156 MINUTES OF PRE.COUNCIL MEETING CITY OF HUEYTOUIN, ALABAMA TUESDAY, NOVEMBER o9, 2O2L The City Council of the City of Hueytown met 5:30P.M. in the Council Chamber meeting room at the City of Hueytown City Hall on T\resday, November 9,2021. The meeting was called to order with Council President Pickens and Council members Zinnerman, Wright and Jacks present. Council Member Hurliman was absent. Mayor Ware and the City Attorney, Rob Rosenberg, of Waldrep Stewart & Kendrick, LLC. was present during the Pre-Council meeting. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, NOVEMBER Og, 2O2l A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, November 9, 2021. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6:01P.M. with approximately Fourteen people in the audience. The invocation was given by the City Chaplin, Charles Winston, followed by the Presentation of Colors by Roy Brook for the Pledge of Allegiance. Upon ro11 call, with Council members Pickens, Zinrterman, Wright and Jacks were present and Council Member Hurliman absent. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Rob Rosenberg, of Waldrep Stewart & Kendrick, LLC. was present. There were approximately Fifteen individuals in the audience. 2. ANNUAL ELECTION FOR COUNCIL PRESIDENT AND COUNCIL PRO TEMPORE A motion by Member Jacks to elect Council Member Pickens as the Council President was made with second to the motion by Council Member Zinnerman. Upon ro11 call vote, Pickens, Zinnerman, Wright and Jacks voted yes. There were no nay votes. A motion by Council Member Wright to elect Council Member Zinnerman aS Council Pro tempore with a second to the motion by Council Member Jacks. Upon roll call vote, Council President Pickens, and Council Members Zinnerman, Wright and Jacks voting yes. There were no nay votes. 3. APPROVAL OF MINUTES Council member Jacks moved, seconded by Council member Zinnerrna.n, that the minutes of the Pre-Council and the Regular Council Meeting held Tuesday, October 26,2021 and the Council Work Session November 2,2021 be approved as previously received and thereby dispensing with reading of the minutes. Upon ro11 call, President Pickens, and Council members Zinnerman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. A motion by Council Member Zinnerman was made to amend the meeting agenda to add Resolution Numbers 6114 and 6115 with a second to the motion by Council Member Wright. Upon ro11 ca11, President Pickens, and Council Members Zinnerman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the meeting agenda amended. 4. MAYOR'S REPORT Page 1 ofS  157 The Mayor welcomed everyone present and was glad of them taking time out of their busy day to listen and ask question to what's happening in the City. The Mayor gave an update of the Pavilions being constructed and should be completed by the Christmas tree lighting event. The Mayor praised the Golden Gophers for continuing to have a successful season and encourages everyone to attend to support the team and all those involved; let's pack the stands and show support! The Mayor presented a Proclamation recognizing Small Business to the Hueytown Chamber of Commerce Director, Ms. Debbie Kiker. The Mayor read a letter of recognition for Mr. Roy Brook to express our gratitude. 5. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Jacks, no report. b) Planning and Development: Council Member Zinnerman, no report. c) Public Safety: Council Member Hurliman, absent. d) Public Works and Parks: Council Member Wright, no report. 6. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough reports the incident which occurred last week was not a random incident. Chief Yarbrough reminds everyone to call the Police Department if they see a crime and not to use social media as the department does not monitor the various social media venues. b) Fire Chief Morris: Chief Morris, reminds everyone with the changing of the clocks to standard time to remember to check their smoke detectors. c) Public Works Director Mike Butts: Director Butts, no report. d) Building and Zoning Inspector Barry Humphries: Inspector Humphries, no report. 7. GREAT THINGS HAPPENING IN HUEYTOWN (LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) Director Kiker introduced Lisa Kriegel who is the Chamber's Board President. B) Director Kiker announced an appreciative Thank You for all those involved to make the Chamber City Wide Fall event on Saturday, October 30,2O2l a huge success. C) The Munch and Mingle event on November 4,2021 had approximately fifty-five people attending. The next event will be February 2022. D) Announced two upcoming ribbon cutting events: 1. 2Love Health & Wellness scheduled for Friday, November 12, 2O2l at 1 1:00A.M. 2. Salon JuNa new location scheduled for Friday, December 3, 2O2l at 9:30A.M. E) Announced the Christmas Tree Lighting is scheduled for Tuesday, November 30, 2O2l at 6:00P.M. at the Storm Shelter site. Bring a Chair or blanket, grab some food from the food trucks and listen to your favorite Christmas Carols. EXTEND FLOOR TO THE PUBLIC Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Mary Meyer at 3O2 Saddleridge Road asked what the process is for a business to obtain an ABC License in the City. Police Chief Yarbrough responded to Ms. Myers question. Also, Council Member Jacks followed up to update Ms. Myers regarding her question about the toilet tissue matter in the women's restroom at the Library. B) Jena Large at 3061 Allison Bonnett Memorial Drive, addressed the Mayor and Council stating she volunteers with the YMCA to raise funds for the repairs to the Hueytown Swimming Pool which is owned by the YMCA. Ms. Large states the YMCA is actively raising funds for the estimated $t25,000.00 repairs needed to be able to open the pool by Memorial Day 2022. c) Mike Newell and Dennis Newell at 722 Brooklane Drive and who's father was a former Mayor of the City addressed the Mayor and Council about the incident which occurred at the E>o<on Station (716 Brooklane Drive) next to Mr. Newell's home last week. The Newell's state the family has lived at their address since 1955. The Newell's state littering from the Exxon station is a problem along with loud music into the late evening hours. 36.
