MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 11, 2023 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Pre - Council Chamber meeting room at the City of Hueytown City Hall on Tuesday, April 11, 2023. President Wright called the meeting to order with Council Members Zinnerman, Pickens, Hurliman, Wright and Jacks present. Mayor Ware, City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP were present at the meeting. There were five individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, APRIL 11, 2023 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, April 11, 2023. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order by Council President Wright at 6: 05P. M. with approximately seventeen individuals in the audience. The invocation was given by Council Member Hurliman followed by the Pledge of Allegiance. Upon Roll Call, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks were present. Mayor Ware and City attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP was present. Kailah Hegler from the Western Star was also present. 2. APPROVAL OF MINUTES Council Member Pickens made a motion followed by a second to the motion by Council Member Hurliman to approve the March 21, 2023 Council Meeting and the April 04, 2023 Work Session meeting minutes as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the minutes approved. Council Member Hurliman made a motion to amend the meeting agenda to add Resolution Number 6533 followed by a second to the motion by Council Member Pickens. Upon roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. President Wright declared the meeting agenda amended with the addition of Resolution Number 6533. 3. MAYORS REPORT The Mayor had nothing to report but welcomes everyone present wishing everyone had a blessed holiday and could enjoy time with their families. The Mayor presented a Proclamaiton to the City' s Public Safety Dispatch Supervisor, Marisa Meyers which recognizes the National Public Safety Telecommunicators week. April 11, 2023 City Council Meeting Minutes Page 1 Of 5  429 PROCLAMATION National Public Safety Telecommunicators Week April 9- 15, 2023 Whereas, emergencies can occur at any time that require police, fire or emergency medical services; and, Whereas, when an emergency occurs the prompt response of police officers, firefighters and paramedics is critical to the protection of life and preservation of property; and, Whereas, the safety of our police officers and firefighters is dependent upon the quality and accuracy of information obtained from citizens who telephone the Jefferson County emergency communications center; and, Whereas, Public Safety Telecommunicators are the first and most critical contact our citizens have with emergency services; and, Whereas, Public Safety Telecommunicators are the single vital link for our police officers and firefighters by monitoring the activities by radio, providing them information and ensuring their safety; and Whereas, Public Safety Telecommunicators of the City of Hueytown emergency communication center have contributed substantially to the apprehension of criminals, suppression of fires and treatment of patients; and, Whereas, each dispatcher has exhibited compassion, understanding and professionalism during the performance of theirjob in the past year. Therefore, Be It Resolved that I, Mayor Stephen M. Ware, declare the week of April 9 through 15, 2023 to be National Public Safety Telecommunicators Week in the City of Hueytown, Alabama in honor of the men and women whose diligence and professionalism keep our city and citizens safe. . a . . STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, no report. c) Public Safety Committee: Council Member Hurliman, states the call volume has increased by 300 from the previous month. Staff is doing a great job. d) Public Works and Parks Committee: Council Member Jacks, reports of the progress being made with repairs and improvements to the various City Park facilities. Jacks thanks the Mayor and Council for their commitment making all this possible. 5. OFFICERS REPORT a) Police Department: Chief Yarbrough - announced the upcoming Citizens Academy starting soon which is a seven week program. Applications are available at the Police Department. b) Fire Department: Chief Sullivan - no report. c) Public Works/ Street and Parks Department: Director Butts - absent. GREAT THINGS HAPPENING IN HUEYTOWN a) Debbie Kiker, Executive Director for the Hueytown Chamber of Commerce reports: i. Thank You to all the Scholarship donors. The Chamber was able to grant four $ 1, 000. 00 Scholarships in 2023. The Scholarship reception is scheduled for April 18, 2023 at Venue 3131. ii. The April Business Member of the Month is Teresa Hester. iii. The Business After Hours Munch and Mingle is scheduled for April 13, 2023 at Venue 3131 at 6: OOP. M. iv. The Hueytown Chamber and Study Club Blood Drive is scheduled for Saturday, April 22, 2023 at the City Hall Annex from 10: 00A. M. to 4: OOP. M. v. Participation with The Hometown Hero Pole Banners program has been a success with nineteen banners sold. vi. The Easter Egg Drop was a huge success with 700 to 800 attendees. A huge Thank You to all who made this event possible, especially to the City' s Street, Police and Fire Departments. vii. The Mayor's Community Breakfast is scheduled for Thursday, May 4, 2023 at the North Highlands Baptist Church with the Keynote Speaker, Siran Stacy. Tickets to attend are available at the Chamber of Commerce. viii. Girls Night Out Fashion Show is scheduled for Thursday, May 11, 2023 at 6: 20P. M. ix. Shop Local! b) Hueytown Arts Council, Michelle McClinton reports: i. The award of two $ 1, 000. 00 scholarships to be presented at the April 18, 2023 reception at Venue 3131 April 18, 2023. ii. Movies In The Park is scheduled May 19, July 13 and August 11, 2023 free to the Community. iii. City Fest is scheduled for June 10, 2023 to be held at the City Center Park on Forest Road with a morning and late afternoon programs scheduled. 7. CORRESPONDENCE a) There was no correspondence to report. 8. BILLS FOR APPROVAL Council Member Zinnerman presented a list of bills totaling $ 683, 623. 82 and made a motion to approve the list of bills which were presented for payment. Council Member Pickens made a second to the motion. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. RESOLUTION 6526 Resolution 6526 was presented to the Council to waive the Special Event fees for the Hueytown Chamber of Commerce for the calendar year 2023. A motion by Council Member Jacks was made to adopt Resolution Number 6526 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 10. RESOLUTION 6527 Resolution 6527 was presented to the Council to proclaim April 2023 as Fair Housing Month. A motion by Council Member Zinnerman was made to adopt Resolution Number 6527 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 11. RESOLUTION 6528 Resolution 6528 was presented to the Council to appropriate funds for the repairs to the Girls Softball Ball Field. A motion by Council Member Jacks was made to adopt Resolution Number 6528 followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 12. RESOLUTION 6529 Resolution 6529 was presented to the Council to appropriate funds for the replacement of the Heating, Ventilation and Cooling system at the Martin King, Jr. Community Center. A motion by Council Member Jacks was made to adopt Resolution Number 6529 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 13. RESOLUTION 6530 Resolution 6530 was presented to the Council to declare a Public Nuisance of an unsafe structures located at 2013 Forest Road. A motion by Council Member Zinnerman was made to adopt Resolution Number 6530 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 14. RESOLUTION 6531 Resolution 6531 was presented to the Council to declare and deem certain Municipal Personal Property surplus and not needed for Public Purposes and authorize the disposal thereof. A motion by Council Member Pickens was made to adopt Resolution Number 6531 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 15. RESOLUTION 6532 Resolution 6532 was presented to authorize the nomination of the re -appointment of Jennifer Veasey to the Library Board. A motion by Council Member Pickens was made to adopt Resolution Number 6532 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 16. RESOLUTION 6533 April 11, 2023 City Council Meeting Minutes Page 4 Of 5 432 Resolution 6533 was presented to authorize the acquisition of real property for the development of the Nature Preserve. A motion by Council Member Hurliman was made to suspend the rules to adopt Resolution Number 6524 followed by a second to the motion by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. A motion by Council Member Hurliman was made to adopt Resolution Number 6533 followed by a second to the motion made by Council Member Pickens. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. A motion by Council Member Pickens was made to return to Regular Session followed by a second to the motion made by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously with the Council returning back into regular session. 17. ORDINANCE 23- 0321- 01 Ordinance 23- 0321- 01 was presented to the Council to consider the annexation of property located at 3387 Davey Allison Boulevard, Hueytown. The first reading/ public hearing was held at the March 21, 2023 Council Meeting. A motion by Council Member Pickens was made to adopt Ordinance Number 23- 0321- 01 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Wright and Council Members Zinnerman, Pickens, Hurliman and Jacks voting yes. There were no nay votes. The motion carried unanimously. 18. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Wright reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. _ a) Eric Frye at 2845 Brooklane Drive of the American Legion Post 1228 commented of attending the Citizens Academy by the Police Department of how beneficial it was for him. Mr. Frey thanks the Mayor and Council for being receptive to concerns of the Veterans and know that the American Legion is always available to assist the City wherever needed. 19. ADJOURNMENT With no further business to come before the Council Meeting, Council President Wright declared the meeting adjourned at 6: 34P. M..
