194 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, MARCH 8, 2022 The City Council of the City of Hueytown met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, March 8, 2022. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks present. Mayor Ware was present during the Pre -Council meeting and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8v Kendrick, LLP. was present. There were forty individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. The Council went into to executive session which was certified by legal counsel as permissible as it was to discuss a real estate acquisition. When the executive session adjourned, Council returned to the chamber and the regular meeting was called to order. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, MARCH 8, 2022 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, March 8, 2022. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: OOP. M. with approximately Sixty people in the audience. The invocation was given by Council member Jacks, followed by the Pledge of Allegiance. Upon roll call, with Council members Zinnerman, Pickens, Hurliman, Wright and Jacks were present. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP. were present. 2. APPROVAL OF MINUTES Council member Hurliman moved, seconded by Council member Zinnerman, that the minutes of the Pre -Council and the Regular Council Meeting held Tuesday, February 8, 2022 and the Work Session held on March 1, 2022 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. President Pickens Recognized candidates for the upcoming election who gave a brief presentation to the Mayor, Council and Audience: A) Lynneice Washington candidate for the West End District Attorney of Jefferson County. B) Kerri Page Parker candidate for District Judge Place 10 of the Bessemer Division of Jefferson County. C) Patrick Sellers candidate for State House District 57. 3. MAYOR' S REPORT The Mayor welcomes everyone who took the time to attend the meeting this evening. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND Page 3 of 7  197 CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) Announced the Mayor' s Community Breakfast May 5, 2022 being held at North Highlands Baptist Church at 7: OOAM. James Spann is the Keynote Speaker. B) The Cash Mob event is scheduled for March 19, 2022 at the Leopard Lilly Boutique. Meet at the parking lot at 10: 45AM. C) The Munch and Mingle Business After Hours is scheduled for Thursday, April 14, 2022 from 6: OOPM to 7: 30PM at the Hueytown High School. Principal Mr. Howard and Coach Patterson are the hosts. D) The Easter Egg Drop/ Hunt is scheduled for April 16, 2022 from 12: 30PM to 2: 30PM at Stadium Park. There will be games, crafts, food trucks and Mr. and Mrs. Easter Bunny at the event. E) The 2021 Chamber Awards Dinner is April 29, 2022 at Venue 3131. F) The Chamber Health and Wellness Expo sponsored by Princeton Baptist Medical Center is scheduled for July 19, 2022 from 8: 30AM to 11: 30AM. G) The Hueytown Harvest Farmers Market starts this coming Saturday and every other Saturday through August from 8: OOAM to 12 Noon. H) A Shout -out to the participants of the Chamber' s Scholarship Program. The Chamber is able to give three, one -thousand dollar scholarships. This is in addition to Food Giant' s three -thousand donation for a total of six - thousand dollars for the Scholarship Program. I) Shop Local! Jake Ware of the Hueytown Arts Council reports the following: A) The Arts Council Worship- Fest is moving to the Fall. B) Announced the City Fest is June 11, 2022 at the Hueytown High School from 4: OOPM to 9: OOPM. 7. CORRESPONDENCE: There was correspondence from Ms. Reynolds which is related to item nine on tonight' s meeting agenda. 8. Resolution 6140: Resolution 6140 was presented to consider the Library Board nomination of Mr. Floyd " Buster" Kornegay. RESOLUTION NO. 6141 A RESOLUTION APPOINTING THE VOTING DELEGATE FOR THE CITY OF HUEYTOWN, ALABAMA FOR THE ALABAMA LEAGUE OF MUNICIPALITIES ANNUAL CONVENTION BUSINESS MEETING Council member Hurliman moved, seconded by Council member Jacks to adopt Resolution 6141. Resolution 6142: Resolution 6142 was presented to consider authorizing the Mayor to execute the acquisition services contract for the Hueytown Road Project. Ordinance 22- 0308- 01: Ordinance 22- 0308- 01 was presented as a first reading/ public hearing to consider amending the City' s Zoning map for property located at 3135 Allison Bonnett Memorial Drive from B 1 to B2. EXTEND FLOOR TO THE PUBLIC: Prior to extension of the floor to the public, President Pickens reminded that Page 6 of 7 200 anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Linda Nelson at 315 Harlem Avenue representing the Concerned Citizens at District One, presented Citizen Of The Year award to Mayor Ware and another to Traci Ware, plaques for Servant Leaders. B) Taylor Davis at 3960 Old Johns Road spoke of the road before her address is really bad. The garbage trucks do not use the road due to it's condition. The Mayor spoke to this matter and will report back to Ms. Davis. C) Mrs. JoAnne Logan at 1006 Love Street, addressed the Mayor and Council with concerns of the maintenance at the MLK Community Center with such items as leaking water faucets, floor care, kitchen counters and paint. 20.
