185 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, FEBRUARY 08, 2022 The City Council of the City of Hueytown met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, February 08, 2022. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks present. Mayor Ware was absent during the Pre -Council meeting and the City Attorney, Rob Rosenberg, of Waldrep Stewart 8s Kendrick, LLP. was present. There were nine individuals in the audience. Kailah Hegler was also present from the Western Star. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, FEBRUARY 08, 2022 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, February 08, 2022. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 02P.M. with approximately nine people in the audience. The invocation was given by Council member Jacks, followed by the Pledge of Allegiance. Upon roll call, with Council members Zinnerman, Pickens, Hurliman, Wright and Jacks were present. Council President Pickens presided over the meeting. Mayor Ware was absent and the City Attorney, Rob Rosenberg, of Waldrep Stewart & Kendrick, LLP. were present. Kailah Hegler was also present from the Western Star. 2. APPROVAL OF MINUTES Council member Wright moved, seconded by Council member Jacks, that the minutes of the Pre -Council and the Regular Council Meeting held Tuesday, January 25, 2022 and the work session held on February 01, 2022 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT The Mayor was absent from the meeting. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development: Council Member Jacks, no report with a meeting scheduled for next week. c) Public Safety: Council Member Wright, informing everyone present of a meeting held last week and will plan to have a meeting to report back to the Council at the first meeting of each month. d) Public Works and Parks: Council Member Hurliman, no report with a meeting scheduled for next week. 5. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough reports the two Dodge cars Page 1 of 4 I recently purchased are now in service. Chief also reports of receiving vehicle identification numbers for five of the six Dodge Patrol Cars ordered. The Chief reports the five cars need the lights installed and will take delivery of the cars one at at time as the parts become available. Chief Yarbrough also reports the Citizens Academy is accepting applications with classes starting on April 5, 2022. Chief Yarbrough also reports the discovery of a Bingo Hall operating on 15' Street in the City which has been closed with the operator being cited for operating without a license. b) Fire Chief Morris: Absent. c) Public Works Director Mike Butts: Director Butts reports all is going well with the department crews collecting leaves. Butts also informed the Council of the Department staff repairing the Leaf Machine " in- house" saving the City approximately $ 3, 500. 00. d) Building and Zoning Inspector Barry Humphries: Absent. 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) February Chamber Member of the Month is TeriDona School Of Dance with fifty-four years being in business. B) Recognized two new young Chamber Board members; Catherine Verciglic and Leah Reeves. C) Munch and Mingle is scheduled for February 10, 2022 at Venue 3131 with Cinco De Mayo Mexican Grill catering the event. D) Hueytown Chamber Sweatshirts are now on sale with sizes S through 5XL. E) Upcoming Hueytown Arts Council Events. 1. Art Show is scheduled for March 3, 2022 at the North Highlands Baptist Church for ages K5 through Adults. 2. Worship Fest is scheduled in April 2022 at Stadium Park. 3. City Fest is set for June 11, 2022 at the Hueytown High School from 4: OOPM to 9: OOPM. F) Hueytown Harvest Farmers Market begins March 5, 2022 with a Chili Cook -off Fundraiser scheduled for Saturday, February 12, 2022. G) Other Upcoming Events: 1. Study Club Fashion Show. 2. Softball 8v Baseball is gearing up. 3. Princes With A Purpose, February 18, 2022 at Crossroads Baptist Church. 4. Easter Egg Drop/ Hunt scheduled for April 16, 2022 at Stadium Park from 12: 30PM to 2: 30PM. 5. 2021 Chamber Awards Dinner rescheduled for April 29, 2022 at Venue 3131. 6. Be on the lookout for Wall Murals coming this spring. H) Shop Local! 7. CORRESPONDENCE: There was no correspondence to report. 8. BILLS FOR APPROVAL: Council member Zinnerman then moved, seconded by Council member Jacks, that the List of Bills be approved in the total amount of $ 397, 791. 81. RESOLUTION NO. 6133B SPECIAL EVENTS - REQUEST FROM HUEYTOWN CHAMBER OF COMMERCE A NON- PROFIT CORPORATION) TO HOLD SPECIAL EVENT AT STADIUM PARK Council member Hurliman moved, seconded by Council member Wright to adopt Resolution 6133. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 10. Resolution 6134: Resolution 6134 was presented to consider authorizing the Mayor to execute the ENDO Settlement Agreement. CITY OF HUEYTOWN RESOLUTION NO. 6134 A RESOLUTION AUTHORIZING THE CITY OF HUEYTOWN TO JOIN THE STATE OF ALABAMA AND OTHER LOCAL GOVERNMENTS AS PARTICIPANTS IN THE ENDO SETTLEMENT Council member Zinnerman moved, seconded by Council member Hurliman to adopt Resolution 6134. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 11. Resolution 6135: Resolution 6135 was presented to consider the authorization of a $ 110. 00 donation to the Concerned Citizens of Hueytown, Inc. towards the scholarship program in connection with the annual Black History Scholarship Banquet which serves as a public purpose. TOWARD SCHOLARSHIP PROGRAM IN CONNECTION WITH ANNUAL BLACK HISTORY SCHOLARSHIP BANQUET Council member Zinnerman moved, seconded by Council member Jacks to adopt Resolution 6135. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 12. Ordinance 22- 0125- 01: Ordinance 22- 0125- 01 was presented to consider amending the City Code Section 94 to Regulate Engine Compression Brakes, Jake Brake". ORDINANCE NO. 22- 0125- 01 AMEND CITY OF HUEYTOWN, ALABAMA CODE SECTION 94 TO REGULATE ENGINE COMPRESSION BRAKES " JAKE BRAKE" A motion by Council Member Hurliman to adopt Ordinance 22- 0125- 01 with a second to the motion by Council Member Wright and when upon a roll call vote, President Pickens and Council Members Hurliman and Wright voting yes and Council Members Zinnerman and Jacks voting NO. The motion carried. 13. EXTEND FLOOR TO THE PUBLIC: Page 3 of 4 j Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) There were no public comments. 14. ADJOURNMENT: There being no further business to come before the meeting Council Member Jacks made a motion to adjourn, Council President Pickens declared the meeting adjourned at 6: 14P.
