66 • 1 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 12, 2022 The City Council of the City of Hueytown met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, April 12, 2022. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman and Wright present and Council Member Jacks being absent. Mayor Ware was present during the Pre -Council meeting and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP. was also present. There were thirty individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 12, 2022 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, April 12, 2022. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 01P.M. with approximately thirty- three individuals in the audience. The invocation was given by the City Council President Pickens, followed by the Pledge of Allegiance. Upon roll call, with Council members Zinnerman, Pickens, Wright and Hurliman were present with Council Member Jacks absent. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP. was also present. 2. APPROVAL OF MINUTES Council member Wright moved, seconded by Council member Hurliman, that the minutes of the Pre -Council and the Regular Council Meeting held Tuesday, March 22, 2022 and the Work Session held on Tuesday, April 5, 2022 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman and Wright voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT The Mayor welcomes everyone who took the time out of their lives to attend the meeting this evening. The Mayor gave an update of the Sidewalk project for which the City received a grant. The Mayor thanks the Public Works Department in response to all the calls received from down trees from the recent storm events and to the other Public Safety Departments. The Mayor thanks all the City' s Departments and staff for working together as a team. The Mayor presented to the City' s Public Safety Dispatchers a Proclamation for the recognition of the National Public Safety Telecommunicators Week which is April I oth through April 16, 2022. STANDING COMMITTEE REPORTS: a) Finance Committee: Council Member Zinnerman, report the City Auditors met with the Mayor and City Council at the April 5,2022 Work Session with the Fiscal Year 2021 Audit being ratified tonight. b) Plan ing and Development: Council Member Jacks,absent. c) Public Safety: Council Member Wright, No Report. d) Public Works and Parks: Council Member Hurliman, no report stating the Parks 8s Recreation Board meets next week. 5. OF ICERS REPORTS: a) Police Chief Mike Yarbrough: Chief Yarbrough, reports the six recently April 12, 2022 Meeting Minutes Page 2 of 8 W delivered Patrol Vehicles are in the final stages of being outfitted and expects the vehicles to be in service soon. Chief Yarbrough states the Public Safety Dispatchers are very valuable as they connect the public to the Police and/ or Fire Department personnel when responding to a safety call. b) Fire Chief Morris: Chief Morris, Public thanks the City' s Safety Dispatchers and the Mayor and Council for the recognition given at tonight' s meeting. c) Public Works Director Mike Butts: Director Butts, reports a very busy schedule cleaning up from the recent storms with one truck in the garage for repairs. Director Butts asks folks to be patient as the Department is working to resume the normal Trash & Limb service. d) Building and Zoning Inspector Barry Humphries: Inspector Humphries reports there are twenty- three new home construction in the City and a whole host of remodeling projects. 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) a) Debbie Kiker, Director of The Hueytown Area Chamber of Commerce: a) Business Of the Month (April) is Lux Nails -Nina 8s Soni. b) Saturday April 91n Councilman Jacks and Ms. Kiker participated as judges at the Concord Elementary Beauty Pageant. c) Saturday April 9th was the Hueytown Student Angler Chicken Salter Bass Tournament. d) Thursday, April 14, 2022 will be the next Munch & Mingle/ Business After Hours from 6: OOPM to 7: 30PM at the Hueytown High School. Principle Mr. Howard and Coach Patterson will be present with the Culinary Class providing munchies. e) Ribbon Cutting Friday, April 15, 2022 for Avery' s Magical Dusting. fl April 16, 2022 From 12: 30PM to 2: 30PM Easter Egg Drop/ Hunt at the First United Methodist Church. The event is free for the community with Games, Crafts, Food Trucks and appearance by Mr. and Mrs. Easter Bunny. April 29, g) 2022 The 2021 Awards Dinner is scheduled to be at Venue 3131. h) May 5, 2022 is the Mayor' s Community Breakfast at 6: 45AM at North Highlands Baptist Church with James Spann as the keynote speaker. EXTEND FLOOR TO THE PUBLIC: a) Taylor Downs, 3960 Paul Johns Road addressed the Mayor and Council stating the road before her home needs to be paved. Public Works Director Butts will investigate as there was discussion whether this is a County or City road. b) Jessica Hayes, 125 Dee Hendricks Road, representing the Hueytown Library Board, informs the Mayor and Council of the Board not being able to fill the Library Director position. Ms. Hayes states Ms. Carol Rector has been appointed as the Interim Director until such time the Board is able to fill the Director position. Ms. Hayes also states the Library has hired two women who live in Hueytown and the Story Telling program will resume June 11, 2022. c) Ivy Davis, 661 Wright Avenue states a Hueytown Police Officer visited her residence in February to issue a summons for a past due Garbage bill. Ms. Davis states the Officer informed her if the bill was paid she would not have come to Municipal Court. Ms. Davis states that after many phone calls to City Hall she was actually informed to appear in Municipal Court. Ms. Davis states she was frustrated that no one was able to supply her information about the required steps of the process. Ms. Davis questioned why the City would send an Officer to issue a summons on a past due garbage bill. d) Lois Reeves, 100 Greenridge Terrace inquired what Council District she is in. Lois states there is a large pot hole on Brooklane going to Murphy Lane to which the Mayor informs this is a Jefferson County Road. Also another pot hole as entering Murphy Lane, the Mayor directed this matter to the Public Works Director. — e) Albert Duff, 100 Chapel Drive addressed the Mayor and Council regarding the drainage ditch along the side of his home. The Mayor directed Public Works Director Butts to contact the City' s engineer and report back to him an assessment of the situation. fl Mary Meyer, 502 Saddleridge asked how to acquire complementary tickets to the Prayer Breakfast and was informed to contact the Hueytown Chamber. Ms. Meyer inquired about how to obtain a voucher for the Farmers Market and was informed to contact the Hueytown Farmers April 12, 2022 Meeting Minutes Page 7 of 8  215 Market. Ms.Meyer also inquired when the City' s Egg Drop event was occurring to which the Mayor informed Ms. Meyer of the date. Ms. Meyer asked what to do about property damage which occurred at the Methodist Church in Dolomite from a vehicle to which the Mayor informed Ms. Meyer to contact the Police Department to complete a report. 26. ADJOURNMENT: There being no further business to come before the meeting Council Member Zinnerman made a motion to adjourn, Council President Pickens declared the meeting adjourned at 7: 17P. M.
