311 MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, NOVEMBER 22, 2022 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Pre - Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, November 22, 2022. The Meeting was called to order with Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks present. Mayor Ware, City Attorney, Charlie Waldrep, of Waldrep Stewart & Kendrick, LLP were present at the meeting. There were two individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, NOVEMBER 22, 2022 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber of Hueytown City Hall on Tuesday, November 22, 2022. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order by Council President Wright at 6: 03P. M. with approximately eleven individuals in the audience. The invocation was given by Council Member Hurliman followed by the Pledge of Allegiance. Upon Roll Call, Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks being Present. City attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP was present. Kailah Hegler from the Western Star was also present. 2. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to approve the November 08, 2022 Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. 3. MAYORS REPORT The Mayor welcomed everyone present and thanks them for taking time out of their busy schedules to learn what' s happening in the City. The Mayor reports the Golden Gophers were not successful at the Tournament in Theodore. He gave a status report of the Map being produced for the recently purchased property which would show the planned park. The Mayor read a Proclamation and presented to Tracey Denton and other staff members of her team recognizing Hospice Service Care Workers. November 22, 2022 City Council Meeting Minutes Page 1 Of 5 312 PROCLAMATION Whereas, home care and hospice services provide high quality and compassionate health care to more than five million Americans annually,. especially in times of community or personal health care crisis: and Whereas, 90 percent of Americans vivant to age in place, and home care and hospice care is the preferred method of health care delivery among the disabled, elderly, and chronically ill individuals eager to live independently in their oven homes as long as they possibly can; Whereas, home care and hospice services allow families to stay together, and provide for greater health, dignity and comfort in our communities; and Whereas, home care and hospice in the U. S. is a grooving alternative to hospitalization or other it - is titution- based forms of health care for acute and chronic illnesses, providing care to millions of Americans each year; and Whereas, two million everyday heroes - including home care and hospice nurses,, therapists, and aides will travel almost billion miles to deliver care and worked tirelessly to provide professional support to millions of Americans in need of quality health services; and Whereas, these dedicated home care professionals and volunteers form a support network that continues to play a vital role in health care delivery for our nation' s disabled, infirm, and aging population; and Whereas, ElpectCare along with the rational Association for Home Care & Hospice, and thousands of agencies across the U. S. have declared the month of November as National Home Care & Hospice Month and are calling on all Americans to observe these occasions with appropriate ceremonies and activities; Now, therefore, be it resolved that I, Steve Ware, Mayor, do hereby proclaim November as National Home Care & Hospice Month in The City of Hueytovvn and encourage the support and participation of all citizens in learning more about the home care and hospice concepts of care for the elderly, disabled, and infirm. In witness whereof, I have hereunto set my hand and caused this seal to be affixed Stephen M. ware, Mayor A Motion to amend the meeting agenda to add Resolution Number 6391 by Council Member Pickens followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Jacks, no report. c) Public Safety Committee: Council Member Wright, no report. d) Public Works and Parks Committee: Council Member Hurliman, no report. 5. OFFICERS REPORT a) Police Department, Chief Mike Yarbrough: Chief Yarbrough reports the two new recently purchased Dodge patrol vehicles have been stripped and expect to have them placed into service early next month. b) Fire Department, Chief Scotty Morris: Chief Morris reports taking on a project in cooperation with the Chamber of Commerce selling Christmas Fire Department T- shirts with the proceeds going to benefit the local Neighborhood Bridges program. c) Public Works 8v Parks Department, Director Mike Butts: Director Butts reports the recently held City Wide cleanup was a success with another cleanup being planned for the spring time next year. The department is November 22, 2022 City Council Meeting Minutes Page 2 Of 5  313 working the next couple weeks with the installation of the holiday season decorations throughout the City. d) Building and Zoning Department, Inspector Barry Humphries: Inspector Humphries reports of receiving many inquires of the wide road construction going up the hill off of 15t' Street before King Street; Humphries states this is for the construction of the new water tower being constructed by Bessemer Utilities. 6. GREAT THINGS HAPPENING IN HUEYTOWN a) Debbie Kiker, Executive Director for the Hueytown Chamber of Commerce reports: i. The First Pink Friday and Saturday event was a success with the Chamber giving away two - $ 250. 00 cash prizes for " shopping small". ii. There are two Ribbon Cutting events scheduled for November 28, 2022 with Fast Pace Health Urgent Care at 8: OOA. M. and Warrior River Printing at 2: OOP. M. iii. The deadline to enter the Christmas Store Front Decorating Contest is November 23, 2022. Currently there are twenty- two participating businesses. iv. There is a Send A Letter To Santa mailbox outside the Library with another outside the Chamber' s office now through the Tree Lighting event. v. The Christmas Tree Lighting event is scheduled for Tuesday, November 29, 2022 at 6: OOP. M. at the City Center Park. vi. The Christmas Parade is Saturday, December 10, 2022 at 10: 00A. M. with Monday, December 5, 2022 as the deadline to enter. vii. Remember to Shop Local! 7. CITY BOARDS REPORT a) Ann Griffin standing in for Carol Rector, Director of the Hueytown Library reports: i. Last Tuesday the Hueytown Primary School had literacy night with the library attending to present information of services and materials available to folks seeking information about literacy. ii. The Library will offer a children' s program each Wednesday in June 2023. The program is made possible by financial backing from Council Member Wright. iii. Library will be offering tutor reading classes three days a week in the Month of July. The program is made possible by financial backing from Doctor David Hayes. iv. There is a Toys For Tots box at the Library to accept donations to the program. v. The Library offers services such as the use of free computers, sending faxes and scan documents to a fax number, Notary Services, free WiFi while sitting in your car in the parking lot. These services do not require having a library card. Having a Library Card does give access to the full catalog of items that can be checked out from any library in Jefferson County and have them delivered to a Library most convenient. vi. The Hueytown Library hours are Monday through Friday, 10: 00A. M. to 6: OOP. M.. b) Jake Ware, representing the Hueytown Arts Council reports: i. Thanks to all who attended the The Gospel Fest event which was held on Thursday, November 10, 2022 at 6: OOP. M. at the North Highlands Baptist Church. The events proceeds are to benefit the Mt. Moriah Baptist Church which was recently lost to a structure fire. There were over two - hundred attendees and raised $ 5, 000. 00 ii. The Christmas Dinner event is scheduled for December 1, 2022 at the North Highland Baptist Church with the doors opening at 6: OOP. M. November 22, 2022 City Council Meeting Minutes Page 3 Of 5 314 Proceeds from the event are to benefit the Arts Council Scholarship Program. c) Michael Merritt from the Park and Recreation Board reports: i. Most of the Youth Sports programs season has ended. Congratulations to all folks involved to make those sports programs possible. ii. Repairs are being planned to the facilities used for the programs during the off- season. Coordination is being made with the Council representative. iii. Brooklane and MLK Community Centers rentals have greatly increased and to obtain information or to make reservations go to the website at www. hueytownparks. com. Currently the facilities are booked out to February 2023. There has been repairs and upgrades to the two community centers which are now in good condition. iv. The park board approved funding to purchase benches and trash receptacles for the walking park located behind North Highlands Baptist Church. The Board is communicating with the Mayor to identify other locations in other City Parks. v. Appreciates the Mayor and Council to supply funding for park play equipment which has been ordered. vi. The Board has supplied additional equipment quotes to replace defective equipment at the City' s parks to be discussed at the upcoming Council Work Session. 8. CORRESPONDENCE There was no correspondence to report. 9. BILLS FOR APPROVAL A motion by Council Member Zinnerman presented a list of bills totaling 540, 991. 78 and made a motion to approve the list of bills presented for payment. Council Member Pickens made a second to the motion. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. RESOLUTION 6383 Resolution 6383 was presented to the Council to consider confirming the report of costs and create a Public Nuisance lien for the property located at 111 East Crest Road. A motion by Council Member Hurliman was made to adopt Resolution Number 6381 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 11. RESOLUTION 6382 Resolution 6382 was presented to the Council to consider confirming the report of costs and create a Public Nuisance lien for the property located at 2727 191h Street North. A motion by Council Member Pickens was made to adopt Resolution Number 6382 followed by a second to the motion by Council Member Zinnerman. There were no nay votes. The motion carried unanimously. 12. RESOLUTION 6390 Resolution 6390 was presented to the Council to acknowledge receipt of letter from the Regional Planning Commission of Greater Birmingham as relates to the City Council District Redistricting 2022. A motion by Council Member Hurliman was made to adopt Resolution Number 6390 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 13. RESOLUTION 6391 Resolution 6391 was presented to the Council to consider the approval of a tax/ fee compromise agreement with a corporate tax payer/ business within the City regarding the payment of certain taxes/ fees due to the City. A motion by Council Member Pickens to adopt Resolution Number 6391 was made with a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 14. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Mary Meyer at 502 Saddleridge addressed the Mayor and Council with a question about the Beautification Board. A Beautification Board Member, Traci Ware, was present at the meeting and addressed Ms. Meyer' s question. 7 Z li: 1 i 11 With no further business to come before the Council Meeting; a motion by Council Member Zinnerman was made to adjourn the meeting.
