176 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JANUARY 11, 2022 The City Council of the City of Hueytown met 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, January 11, 2022. The meeting was called to order with Council President Pickens and Council members Hurliman, Wright and Jacks present. Council Member Zinnerman was absent. Mayor Ware was absent during the Pre -Council meeting and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8& Kendrick, LLP. was present via conference phone. There were three individuals in the audience. Kailah Hegler was also present from the Western Star. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, JANUARY 11, 2022 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, January 11, 2022. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 01P. M. with approximately Five people in the audience. The invocation was given by Council member Jacks, followed by the Pledge of Allegiance. Upon roll call, with Council members Zinnerman, Pickens, Hurliman, Wright and Jacks were present. Council President Pickens presided over the meeting. _ Mayor Ware was absent and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8v Kendrick, LLP. was present via conference phone. Kailah Hegler was also present from the Western Star. 2. APPROVAL OF MINUTES Council member Jacks moved, seconded by Council member Wright, that the minutes of the Pre -Council and the Regular Council Meeting held Tuesday, December 28, 2021 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT The Mayor was absent from the meeting. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development: Council Member Jacks, no report. c) Public Safety: Council Member Wright, no report. d) Public Works and Parks: Council Member Hurliman, no report. 5. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Absent. b) Fire Chief Morris: Absent. c) Public Works Director Mike Butts: Absent. d) Building and Zoning Inspector Barry Humphries: Absent 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND Page 1 of 3  177 CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) Absent. A motion by Council Member Wright to add Resolution Numbers 6126, 6127 and 6128 as item numbers 9, 10 and 11 respectively to the meeting agenda with a second from Council Member Hurliman. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 7. CORRESPONDENCE: There was no correspondence to report. 8. BILLS FOR APPROVAL: Council member Jacks then moved, seconded by Council member Wright, that the List of Bills be approved in the total amount of $ 291, 865. 30. Upon roll call, President Pickens and Council members Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. Resolution 6126: Resolution 6126 was presented to consider authorizing the Mayor to execute a voluntary disclosure agreement with a related company named as 2995. RESOLUTION NO. 6126 AUTHORIZE THE MAYOR TO EXECUTE A VOLUNTARY DISCLOSURE AGREEMENT RELATED TO COMPANY 2995 Council member Hurliman moved, seconded by Council member Jacks to adopt Resolution 6126. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 10. Resolution 6127: Resolution 6127 was presented to consider the one- time donation to the Hueytown High School Cheer Booster Club. RESOLUTION NO. 6127 AUTHORIZE ONE TIME DONATION TO THE HUEYTOWN HIGH SCHOOL CHEER BOOSTER CLUB Council member Zinnerman moved, seconded by Council member Wright to adopt Resolution 6127. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 11. Resolution 6128: Resolution 6128 was presented to consider the Grant Application with the Rebuild Alabama Act Annual Grant program for the resurfacing project for Virginia Drive Phase one. RESOLUTION NO. 6128 AUTHORIZE GRANT APPLICATION WITH THE REBUILD ALABAMA ACT ANNUAL GRANT FOR VIRGINIA DRIVE PHASE 1 RESURFACING PROJECT Page 2 of 3 Council member Wright moved, seconded by Council member Zinnerman to adopt Resolution 6128. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 12. EXTEND FLOOR TO THE PUBLIC: Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Gloria Bowen at 127 Vann Street brought to the Council' s attention of a continuing water leak at the road. President Pickens informed Ms. Bowen the Mayor will be advised of this concern and contact Public Works Department to investigate to seek a resolution. Ms. Bowen also inquired about the Street lines at Lee' s Junction with President Pickens informing Ms. Bowen of also passing this information to the Mayor as the roads at that intersection are County Roads. Ms. Bowen also states the Veterinary Clinic on the Hill has recently installed a Dog Run and the dogs are barking all day disturbing the peace in the neighborhood. President Pickens indicated this matter would also be submitted to the Mayor for follow- up. B) Mary Myer at 302 Saddleridge Road informed the Council of a wire hanging close to the road on High School road close to the intersection of Midway Drive. 13. ADJOURNMENT: There being no further business to come before the meeting Council Member Jacks made a motion to adjourn, Council President Pickens declared the meeting adjourned at 6: 20P. M.
