dogs for kids and more. 3. Asking businesses, churches and City to have a tent or table and pass out candy and business information. 4. Presentation on Talk of Alabama program October 11, 2021. D) Munch and Mingle scheduled for Thursday, November 4, 2021 from 6: OOPM to 7: 30PM at Venue 3131. The event welcomes members and potential members. E) The Hueytown Harvest Farmers Market continues through October 301h at the Stadium Park from 8: OOA. M. to Noon. F) Remember to Shop Local! 7. CORRESPONDENCE: There was a letter received from Village Outreach Center, Inc. which was distributed to the Mayor and Council. 8. BILLS FOR APPROVAL: Council member Jacks then moved, seconded by Council member Wright, that the List of Bills be approved in the total amount of $ 472, 591. 50. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. RESOLUTION 6092: Resolution 6092 was presented to consider donating Two -Thousand Five Hundred Dollars to the Hueytown High School to assist with the maintenance and cleaning costs for the City's use of the facilities. RESOLUTION NO. 6092 USE OF FACILITIES MAINTENANCE DONATION TO THE HUEYTOWN HIGH SCHOOL Council member Wright moved, seconded by Council member Hurliman, to adopt Resolution 6092. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 10. Resolution 6093: Resolution 6093 was presented to consider the acknowledgment of the garbage rate increase notice submitted by the City' s Solid Waste Collection and Disposal Services contractor, Republic Services. RESOLUTION NO. 6093 ACKNOWLEDGE RECEIPT OF SANTEK/ REPUBLIC RATE INCREASE FOR GARBAGE SERVICE Council member Zinnerman moved, seconded by Council member Jacks, to adopt Resolution 6093. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 10A. Resolution 6094: Resolution 6094 was presented to authorize the purchase of drainage pipe and miscellaneous supplies to improve storm water drainage at 131 Highland Drive. RESOLUTION NO. 6094 AMEND FY 2022 BUDGET FOR ROADWAY DRAINAGE REPAIRS AT HIGHLAND DRIVE Council member Zinnerman moved, seconded by Council member Wright, to adopt Resolution 6094. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 14. EXTEND FLOOR TO THE PUBLIC Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Regina Evans Barrentine at 919 Pine Haven Drive, thanks the Mayor and Council for the donation to the Hueytown Harvest Farmers Market and discussed future plans. Ms. Barrentine states the Farmers Market is not an event but an outdoor mall. B) Noah Truett at 1012 Forest Circle, Manager at Home Plate, presented concerns about the drainage ditch by the business. The Mayor reports the flooding issue was investigated with the City' s Engineer and the Public Page 3 of 4  149 Works department and discovered a large Beaver Dam had been built down -stream which allowed storm water to backup. The Dam has been removed. Mr. Truett reports flooding continues and Public Works Director, Butts will have the City' s engineer investigate Mr. Truett' s concern of continued flooding. 1001w I ISURVIO ININI There being no further business to come before the meeting Council Member Zinnerman made a motion to adjourn, Council President Pickens declared the meeting adjourned at 6: 36P.
