nee MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, FEBRUARY 22, 2022 The City Council of the City of Hueytown met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, February 22, 2022. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks present. Mayor Ware was present during the Pre -Council meeting and the City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP. was present. There were Sixteen individuals in the audience. Kailah Hegler was also present from the Western Star. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, FEBRUARY 22, 2022 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, February 22, 2022. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: OOP. M. with approximately Seventeen people in the audience. The invocation was given by Council member Pickens, followed by the Pledge of Allegiance. Upon roll call, with Council members Zinnerman, Pickens, Hurliman, Wright and Jacks were present. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP. were present. Kailah Hegler was also present from the Western Star. 2. APPROVAL OF MINUTES Council member Hurliman moved, seconded by Council member Zinnerman, that the minutes of the Pre -Council and the Regular Council Meeting held Tuesday, February 8, 2022 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT The Mayor welcomes everyone who took the time to attend the meeting this evening. The Mayor thanks everyone for their thoughts and prayers while his family mourned the loss of his mother- in- law. The Mayor also thanks the Police, Fire and Streets Departments with their response to the recent storm event and all their hard work they do for the City —The Mayor also announced the City' s participation in the Severe Weather Prepardness sales tax holiday. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, reports receiving the City' s P& L Statement for the Fiscal Year through January 2022. b) Planning and Development: Council Member Jacks, reports an item on tonight' s meeting agenda. c) Public Safety: Council Member Wright, no report. d) Public Works and Parks: Council Member Hurliman, reports meeting with the board last Tuesday stating there is lots of enthusiasm with items Page 1 of 4 190 forthcoming for the Council to consider. Hurliman also reports of minor damage to the facilities at the Bud Newell Park from the recent storm event. 5. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough, no report. b) Fire Chief Morris: Chief Morris spoke of an item later in tonight' s meeting regarding an engine rebuild for a Fire Truck. c) Public Works Director Mike Butts: Director Butts reports of the City's Limb Pickup service is delayed due to the increase of calls from the recent storm event. Requests people to be patient as the department works through the calls. Director Butts informed everyone of being cautious of hiring reputable tree service companies and request to see their business license. d) Building and Zoning Inspector Barry Humphries: Inspector Humphries reports of unlicensed tree cutters working in the City. Humphries announced of receiving plans for Fast Pace Medical locating in the City at the former Moores Trucking Site next to Huddle House. 6. GREAT THINGS HAPPENING IN HUEYTOWN (LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) Introduced Grant Low of Mission 44 which is a faith based non- profit who gave a brief presentation to the Mayor and Council. B) Announced the Easter Egg Drop/ Hunt scheduled for April 16, 2022 at Stadium Park from 12: 30PM to 2: 30PM. C) The 2021 Chamber Awards Dinner rescheduled for April 29, 2022 at Venue 3131. D) Announced Wall Murals will be coming this spring. E) The Next Munch and Mingle event will be April 14, 2022 from 6: OOPM to 7: 30PM at Venue 3131. F) Upcoming Hueytown Arts Council Events. 1. Art Show is scheduled for March 3, 2022 at the North Highlands Baptist Church for ages K5 through Adults. 2. City Fest is set for June 11, 2022 at the Hueytown High School from 4: OOPM to 9: 0013M. G) Hueytown Harvest Farmers Market begins March 5, 2022 with a Chili Cook -off Fundraiser scheduled for Saturday, February 12, 2022. H) Hueytown Chamber Sweatshirts are on Sale sizes S through 5XL with a price range of $ 30. 00 to $ 35. 00. I) Announced a New " Local Social" being held the first Friday of each month starting March 5t' through August 26, 2022 from 4: OOPM through 8: OOPM with live music, local produce, local vendors & shopping, children' s activities, food trucks and more. J) Mayor Community Breakfast, the National Day of Prayer is scheduled for May 5, 2022 from 7: OOAM to 8: OOAM at the North Highlands Baptist Church. James Spann will be with Keynote speaker. K) Chicken Salter second annual Bass Tournament is scheduled for April 9tn meeting at the Franklin Ferry. L) The Cash Mob will be coming soon. M) Shop Local! 7. CORRESPONDENCE: There was correspondence from the Hueytown Library and Jena Large on behalf of the YMCA. The letter were distributed to the Mayor and Council. 8. BILLS FOR APPROVAL: Council member Zinnerman then moved, seconded by Council member Jacks, that the List of Bills be approved in the total amount of $629, 191. 12. Resolution 6136: Resolution 6136 was presented to consider authorizing an annual Special Events Fee Waiver for the Hueytown Chamber of Commerce for the calendar year 2022. RESOLUTION NO. 6136 SPECIAL EVENTS FEE WAIVER FOR HUEYTOWN CHAMBER OF COMMERCE ( A NON- PROFIT CORPORATION) TO HOLD SPECIAL EVENTS FOR CALENDAR YEAR 2022 Council member Jacks moved, seconded by Council member Zinnerman to adopt Resolution 6136. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 10. Resolution 6137: Resolution 6137 was presented to consider the declaration of a Public Nuisance and to order the abatement of the nuisance at 130 Lindberg Road. RESOLUTION NO. 6137 TO DECLARE PUBLIC NUISANCE AND ORDER ABATEMENT AUTHORIZE PUBLIC HEARING/ WEED ABATEMENT) Council member Zinnerman moved, seconded by Council member Hurliman to adopt Resolution 6137. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 11. Resolution 6138: Resolution 6138 was presented to consider amending the fiscal year 2022 City budget for repairs to the Fire Department Engine One. RESOLUTION NO. 6138 AMEND FISCAL YEAR 2022 BUDGET FOR FIRE PUMPER TRUCK ENGINE REPAIR Council member Wright moved, seconded by Council member Jacks to adopt Resolution 6135. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 12. EXTEND FLOOR TO THE PUBLIC: Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Ms. Mary Myer at 502 Saddleridge Road reports the Dolomite Baptist The Church has not had electrical service since the recent storm event. church hopes to have the service restored tomorrow. Legion, spoke B) Eric Frey at 8145 Brooklane representing the American about being blessed since the Post opened with lots of support. Mr. Frey reports the Post is in the process of purchasing the property to make Hueytown home for the American Legion Post. The Mayor thanked the Post Page 3 of 4 192 for all that they do in and for the City. C) Michael Merritt, president of the Hueytown Park and Recreation Board reports to the Mayor and Council: i. 48 percent increase in the Youth Softball Program. ii. Significant increase with the Youth Baseball Program, registration contues. iii. Soccer Program registration still open with increased participation. iv. Facilities storm damage report will be forthcoming. v. A website will be activated tomorrow for reserving and paying for renting the Brooklane and MLK Community Centers. The website address is www. hueytownparks. org. vi. Mr. Merritt introduced Bill Wicks and Kailah Hegler who are board members present at tonight's Council meeting. Council Member Zinnerman the Parks and Recreation Board for the efforts the board is doing for the community and the City. 13. ADJOURNMENT: There being no further business to come before the meeting Council Member Jacks made a motion to adjourn, Council President Pickens declared the meeting adjourned at 6: 44P. M.
