J MINUTES OF PRE -COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JUNE 27, 2023 The City Council of the City of Hueytown, Alabama, met at 5: 30P. M. in the Pre - Council Chamber meeting room at the City of Hueytown, City Hall, on Tuesday, June 27, 2023. President Pro Tempore Jacks called the meeting to order with Council Members Zinnerman, Hurliman present and Council Members Pickens and Wright absent. Mayor Stephen Ware and City Attorney, Charlie Waldrep, of Waldrep Stewart 8s Kendrick, LLP were present. There were six individuals in the audience. The purpose of the meeting was to discuss general municipal business and review the City Council Meeting Agenda. MINUTES OF CITY COUNCIL MEETING CITY OF HUEYTOWN, ALABAMA TUESDAY, JUNE 27, 2023 A regular meeting of the City Council of the City of Hueytown, Alabama, was held in the Council Chamber meeting room at the Hueytown City Hall on Tuesday, June 27, 2023. 1. CALL TO ORDER, INVOCATION, ROLL CALL AND MEDIA RECOGNITION The meeting was called to order by Council President Pro Tempore Jacks at 6: 07P. M. with approximately thirty- two individuals in the audience. The invocation was given by Council Member Hurliman followed by the Pledge of Allegiance. Upon Roll Call, Council Members Zinnerman, Hurliman and Jacks being present. Council Members Pickens and Wright were absent. President Pro Tempore Jacks presided over the meeting. Mayor Stephen Ware and City Attorney Charlie Waldrep of Waldrep Stewart and Kendrick, LLP were present. Kailah Hegler from the Western Star was also present. 2. APPROVAL OF MINUTES Council Member Zinnerman made a motion followed by a second to the motion by Council Member Hurliman to approve the May 23, 2023 Pre -Council and Council Meeting minutes and the June 6, 2023 Work Session as previously received and thereby dispensing with reading of the minutes. Upon roll call vote, President Pro Tempore Jacks and Council Members Zinnerman, Hurliman voting yes. There were no nay votes. President Pro Tempore Jacks declared the minutes approved. A motion by Council Member Zinnerman to amend the meeting agenda for the addition of Resolution Number 6577 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Pro Tempore Jacks and Council Members Zinnerman, Hurliman voting yes. There were no nay votes. The motion carried unanimously. 3. MAYORS REPORT The Mayor welcomes everyone attending the meeting. The Mayor reports there was a huge turn -out for the City Fest and thanks the Hueytown Arts Council and all others involved to make the event a great success. The Mayor presented a Proclamation to Sam Ware. June 27, 2023 City Council Meeting Minutes Page 1 Of 8  PROCLAMATION Whereas, The Alabama School of Cyber Technology and Engineering is the nation' s only high school focused on the integration of cyber technology and engineering into all academic disciplines. ASCTE is a public, residential magnet high school serving students throughout the state of Alabama. It seeks to educate and empower ASCTE students with the charge to bridge the large gaps in the cyber workforce further ensuring the integrity of our national security. Whereas, Before completing his freshman year at Hueytown High School, Samuel Douglas Ware chose to apply to this newly created entity and went through the extensive process to be accepted into The Alabama School of Cyber Technology and Engineering. He became one of only three students accepted from Jefferson County and the only one from the City of Hueytown, Alabama. Once there, he completed the academically challenging 4 year ASCTE curriculum in 3 years, earning an Advanced Academic Diploma to become one of only 17 Seniors to graduate in the very first graduating class of the Alabama School of Cyber Technology and Engineering on May 25, 2023. Whereas, Upon attending ASCTE, Sam was on the Dean' s list, chosen as one of the student represented his school and the City of Hueytown at Boys ambassadors, State, while also participating in the first soccer and archery teams. In his senior year, Sam competed with his archery team in the State of Alabama Championships where they placed 81h and in the National Championship held in Louisville, KY. Whereas, Sam has been asked by Matt Massey, President of ASCTE to attend meetings in Montgomery representing the school. Whereas, Upon graduating from ASCTE Sam received scholarships from the United States Navy ROTC and Auburn University and from Auburn University itself. He will attend the Recruit Training Center for the United States Navy Command at Naval Station Great Lakes near North Chicago, Illinois in July 2023. He will attend Auburn University in the fall. Now, Therefore, I Stephen M. Ware, Mayor of the city of Hueytown, Alabama along with the city council proudly honor you for your achievements as one of the first graduates of the Alabama School of Cyber Technology and Engineering. You have done an outstanding job representing your city. We wish you continued success as you enter the Naval ROTC program at Auburn University and your academic endeavors there. STANDING COMMITTEE REPORTS a) Finance Committee: Council Member Zinnerman, no report. b) Planning and Development Committee: Council Member Pickens, absent. c) Public Safety Committee: Council Member Hurliman, reports incidents for May are up fifty percent with the number of calls up thirty- five percent for the month of May. d) Public Works and Parks Committee: Council Member Jacks, no report. 5. OFFICERS REPORT a) Police Department: Chief Yarbrough - No Report. b) Fire Department: Chief Sullivan - No Report. c) Public Works/ Street and Parks Department: Director Butts - No Report. d) Building and Zoning Department: Inspector Humphries - No Report. 6. GREAT THINGS HAPPENING IN HUEYTOWN June 27, 2023 City Council Meeting Minutes Page 2 Of 8  455 a) Debbie Kiker, Executive Director for the Hueytown Chamber of Commerce: i. Congratulations to Dr. DeFranco for thirty- eight years being in business in the City. ii. Announced the New Sunshine Award which is to bring attention to those who make a difference in one of your favorite businesses in Hueytown. Each month a business owner, manager, staff and etc could be nominated by you that brings sunshine to someones life. The Chambers first Sunshine Award goes to Angerine Harris, owner of Glory To God beauty salon. iii. Gave an update of the Chamber Chat Podcast. iv. The next Munch and Mingle business after- hours which celebrates the Chambers thirty- fifth anniversary is scheduled for August 17, 2023 at Venue 3131, Hueytown. v. National Night Out with the Hueytown Police, Fire and Public Works Departments is scheduled for August 1, 2023 at the New City Center Park. vi. The second annual Health and Wellness Expo is scheduled for August 18, 2023. vii. Shop Local! 7. CITY BOARD REPORTS a) Hueytown Arts Council, Jake Ware: i. The fifth annual City Fest event with Taylor Hicks as the main event was a great success. There were folks attending from all over the Southeast. Ware estimates the attendance at three thousand five hundred attendees. Ware thanks the City' s Fire, Police and Public Works departments for all they did to make the event a success. ii. The upcoming Movies In The Park is July 141h and will be held in the City Center Park on Forest Road. The next Movies In The Park event will be August 11, 2023. Additional information can be obtained from the Hueytown Arts Council Website, https:// hueytownarts. org/ and Facebook page. b) Park 8v Recreation Board, Council Member Jacks reports: i. The Youth Football program registration ends July 1, 2023. ii. Informs everyone to be cautious at the MLK, Brooklane and City Center Parks on or around July 6t' as new playground equipment is being installed. iii. Thanks to the Mayor and Council and all others for the support given to the Parks and Recreation Board. c) Library Board, Carroll Rector: i. Storytime held two programs for the month of June which were fantastic! Beth Rock, Storyteller, does a wonderful job and is excellent entertaining the children. The Storytime programs are 11: 00A. M. the second and fourth Thursday of each month. ii. Reading Buddies summer program schedule with Ms. Rebecca, Tinker Belle and Abner is at 11: 30A. M., the second and fourth Thursday each month which gives the children who attend Storytime to enjoy the dogs. iii. The Summer Reading Program ends June 28, 2023. iv. The Summer Reading Classes will begin Wednesday, July 5, 2023 with the last class on July 27, 2023. The class sessions will be on each Tuesday, Wednesday and Thursday for the month of July starting at 11: 30A. M. and end at 5: 30P. M. Each session lasts for one hour. Currently, there are fourteen students and twelve tutors. v. The Book Club will meet Thursday afternoon this week and will be reviewing the book " Horse" by Geraldine Brooks. vi. The Chicks With Sticks knitting and crocheting group meets each Monday, 10: 00A. M. to 12noon with the average attendance being fifteen participants. A motion by Council Member Hurliman was made to adopt Resolution Number 6562 followed by a second to the motion by Council Member Zinnerman. A motion by Council Member Zinnerman was made to adopt Resolution Number 6563 followed by a second to the motion by Council Member Hurliman. A motion by Council Member Zinnerman was made to adopt Resolution Number 6564 followed by a second to the motion by Council Member Hurliman. RESOLUTION 6576 Resolution 6576 was presented to the Council to set a public hearing date of August 22, 2023 at 6: OOPM to consider an Ordinance to adopt certain Codes compiled by the International Code Council. A motion by Council Member Hurliman was made to adopt Resolution Number 6576 followed by a second to the motion by Council Member Zinnerman. RESOLUTION 6577 Resolution 6577 was presented to the Council to consider approving a Tax/ Fee Compromise Agreement with a corporate Tax Payer/ Business within the City in regards to the payment of certain taxes/ fees due to the City. A motion by Council Member Zinnerman was made to adopt Resolution Number 6577 followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Pro Tempore Jacks and Council Members Zinnerman, Hurliman voting yes. There were no nay votes. The motion carried unanimously. 26. RESOLUTION 6578 A motion was made by Council Member Zinnerman to add Resolution 6578 to the meeting agenda followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Pro Tempore Jacks and Council Members Zinnerman, Hurliman voting yes. There were no nay votes. The motion carried unanimously. Resolution 6578 was presented to the Council to consider the addition of a one- time Employee paid holiday to celebrate Independence Day. A motion was made by Council Member Hurliman to adopt Resolution Number 6578 followed by a second to the motion by Council Member Zinnerman. Upon a roll call vote, President Pro Tempore Jacks and Council Members Zinnerman, Hurliman voting yes. There were no nay votes. The motion carried unanimously. 27. ORDINANCE 23- 0627- 01 Ordinance 23- 0509- 01 was presented to the Council as a first reading/ public hearing. After no person present spoke either for or against the proposed Ordinance, A motion by Council Member Zinnerman was made to close the public hearing followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Pro Tempore Jacks with Council Members Zinnerman, Hurliman and voting yes. There no nay votes. The motion carried. 28. ORDINANCE 23- 0627- 02 Ordinance 23- 0509- 02 was presented to the Council as a first reading/ public hearing. After no person present spoke either for or against the proposed Ordinance, A motion by Council Member Zinnerman was made to close the public hearing followed by a second to the motion by Council Member Hurliman. Upon a roll call vote, President Pro Tempore Jacks with Council Members Zinnerman, Hurliman and voting yes. There no nay votes. The motion carried. 29. EXTEND THE FLOOR TO THE PUBLIC Prior to the extension of the floor to the public, President Pro Tempore Jacks reminds everyone wishing to address the Council to state their name and address; must be a resident of Hueytown to speak and shall limit comments to three minutes. a) Libby Rich at 142 Lindberg Road thanks the Hueytown Police Department with the fast response to a report of shots fired. Ms. Rich also thanks the Beautification Board for the planting of flowers at the entrance to City Hall. Ms. Rich also addressed a concern of the condition of the property located at 3103 Cedar Lane as it's a disgrace to the neighborhood and also causing lower property values of neighboring properties. b) Ryan Patterson at 642 McPherson Lane thanks the Fire and Police Departments of their response to his home burglaries. June 27, 2023 City Council Meeting Minutes Page 7 Of 8 w c) Linda Nelson at 315 Harlem Avenue announced the formation of a Kwanis Club and is seeking two more members. d) Janice Speight at 1921 27' h Avenue North regarding the Event Center named Intimate Settings and is seeking information about at ABC License Hearing. Inspections Officer Humphreys spoke to Ms. Speight about her concern. 30. ADJOURNMENT With no further business to come before the Council Meeting, Council President Pro Tempore Jacks declared the meeting adjourned at 7: 02P. M..
