222 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, MAY 10, 2022 The City Council of the City of Hueytown met at 5: 30P. M. in the Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, May 10, 2022. The meeting was called to order with Council President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks. Mayor Ware was present during the Pre -Council meeting and the City Attorney, Charlie Waldrep, of _ Waldrep Stewart 8, Kendrick, LLP. was present. There were approximately ten individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council agenda. MINUTES OF CITY COUNCIL CITY OF HUEYTOWN, ALABAMA TUESDAY, MAY 10, 2022 A regular meeting of City Council of the City of Hueytown, Alabama was held in the Council Chamber of Hueytown City Hall on Tuesday, May 10, 2022. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order at 6: 10P. M. with approximately Seventeen individuals in the audience. The invocation was given by Council member Jacks, followed by the Pledge of Allegiance. Upon roll call, with Council members Zinnerman, Pickens, Wright, Hurliman, and Jacks were present. Council President Pickens presided over the meeting. Mayor Ware was present and the City Attorney, Charlie Waldrep, of Waldrep Stewart 8v Kendrick, LLP. was present. 2. APPROVAL OF MINUTES Council member Hurliman moved, seconded by Council member Wright, that the minutes of the Pre -Council and the Regular Council Meeting held Tuesday, April 26, 2022 be approved as previously received and thereby dispensing with reading of the minutes. Upon roll call, President Pickens, and Council members Zinnerman, Hurliman, Wright and Jacks voted yes. There were no nay votes. President Pickens declared the minutes approved. 3. MAYOR' S REPORT The Mayor welcomes everyone who took the time to attend the meeting this evening. The Mayor announced the first prayer breakfast event scheduled for May. The Mayor spoke of the conclusion of the tremendous youth baseball season and is grateful for all involved. The Mayor states the City is working hard to cleanup the City with the recent Community Cleanup being a success with plans to have another in the near future. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, reports the Council received the year to date ( April) finance report and to send any questions the Council Members may have to the City Clerk. b) Planning and Development: Council Member Jacks, no report. c) Public Safety: Council Member Wright, reports of having received complaints of burning in the City. Council Member Wright suggests the City improve communication of complaints received by the City to Citizens who report issues. OFFICERS REPORTS a) Police Chief Mike Yarbrough: Chief Yarbrough, introduced two officers who have been promoted, Brandon Jones as Sergeant and Chad Mitchell as Corporal. b) Fire Chief Morris: Chief Morris, reminds everyone on open burning and to call the non -emergency number for additional information. Chief Morris states May lst through September 30t' is a State- wide no open burn ban. c) Public Works Director Mike Butts: Director Butts, reports the recent community wide cleanup was a great success with the next scheduled event for October. There may be consideration to have another cleanup event earlier. d) Inspector Humphreys, Building and Zoning Inspector Barry Humphries: no report. 6. GREAT THINGS HAPPENING IN HUEYTOWN ( LOCAL ORGANIZATIONS AND CHAMBER OF COMMERCE) Debbie Kiker, Director for the Hueytown Chamber of Commerce, reports the following: A) Announced Just Like Mom' s BBQ Sauce as the Chamber' s May Business of the Month. B) The Chambers 2021 Awards Dinner was held on April 29, 2022 at Venue 3131. 2022 at C) The Chamber Scholarship Reception is scheduled for May 3, Venue 3131 at 6: OOPM. D) Announced the Mayor' s Community Breakfast May 5, 2022 being held at North Highlands Baptist Church at 7: OOAM. James Spann is the Keynote Speaker. E) Ribbon Cutting scheduled for Friday May 20, 2022 for Servile Signings at 11: OOAM in front of City Hall. Munch 8s Mingle/ Business After Hours is scheduled for F) The Next Thursday, June 16, 2022 from 6: OOP. M. to 7: 30P. M. 2022 G) Munch and Mingle Business after hours is scheduled for June 16, from 6: OOPM to 7: OOPM at Venue 3131. H) Health 8v Wellness Expo scheduled for Tuesday, July 19, 2022 from 8: 30A. M. to 11: OOA. M. at Hueytown Intermediate School. I) The new " Local Social" event is the first Friday of each month starting May I" at Stadium Park from 4: OOPM to 8: OOPM. There will be local vendors, children' s activities and food trucks. J) Remember the Hueytown Harvest Farmers Market every Saturday mornings. K) Shop Local! Jay Jacks spoke on behalf of the Hueytown Arts Council to report the following: A) Announced planning for the City Fest is taking place. The event is scheduled for June 11, 2022 at the Hueytown High School from 4: OOPM to 9: OOPM. B) Banners are planned to be installed promoting the City Fest Event. C) Progress continues for the Mural on the Library. Carol Rector, Interim Library Director reports the following: A) Reports of selling books at the Hueytown Harvest Farmers Market. B) Reports hiring two employees, Stephanie Sellers and Beth Rock. C) Ms. Rector informed the Mayor and Council that the Library has applied for a $ 25, 000. 00 grant and should know if the Library will be awarded the grant the first part of June. 7. Public Hearing Related To Nuisance at 2005 High School Road Resolution 6171: Ms. Bender presented information to the Mayor and Council of the plans for the structure. Inspector Humphries also supplied information to the Mayor and Council regarding this matter. Council member Zinnerman moved, seconded by Council member Hurliman to close the public hearing. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes.There were no nay votes. The motion unanimously carried.Council member Zinnerman moved, seconded by Council member Jacks for Ms. Love to submit to the City a signed agreement within fifteen (15) days with a structural engineer to evaluate the condition of the structure. Resolution 6192:Resolution 6192 was presented to consider the instal ation of a street light at 122 Westbrook Road.CITY OF HUEYTOWN RESOLUTION NO.6192 STREET LIGHT AT 122 WESTBROOK ROAD Council member Jacks moved, seconded by Council member Wright to adopt Resolution 6192 to deny the instal ation of the Street Light. Resolution 6207: Resolution 6207 was presented to consider the declaration of deeming certain Municipal Personal Property surplus and not needed for Public Purpose and authorize it's disposal and amend the fiscal year 2022 budget. Ordinance 22- 0510- 01: Ordinance 22- 0510- 01 was presented as a first reading and Public Hearing to consider the annexation of real property located at 3037 Allison- Bonnett Memorial Drive. CITY OF HUEYTOWN ORDINANCE NO. 22- 0510- 01 AN ORDINANCE TO ANNEX CERTAIN REAL PROPERTY 3037 ALLISON- BONNETT MEMORIAL DRIVE, HUEYTOWN, ALABAMA WHICH IS CONTIGUOUS TO THE CITY OF HUEYTOWN, ALABAMA After no one present spoke for or against Ordinance 22- 0510- 01, Council member Wright moved, seconded by Council member Jacks to close the Public Hearing. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. 28. Public Hearing Related To Nuisance Resolution 6178 at 1736 Pleasant Grove Road: Mr. Tommy Merchant informed the Mayor and Council of the status of abating the nuisance. Inspector Humphries also supplied information to the Mayor and Council of the history of this site. Council member Zinnerman moved, seconded by Council member Jacks to close the public hearing. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. Council member Zinnerman moved, seconded by Council member Wright for Mr. Merchant to remove the vehicles within ( 15) days, May 26, 2022 at 5: OOPM. Upon roll call, President Pickens and Council members Zinnerman, Hurliman, Wright and Jacks voting yes. There were no nay votes. The motion unanimously carried. — 29. EXTEND FLOOR TO THE PUBLIC: Prior to extension of the floor to the public, President Pickens reminded that anyone wishing to address the Council should state their name and address; must be a resident of Hueytown to speak and should limit comments to three minutes. A) Carl Menard spoke regarding Resolution 6194 which was a business item May 10, 2022 Meeting Minutes Page 7 of 8  229 at tonight' s council meeting. Mr. Menard informed the Mayor and Council the nuisance has been abated as of this afternoon. B) Mary Meyer at 500 Saddleridge informed the Mayor and Council of what appears to be vacant property on Love Street. Ms. Myer was advised to discuss the matter with the City Attorney after the meeting. Ms. Souhterland at 139 Oak Avenue who resides next to the property states the nuisance has been abated. 30. ADJOURNMENT: There being no further business to come before the meeting Council Member Zinnerman made a motion to adjourn, Council President Pickens declared the meeting adjourned at 7: 19P. M.
