MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, FEBRUARY 28, 2023 The City Council of the City of Hueytown, Alabama, met at 5: 41 P. M. in the Pre - Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, February 28, 2023. The Meeting was called to order with Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks present. Mayor Ware, City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP were present at the meeting. There were ten _ individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, FEBRUARY 28, 2023 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, February 28, 2023. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order by Council President Wright at 6: 05P.M. with approximately twenty- six individuals in the audience. The invocation was given by Jamal Hunter followed by the Pledge of Allegiance. Upon Roll Call, Council Members Zinnerman, Pickens and Hurliman present. Council Member Jacks being absent. City attorney Charlie Waldrep of Waldrep _ Stewart and Kendrick, LLP was present. 2. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Zinnerman to approve the February 14, 2023 Council Meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. President Wright declared the minutes approved. 3. MAYORS REPORT The Mayor welcomed everyone present and gave an update of the Sidewalk Grant project which completes connecting the schools. The Mayor states that ALDOT is getting close to release the bids to start construction. 4. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report. _ c) Public Safety Committee: Council Member Hurliman, no report. d) Public Works and Parks Committee: Council Member Jacks, absent. 5. OFFICERS REPORT a) Police Department: Chief Yarbrough - no report. b) Fire Department: Chief Sullivan - no report. c) Public Works/ Street and Parks Department: Director Butts - no report. d) Building and Zoning Department: Inspector Humphries - no report. GREAT THINGS HAPPENING IN HUEYTOWN a) Debbie Kiker, Executive Director for the Hueytown Chamber of Commerce reports, supplied by handout: i. The Chamber Scholarship Application Forms are now available on the Chamber' s website. ii. Hometown Hero Pole Banners sponsorship available through March 15, 2023. iii. Chamber Awards Dinner Celebrating the 2022 stars is scheduled for Friday, March 10, 2023 at Venue 3131. iv. Easter Egg Drop is scheduled for Saturday, April 1, 2023 from 11: OOAM to 1: OOPM at the City Center Park. v. Chamber Podcast coming soon. vi. Blood Drive scheduled for Saturday, April 22, 2023 with the Study Club. vii. Shop Local! 7. CITY BOARDS REPORT: a) Parks And Recreation Board: Board President Michael Merritt reports: i. The Brooklane Park and MLK Parks have base material installed around the play equipment ii. Brooklane Community Center landscaping has been completed funded by the Brooklane Community Center rental income. iii. Landscaping at MLK is planned. iv. Play Equipment purchased for MLK and Brooklane Parks is scheduled for delivery in about two months. v. Pickle Ball lines being installed on two of the Tennis Courts at Brooklane Park funded by the Community Center rental income. vi. The Youth Baseball program has 211 kids signed up with opening ceremony March 10, 2023 opening game March 11, 2023. vii. The girls Softball has 163 kids signed up with opening game March 5, 2023. viii. The Soccer sign- up continues currently 110 kids signed up with opening game April 1, 2023. ix. The Board has purchased some new benches and trash cans for the Walking Track behind the North Highlands Baptist Church. x. The Board supplied funds to baseball and softball programs to assist the program season startup. xi. The Board is securing quotes to rehabilitate ball fields and may need some assistance from the City to help fund the repairs. xii. Discussion about equipment being installed at Bessemer Gardens Park and the rubber mulch safety material. xiii. Discussion about field light repairs which have been held off due to weather. 8. CORRESPONDENCE a) Letter received from Library Board and has been included in the Council Meeting Packet. 9. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 536, 443. 10 and made a motion to approve the list of bills which were presented for payment. Council Member Hurliman made a second to the motion. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. RESOLUTION 6490 Resolution 6490 was presented to the Council to consider the approval of an Alcohol License for Kelvins Gas N Groceries located at 3057 Allison Bonnett Memorial Drive. A motion by Council Member Pickens was made to adopt Resolution Number 6490 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. The motion carried unanimously. 11. RESOLUTION 6491 Resolution 6491 was presented to the Council to consider the property located at 151 Hardy Road has an unsafe structure that constitutes a serious threat to the general public health and is a Public Nuisance. A motion by Council Member Hurliman was made to adopt Resolution Number 6491 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. The motion carried unanimously. 12. RESOLUTION 6492 Resolution 6492 was presented to the Council to consider the property located at 1467 Hueytown Road has an unsafe structure that constitutes a serious threat to the general public health and is a Public Nuisance. A motion by Council Member Hurliman was made to adopt Resolution Number 6492 followed by a second to the motion by Council Member Pickens. Upon a roil call vote, President Wright and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. The motion carried unanimously. 13. RESOLUTION 6493 Resolution 6493 was presented to the Council to elect members to the Board of Directors of the Special Care Facilities Financing Authority of the City of Hueytown, Alabama. A motion by Council Member Pickens was made to adopt Resolution Number 6490 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Pickens and Hurliman voting yes and Council Member Zinnerman voting no. There were three yea votes and one nay vote. The motion carried. 14. RESOLUTION 6494 Resolution 6494 was presented to the Council to consider a one- time one -hundred ten dollar donation to the Concerned Citizens of Hueytown, Inc for the organization' s scholarship program. A motion by Council Member Zinnerman was made to adopt Resolution Number 6494 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. The motion carried unanimously. 15. RESOLUTION 6495 Resolution 6495 was presented to the Council to consider amending the fiscal year 2023 budget to appropriate funds for the repair to the roof at the Forest Road Soccer Field concession stand. A motion by Council Member Pickens was made to suspend the rules to adopt Resolution Number 6495 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, February 28, 2023 City Council Meeting Minutes Page 3 Of 4  351 Pickens and Hurliman voting yes. There were no nay votes. The motion carried unanimously. A motion by Council Member Zinnerman was made to adopt Resolution Number 6495 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. The motion carried unanimously. A motion by Council Member Pickens was made to return back to regular session followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens and Hurliman voting yes. There were no nay votes. The motion carried unanimously. 16. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Constance Singleton at 5658 Victoria Drive requests pot holes to be repaired. The Mayor directed Public Works Director to address this request. b) Linda Nelson at 315 Harlem Avenue gave a presentation to Chief Yarbrough recognizing him for all he does for the City on behalf of the Concerned Citizens of Hueytown. Ms. Nelson also thanks Council Member Zinnerman for her due diligence to remove an abandoned vehicle from the road. c) JoAnn Logan at 1006 Loch Street thank you to Council President Wright for his financial assistance to the Concerned Citizens of Hueytown which was able to supply five scholarship awards to children. d) Robert Ingals at 204 Hilltop Circle concerned about speeding during the day on Dabbs Avenue. e) Libby Rich at 142 Lindberg Road expressed her appreciation and thanks the Mayor for the good work the City' s Code Enforcement Officer Robertson is doing. 17. ADJOURNMENT With no further business to come before the Council Meeting; a motion by Council Member Pickens was made to adjourn the meeting.
