170 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, DECEMBER 14, 2021 The City Council of the City of Hueytown met 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, December 14, 2021. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks present. Mayor Ware was present during the Pre -Council meeting. There were seven individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, DECEMBER 14, 2021 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, December 14, 2021. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 02P.M. with approximately Fourteen people in the audience. The invocation was given by Council President Pickens, followed by the Pledge of Allegiance. Upon roll call, with Council members Pickens, Zinnerman, Hurliman, Wright and Jacks were present. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8v Kendrick, LLP. was present. 2. APPROVAL OF MINUTES Council member Jacks moved, seconded by Council member Wright, that the minutes of the Pre -Council and the Regular Council Meeting held Tuesday, November 29, 2021 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT The Mayor welcomed everyone present. The Mayor reports the Golden Gophers made it to the State Championships but came a little short for the win. Please take time to thank all involved with the High School Football season as it was a team effort for all involved. The Mayor reports the annual Christmas Tree Lighting Ceremony was phenomenal with a huge turnout. Thanks to all involved from Chamber of Commerce, Public Works, Building & Zoning, Fire and Police Departments. The event was absolutely wonderful. The Christmas Parade was re- scheduled for this coming weekend due to weather concerns. The Mayor wishes everyone a Merry Christmas. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development: Council Member Jacks, no report. c) Public Safety: Council Member Wright, reports meeting with Police Chief Yarbrough and plans to meet with Fire Chief Morris. d) Public Works and Parks: Council Member Hurliman, no report. 5. Brad Richardson gave the status of the six patrol vehicle purchase to the Mayor and Council. b) Fire Chief Morris: Absent c) Public Works Director Mike Butts: Public Works Director Mike Butts extends Merry Christmas to the Mayor and Council. d) Building and Zoning Inspector Barry Humphries: Absent 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) The 34" annual Christmas Parade was postponed last week due to the threat ofsevere weather. The Parade is rescheduled for Saturday, December 18, 2021 at 10: 00AM. B) The first annual Christmas Storefront Decorating Contest winner for Business is McKinney Tax Service and for the Church is Pleasant Ridge Baptist Church. C) The drawing for Spot Buddy The Elf in a local Business contest will be announced this week. The winner will receive a Speedy' s and McDonalds gift card. D) N His Arms will be giving to families in need Groceries and Hygiene items on December 18, 2021 from 8: OOAM to 1 l: AM. E) The Chamber Board will be working on the 2022 meeting calendar in January. F) Remember to Shop Local! 7. CORRESPONDENCE: The Mayor and Council received a Public Notice from the Jefferson County Department of Health regarding the advertisement of the Title V Operating Permit for Precoat Metals. 8. BILLS FOR APPROVAL: Council member Zinnerman then moved, seconded by Council member Wright, that the List of Bills be approved in the total amount of $ 458, 379. 99. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. RESOLUTION NO. 6118 AUTHORIZE NOMINATION OF APPOINTMENT TO CITY OF HUEYTOWN BOARD OF ZONING ADJUSTMENTS Council member Zinnerman moved, seconded by Council member Hurliman, to adopt Resolution 6118. Resolution 6119: Resolution 6119 was presented to consider approving the ABC Alcohol License for Machetes, LLC located at 591 Allison Bonnett Memorial Drive, Hueytown. RESOLUTION NO. 6119 RESOLUTION APPROVING THE ALCOHOL LICENSE FOR TAQUERIA MACHETES LLC Council member Wright moved, seconded by Council member Jacks, to adopt Resolution 6119. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. 11. Resolution 6120: Resolution 6120 was presented to acknowledge the receipt of funds from Representative Louise Alexander for the youth Football program. RESOLUTION NO. 6120 ACKNOWLEDGE RECEIPT OF FUNDS FROM STATE REPRESENTATIVE LOUISE ALEXANDER FOR THE BENEFIT OF THE YOUTH FOOTBALL PROGRAM Council member Zinnerman moved, seconded by Council member Jacks, to adopt Resolution 6120. Resolution 6121: Resolution 6121 was presented to acknowledge the receipt of funds from Representative Louise Alexander for the youth Softball program. RESOLUTION NO. 6121 ACKNOWLEDGE RECEIPT OF FUNDS FROM STATE REPRESENTATIVE LOUISE ALEXANDER FOR THE BENEFIT OF THE YOUTH SOFTBALL PROGRAM Council member Zinnerman moved, seconded by Council member Hurliman, to adopt Resolution 6121. Resolution 6122: Resolution 6122 was presented to acknowledge the receipt of funds from Republic Services Inc. for the Hueytown High School Baseball program. RESOLUTION NO. 6122 ACKNOWLEDGE RECEIPT OF FUNDS FROM REPUBLIC SERVICES, INC. FOR DONATION TO BENEFIT THE HUEYTOWN HIGH SCHOOL BASEBALL PROGRAM Council member Wright moved, seconded by Council member Hurliman, to adopt Resolution 6122. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. 14. Resolution 6123: Resolution 6123 was presented to set a public hearing date for the City of Hueytown Storm Water Management Program Plan for the 2022 calendar year. RESOLUTION NO. 6123 SETTING PUBLIC COMMENT DATE AND TIME FOR THE CITY OF HUEYTOWN STORM WATER MANAGEMENT PROGRAM PLAN FOR THE UPCOMING 2022 YEAR Council member Zinnerman moved, seconded by Council member Jacks, to adopt Resolution 6123. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. 15. Resolution 6124: Resolution 6124 was presented to authorize extending the lease for the US Postal meter. Resolution 6125: Resolution 6125 was presented to consider declaring certain Municipal Property as surplus and donate such item to the girls Baseball program. RESOLUTION NO. 6125 DECLARING AND DEEMING CERTAIN MUNICIPAL PERSONAL PROPERTY SURPLUS AND NOT NEEDED FOR PUBLIC PURPOSES AND AUTHORIZING THE DISPOSAL Council member Zinnerman moved, seconded by Council member Wright, to adopt Resolution 6125. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. 17. Ordinance 21- 1214- 01: Ordinance 21- 1214- 01 was presented as a first reading/ public hearing to consider amending the City's Zoning Map for the property located at 4801 Washington Road, Hueytown, from MR to R2. ORDINANCE NO. 21- 1214- 01 AMEND CITY ZONING MAP AT 4801 WASHINGTON ROAD FROM MR TO R2 With no one present to comment either for or against the proposed Ordinance 21- 1214- 01, Council member Jacks moved, seconded by Council member Zinnerman, to close the Public Hearing. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 18. EXTEND FLOOR TO THE PUBLIC: Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) John Host at 1330 Hueytown Road informed the Mayor and Council of a drop- off at the drive leaving the parking lot. The Mayor directed this concern to Public Works Director, Mike Butts to look into the matter. B) Mary Myers at 502 Saddleridge thanks the Mayor and Council for their service and taking the time to answer her questions. C) Bill Wix representing the American Legion, thanks everyone for helping with the Toys For Tots program. The Legion was able to deliver seven truckloads of toys and also present an $ 1, 800. 00 check. 19. ADJOURNMENT: There being no further business to come before the meeting Council Member Jacks made a motion to adjourn, Council President Pickens declared the meeting adjourned at 6: 24P. M.
