164 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, NOVEMBER 29, 2021 The City Council of the City of Hueytown met 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, November 29, 2021. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks present. Mayor Ware and the City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLC. was present during the Pre -Council meeting. There were four individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, NOVEMBER 29, 2021 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, November 29, 2021. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 02P. M. with approximately Fourteen people in the audience. The invocation was given by Council President Pickens, followed by the Pledge of Allegiance. Upon roll call, with Council members Pickens, Zinnerman, Hurliman, Wright and Jacks were present. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart &, Kendrick, LLC. was present. There were Four approximately individuals in the audience. 2. APPROVAL OF MINUTES Council member Zinnerman moved, seconded by Council member Jacks, that the minutes of the Pre -Council and the Regular Council Meeting held Tuesday, November 9, 2021 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. A motion by Council Member Zinnerman was made to amend the meeting agenda to add Resolution Number 6117 as item 26 with a second to the motion by Council Member Hurliman. Upon roll call, President Pickens, and Council Members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the meeting agenda amended. 3. MAYOR' S REPORT The Mayor welcomed everyone present. The Mayor reports the Pavilions being constructed at the Storm Shelter site on Forest Road are completed and ready for the Tree Lighting Ceremony tomorrow evening. The Mayor reports the Hueytown Golden Gophers will be playing in the State Championship Tournament this coming Friday, December 3, 2021 in Birmingham at the Protective Life Stadium. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development: Council Member Jacks, no report. c) Public Safety: Council Member Wright, no report. Council Member Wright Page 1 of 6 165 did report he attended the last Park and Recreation Committee meeting and informs everyone of the slate of officers of the Board. The Parks & Recreation Board Officers are: Michael Merritt as President; Vice - President as Rickey Pittman; Secretary as Lydia Lewis; Treasurer as Kailah Hegler; and Social Media as Jacob Humphries. d) Public Works and Parks: Council Member Hurliman, no report. 5. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough reports the Radio System upgrade is now operational. Chief reports the six patrol vehicles have been ordered along with the necessary equipment. The two patrol vehicles which were received last month are close to being placed into service due to back -ordered equipment needed to be installed in the vehicles. b) Fire Chief Morris: Assistant Chief Sullivan reports the damaged Fire Engine is now back in service. The Engine was repaired at the manufacturing facility in Wisconsin. c) Public Works Director Mike Butts: Director Butts, absent. d) Building and Zoning Inspector Barry Humphries: Inspector Humphries reports there are several new home construction sites nine in the Westwind Subdivision, nine new homes in the Virginia Ridge subdivision and six new homes in the Loch Ness subdivision. Also, the commercial remodel project for the Church Family Dentistry location. 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Jay Jacks as board member for the Hueytown Chamber of Commerce and Hueytown Arts Council reports the following: A) The Tree Lighting Ceremony is scheduled for tomorrow evening, November 30, 2021 at 6: OOPM with festivities starting 5: 30PM at 104 Forest Road which is the Hueytown Storm Shelter Location. B) The Christmas Parade is scheduled for December 11, 2021 starting at 10: 00AM. The goal is for 100 float entries this year. C) The Arts Council is in the final planning for the annual Merry Little Christmas program scheduled for this Thursday, December 2, 2021. The doors will open 6: OOPM with food being served at 6: 30PM at the North Highland Baptist Church. D) Thanks to Public Works and Building and Zoning Departments for all the work done at the Storm Shelter Site preparing for the Tree Lighting Ceremony. E) Remember to Shop Local! 7. CORRESPONDENCE: There was no correspondence to report. 8. BILLS FOR APPROVAL: Council member Zinnerman then moved, seconded by Council member Jacks, that the List of Bills be approved in the total amount of $ 337, 544. 11. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. RESOLUTION 6116: Resolution 6116 was presented to consider authorizing the Mayor to execute the Net Assets/ Conduits Service Agreement. RESOLUTION NO. 6116 AUTHORIZE THE CONDUITS SERVICE AGREEMENT Council member Jacks moved, seconded by Council member Hurliman, to adopt Resolution 6116. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 10. Ordinance 21- 1109- 01: Ordinance 21- 1109- 01 was presented to consider amending the City's Zoning Map for the property located at 608 McShan Drive, Hueytown, from MR to R2. ORDINANCE NO. 21- 1109- 1 AMEND CITY ZONING MAP AT 608 MCSHAN DRIVE FROM MR TO R2 Council member Hurliman moved, seconded by Council member Zinnerman, to adopt Ordinance 21- 1109- 01. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 11. Ordinance 21- 1109- 02: Ordinance 21- 1109- 02 was presented to consider amending the City' s Zoning Map for the property located at 1025 Love Street, Hueytown, from MR to R2. ORDINANCE NO. 21- 1109- 2 AMEND CITY ZONING MAP AT 1025 LOVE STREET FROM MR TO R2 Council member Wright moved, seconded by Council member Hurliman, to adopt Ordinance 21- 1109- 02. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 12. Ordinance 21- 1109- 03: Ordinance 21- 1109- 03 was presented to consider amending the City' s Zoning Map for the property located at 2509 15t' Street Road, Hueytown, from B2 to B3C. ORDINANCE NO. 21- 1109- 3 AMEND CITY ZONING MAP AT 2509 15TH STREET ROAD FROM B2 TO B3C Council member Zinnerman moved, seconded by Council member Wright, to adopt Ordinance 21- 1109- 03. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 13. Ordinance 21- 1109- 04: Ordinance 21- 1109- 04 was presented to consider amending the City's Zoning Map for the property located at 3265 King Street, Hueytown, from MR to MR. ORDINANCE NO. 21- 1109- 4 AMEND CITY ZONING MAP AT 3265 KING STREET FROM MR TO MR Council member Hurliman moved, seconded by Council member Wright, to adopt Ordinance 21- 1109- 04. EXTEND FLOOR TO THE PUBLIC: Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. 28. ADJOURNMENT: There being no further business to come before the meeting Council Member Jacks made a motion to adjourn, Council President Pickens declared the meeting adjourned at 6: 31P. M.
