216 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 26, 2022 The City Council of the City of Hueytown met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, April 26, 2022. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, and Jacks present with Council Member Wright being absent. Mayor Ware was present during the Pre -Council meeting and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP. was present. There were seven individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 26, 2022 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, April 26, 2022. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 03P. M. with approximately Eighteen individuals in the audience. The invocation was given by Council member Jacks, followed by the Pledge of Allegiance. Upon roll call, with Council members Zinnerman, Pickens, Hurliman, and Jacks were present. Council Member Wright was absent. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP. was present. 2. APPROVAL OF MINUTES Council member Hurliman moved, seconded by Council member Zinnerman, that the minutes of the Pre -Council and the Regular Council Meeting held Tuesday, April 12, 2022 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT The Mayor welcomes everyone who took the time to attend the meeting this evening. The Mayor bragged on the City Police and Fire Departments for the top- notch response to the recent events which have occurred in the City. The Mayor recognized the Annual Professional Municipal Clerks Week upcoming by presenting a proclamation to the City Clerk. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough, reports the department has been very busy with recent events which have occurred in the City. b)Fire Chief Morris: Chief Morris, gives a big shout - out to the manger at Papa Murphy' s Pizza for giving a large donation to the Toys for Tots program. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) Ms. Kiker introduced Dr. Brent Church who is opening a dentist office in Hueytown. B) The Chambers 2021 Awards Dinner is scheduled for April 29, 2022 at _ Venue 3131. C) The Chamber Scholarship Reception is scheduled for May 3, 2022 at Venue 3131 at 6: OOPM. D) Announced the Mayor' s Community Breakfast May 5, 2022 being held at North Highlands Baptist Church at 7: OOAM. James Spann is the Keynote Speaker. E) Ribbon Cutting scheduled May 6, 2022 for Servile Signings at 11: OOAM in front of City Hall and at 11: 30AM at Day Dreams Boutiques on Brookland. F) The Easter Egg Drop/ Hunt which was rescheduled to May has now been cancelled due to lack of participants. G) Munch and Mingle Business after hours is scheduled for June 16, 2022 from 6: OOPM to 7: OOPM at Venue 3131. H) The new " Local Social" event is the first Friday of each month starting May I" at Stadium Park from 4: OOPM to 8: OOPM. There will be local vendors, children' s activities and food trucks. I) Remember the Hueytown Harvest Farmers Market every Saturday mornings. J) Shop Local! Jake Ware President of the Hueytown Arts Council reports the following: A) Announced planning for the City Fest is taking place. The event is scheduled for June 11, 2022 at the Hueytown High School from 4: OOPM to 9: OOPM. B) Progress continues for the Mural on the Library. C) The Arts Council is currently accepting applications for a Scholarship to High School graduates interested to continue their education in the Arts. D) There will be artisans selling their crafts and authors selling their books July 19, 2022 from 8: 30AM to 11: 30AM at the Chamber Health Fare event located at the Hueytown Intermediate School. Carol Rector, Interim Library Director, effective April 1, 2022 A) Starting the preschool children Story Time June 9 by Beth Morris Rock. Will have canine reading buddies. B) Thanks to Mr. Mike Butts to abate the water seepage into the Library. C) Book Sale at the Hueytown Harvest Farmers Market. D) Ms. Rector informed the Mayor and Council that the Library has applied for a $ 25, 000. 00 grant. 7. CITY BOARDS REPORT: A) Hueytown Parks & Recreation Board President, Mr. Michael Merritt gave an update to the Mayor and Council of the planning and activities occurring with the board. 8. CORRESPONDENCE: There was correspondence from Ms. Reynolds which is related to item nine on tonight' s meeting agenda. 9. Resolution 6189: Resolution 6189 was presented to consider declaring a Public Nuisance for the property located at 2017 29' Avenue North. Resolution 6190: Resolution 6190 was presented to consider amending the fiscal year 2022 budget to add the position of Sanitation and Ordinance Inspector. Upon roll call, President Pickens and Council members Zinnerman, Hurliman and Jacks voting yes. There were no nay votes. The motion unanimously carried. 19. EXTEND FLOOR TO THE PUBLIC: Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Jaylan Matthew and Son Jacee at 3218 19th Street North requesting help with his garbage service which has been missed the past two weeks. The Mayor informed Mr. Matthew' s he would follow- up on this matter. B) Mary Meyer at 500 Saddleridge states the US Flag and the Alabama State flag are improperly displayed. Ms. Meyer also inquired about the nuisance abatement to which Council President Pickens referred Ms. Meyer to the City Attorney. C) Carla Drake at 426 Cleo Street addressed the Mayor and Council about debris and limb pickup in the Hueytown Manor neighborhood. The Mayor addressed this concern with Ms. Drake. 20. ADJOURNMENT: There being no further business to come before the meeting Council Member Zinnerman made a motion to adjourn, Council President Pickens declared the meeting adjourned at 6: 56P.M.
