MINUTES OF PRE -COUNCIL MEETING
CITY OF HUEYTOWN, ALABAMA
TUESDAY, DECEMBER 28, 2021
The City Council of the City of Hueytown met 5: 30P. M. in the Council Chamber
meeting room at the City of Hueytown City Hall on Tuesday, December 28,
2021.
The meeting was called to order with Council President Pickens and Council
members Hurliman, Wright and Jacks present. Council Member Zinnerman was
absent.
Mayor Ware was present during the Pre -Council meeting. There were
Five individuals in the audience.
The purpose of the meeting was to discuss general municipal business and
review the City Council agenda.

TUESDAY, DECEMBER 28, 2021
A regular meeting of City Council of the City of Hueytown, Alabama was held in
the Council Chamber of Hueytown City Hall on Tuesday, December 28, 2021.
1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION
The meeting was called to order at 6: OOP. M. with approximately Five people in
the audience. The invocation was given by Council President Pickens, followed
by the Pledge of Allegiance.
Upon roll call, with Council members Pickens, Hurliman, Wright and Jacks
were present. Council Member Zinnerman was absent. Council President
Pickens presided over the meeting. Mayor Ware was present and the City
Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP. was present via
conference phone.
2. APPROVAL OF MINUTES
Council member Jacks moved, seconded by Council member Hurliman, that the
minutes of the Pre -Council and the Regular Council Meeting held Tuesday,
December 14, 2021 be approved as previously received and thereby dispensing
with reading of the minutes. Upon roll call, President Pickens, and Council
members Hurliman,
Wright and Jacks voted yes. There were no nay votes.
President Pickens declared the minutes approved.
3. MAYOR' S REPORT
The Mayor hopes everyone had a Great Christmas. The Mayor reports the
Christmas Parade was canceled due to the Weather. The Mayor thanked the Fire
Department for taking Santa Clause around the City.
4. STANDING COMMITTEE REPORTS
a)
Finance Committee: Council Member Zinnerman, absent.
b) Planning and Development: Council Member Jacks, no report.
c)
Public Safety: Council Member Wright, no report.
d) Public Works and Parks: Council Member Hurliman, no report.
5. OFFICERS REPORTS
a) Police Chief Mike Yarbrough: Absent.
b)
Fire Chief Morris: Chief Morris thanks everyone who has been helping in
response to the current COVID outbreak.
c) Public Works Director Mike Butts: Absent.

Building and Zoning Inspector Barry Humphries: Absent

6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND
CHAMBER OF COMMERCE)
Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the
following:
A) Absent.
7. CORRESPONDENCE: There was no correspondence to report.
8. BILLS FOR APPROVAL:
Council member Jacks then moved, seconded by Council member Wright, that
the List of Bills be approved in the total amount of $ 291, 865. 30. Upon roll call,
President Pickens and Council members Hurliman, Wright and Jacks voting
yes. There were no nay votes. The motion unanimously carried.

9. Ordinance 21- 1214- 01: Ordinance 21- 1214- 01 was presented as a first
reading/ public hearing to consider amending the City' s Zoning Map at the
December 14, 2021 Council Meeting for the property located at 4801 Washington
Road, Hueytown, from MR to R2.

AMEND CITY ZONING MAP AT
4801 WASHINGTON ROAD FROM MR TO R2
Council member Hurliman moved, seconded by Council member Wright to adopt
Ordinance 21- 1214- 01. Upon roll call, President Pickens and Council members
Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion
unanimously carried.
10. EXTEND FLOOR TO THE PUBLIC:
Prior to extension of the floor to the public, President Pickens reminded that
anyone wishing to address the Council should state their name and address;
must be a resident of Hueytown to speak and should limit comments to three
minutes.
A) Eric Frey representing the American Legion Post reports having two truck
loads of toys setup for next year. Mr. Frey thanks the Mayor and City Council
for the opportunity of the Legion to support various activities in the City. Mr.
Frey reports the Legion may have a location for their own building in hte
11. ADJOURNMENT:
There being no further business to come before the meeting Council Member
Jacks made a motion to adjourn, Council President Pickens declared the
meeting adjourned at 6: 15P. M.
