150 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 26, 2021 The City Council of the City of Hueytown met 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, October 26, 2021. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks present. Mayor Ware was also present during the Pre -Council meeting. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, OCTOBER 26, 2021 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, October 12, 2021. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 01 P. M. with approximately Fourteen people in the audience. The invocation was given by Council Member Pickens, followed by the Pledge of Allegiance. Upon roll call, with Council members Pickens, Zinnerman, Hurliman, Wright and Jacks were present. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8v Kendrick, LLC. was present. Kailah Hegler was also present from the Western Star. 2. APPROVAL OF MINUTES Council member Zinnerman moved, seconded by Council member Jacks, that the minutes of the Pre -Council and the Regular Council Meetings held Tuesday, October 12, 2021 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. A motion by Council Member Hurliman was made to amend the meeting agenda to add item 22, Resolution 6108, with a second to the motion by Council Member Jacks. Upon roll call, President Pickens, and Council Members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the meeting agenda amended. 3. MAYOR' S REPORT The Mayor welcomed everyone present and was glad of them taking time out of their busy day to listen and ask question to what' s happening in the City. The Mayor gave an update of the Pavilions being constructed and should be completed by the Christmas tree lighting event. The Mayor states the Golden Gophers were successful at last weeks game and encourages everyone to attend to support the team and all those involved. Let' s pack the stands and show support. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Jacks, no report. b) Planning and Development: Council Member Zinnerman, no report. c) Public Safety: Council Member Hurliman, no report. d) Public Works and Parks: Council Member Wright, reports the board Page 1 of 5  151 members who have resigned from the Parks 8s Recreation Board. Wright thanks Herb Ritchie, Sean Townsend and Ricky Pittman for their service. 5. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough reports of a body found in a house next to Sonic with the investigation started. b) Fire Chief Morris: Chief Morris, absent. c) Public Works Director Mike Butts: Director Butts, absent. d) Building and Zoning Inspector Barry Humphries: Inspector Humphries, reports there are several homes being constructed in the Westwind and Virginia Ridge Subdivisions. Humphries also reports of several remodeling projects occurring in the City. 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) The Chamber congratulates the Golden Gophers Football team with four in a row back to back wins becoming Region 6A Champs. B) Announced the Chamber City Wide Halloween Parade scheduled for Saturday, October 30`h at 4: OOPM. After the parade everyone is invited to Stadium Park for a free hayride and free hot- dogs for kids. There will be Crafts,Trick or Treating, Turkey Toss for adults, Inflatable Dino Derby Dash and more. There are forty- two businesses, Churches and Organizations attending passing out candy and business information. C) Announced the Hueytown Harvest Farmers Market will be at Stadium Park Saturday from 8: OOAM to Noon. D) Announced the Munch and Mingle event is scheduled for Thursday, November 4, 2021 from 6: OOPM to 7: 30P. M. at Venue 3131 for Chamber members and potential members. E) Announced Christmas events in Hueytown. 1. Arts Council: Holiday Craft Night scheduled for November 2, 2021. 2. Beautification Board Christmas Yard Contest. 3. Shop Local Shopping Spree 4. Storefront Christmas Decorating Contest. 5. Christmas Tree Lighting. 6. Christmas Parade with the theme Polar Express. F) Remember to Shop Local! 7. CORRESPONDENCE: The council was provided the Park 8s Recreation Board October 19, 2021 meeting minutes which states the resignation of two board members. 8. BILLS FOR APPROVAL: Council member Jacks then moved, seconded by Council member Wright, that the List of Bills be approved in the total amount of $ 472, 591. 50. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. Resolution 6103: Resolution 6103 was presented to consider the approval of the Alcohol Business License application for Victory Marketing, LLC located at 609 Allison- Bonnett Memorial Drive, Hueytown. RESOLUTION NO. 6103 RESOLUTION APPROVING THE ALCOHOL LICENSE FOR VICTORY MARKETING, LLC Council member Wright moved, seconded by Council member Jacks, to adopt Resolution 6103. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 18. Resolution 6104: Resolution 6104 was removed from the meeting agenda. 19. Resolution 6105: Resolution 6105 was removed from the meeting agenda. 20. Resolution 6106: Resolution 6106 was presented to consider the nomination of Ms. Kari Carter to the Board of Zoning Adjustments. RESOLUTION NO. 6106 AUTHORIZE NOMINATION OF APPOINTMENT TO CITY OF HUEYTOWN BOARD OF ZONING ADJUSTMENTS Council member Wright moved, seconded by Council member Zinnerman, to adopt Resolution 6106. Resolution 6107: Resolution 6107 was presented to consider the nomination of Mr. Bill Wicks to the Hueytown Parks and Recreation Board. RESOLUTION NO. 6107 AUTHORIZE NOMINATION OF APPOINTMENT TO CITY OF HUEYTOWN PARK & RECREATION BOARD Council member Zinnerman moved, seconded by Council member Jacks, to adopt Resolution 6107. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 22. Resolution 6108: Resolution 6108 was presented to consider amending the fiscal year 2021- 2022 budget for the addition of incentive pay to employees who participated in the City' s Health Insurance Wellness Program. RESOLUTION NO. 6108 AMEND FISCAL YEAR BUDGET 2021- 2022 FOR EMPLOYEE PARTICIPATION IN THE LGHIP WELLNESS PROGRAM Council member Jacks moved, seconded by Council member Hurliman, to adopt Resolution 6108. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 14. EXTEND FLOOR TO THE PUBLIC Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Mary Meyer at 302 Saddleridge Road asked about the CARES Act Fund with attorney Waldrep providing an explanation. Ms. Meyer asked about Resolution number 6103 and does the ABC license issue go before the voters. Ms. Myers asked about the Library women' s restroom toilet tissue, what the October 31, 2021 deadline was for with attorney Waldrep stating the employee wellness screening. Ms. Meyer also inquired why the liens would be recorded at the Judge of Probate with attorney Waldrep providing an explanation. B) Jacob Humphreys at 3836 Virginia Road seeking information of the CARES Act fund and how much the City has on deposit and what the funds have been spent outside of tonight' s topic. C) Eric Frey at 2845 Brooklane Drive representing the American Legion stating from October 1st through December 10' there have been Toys for Tots collection boxes placed in the City Hall lobby to collect toys. 16. ADJOURNMENT There being no further business to come before the meeting Council Member Zinnerman made a motion to adjourn, Council President Pickens declared the meeting adjourned at 6: 40P.
